Fistly, the existing poblems in pefomance evaluation of phamaceutical entepise ae analyzed. Secondly, the constuction pinciples of pefomance evaluation fo human esouces management ae discussed. Thidly, the basic theoy of fuzzy compehensive evaluation is studied. Finally, a case study is analyzed, esults show that the fuzzy compehensive evaluation is an effective method fo evaluating the human esouces management level of phamaceutical entepise. Key wods: Phamaceutical Entepise; fuzzy compehensive evaluation; Human Resouces Management INTRODCTION In ecent yeas, the output of seven kinds of phamaceutical industy in China has been maintaining fast gowth. A complete phamaceutical manufactuing system has been fomed, which concludes chemical medicines and its pepaation, chemical intemediate, Chinese patent dug, biochemical dug, diagnostic medicine, Chinese medicine and pieces, the phamaceutical industy in China has the advantage in numbe and size. With the apid development of economy, the phamaceutical entepises face the fiece competition, theefoe it is necessay to cay out opeation of phamaceutical entepise effectively, and develop the advantages of the phamaceutical entepises. The human esouces ae main pats of phamaceutical entepise, which collect intellectual capital, and it is the souces of impoving competitiveness. The managing level of human esouces of phamaceutical entepise is an impotant facto fo pomoting the development of it, and the scientific and easonable pefomance evaluation mechanism should be confimed [1]. The pefomance evaluation elates many affecting factos, the affecting degee of all kinds of factos is decided by subjective judgment, and the conclusions inevitably have fuzziness, theefoe it is necessay to find out an effective evaluation method. The fuzzy compehensive evaluation can deal with the poblems mentioned above. It is a kind of mathematical method, which can make compehensive evaluation fo the objects with the fuzziness and many affecting factos. The fuzzy compehensive evaluation is applied in evaluating the pefomance level of human esouces of phamaceutical entepise in this eseach [].. Existing poblems in pefomance evaluation of phamaceutical entepise In moden society, the development of phamaceutical entepise is decided by constuction of talent team, the bain dain of high-quality talents and the deficiency of pofessionals has negative effect on the development of phamaceutical, theefoe the taining of talent team is a task of top pioity. The effective evaluation system can inspie the employees effectively, and fom easonable salay system, then the excellent talents can be etained, the development of the entepise can be achieved. The existing poblems of pefomance evaluation ae listed as follows: 854

On the othe hands, the evaluation esults lack fainess, many evaluations has no substantial pogess, which have become a mee fomality. The highe-ups want to make evey depatment hamonious, they often pusue the equalitaianism. Those who wok had ae seldom ewaded, the Go-slow people is not punished [3].. () Pefomance evaluation system is elatively isolated At pesent, the pefomance evaluation system can not be combined with fame of human esouces of phamaceutical entepise. The pefomance evaluation system of phamaceutical entepise can not link up with salay of employees, chance of pomotion and the ewad diectly, and can not offe the pojects of taining the job skill of employees. The phamaceutical entepises only cay out pue pefomance evaluation, and ignoe the feedback and amendment of pefomance, theefoe the pefomance evaluation can not wok effectively, and the employees can not be inspied effectively. (3) Pefomance evaluation indexes ae uneasonable Geneally the quantity index has a united calculating standad, can be expessed by the exact numbe, then the tanspaency and opeability of evaluation can be impoved, and it is benefit fo the futue infomatization of pefomance evaluation system. Pesently the numbe of quantifiable indexes is low fo the pefomance evaluation of the phamaceutical entepises [4].. Constuction pinciples of pefomance evaluation fo human esouces management The pefomance evaluation of human esouces management should be benefit fo the implementation of stategic planning of phamaceutical, which should follow the following pinciples: (1) Hieachy pinciple The employees ability of studying, innovation and pactice phamaceutical entepise is diffeent; theefoe the pefomance evaluation of human esouces management has the coesponding matching hieachy. Basic theoy of fuzzy compehensive evaluation (1) Basic theoy of fuzzy easoning The evaluation with many factos that is difficult to quantify only be descibed by fuzzy language. The evaluato can set out fom many factos make degee fuzzy evaluation based on judgment, such as excellent, good, nomal, poo, and bad. Theefoe the evaluation with many factos ae difficult, the main eason is that the factos ae consideed compehensively at the same time, and the impotance of evey factos is diffeent, then the poblem becomes complex, while the fuzzy mathematics can offe an effective method fo compehensive evaluation [6].. To ensue the scientific ationality of evaluation index system of human esouces management, the subjective factos should be eliminated. Seveal human esouces management expets ae invited to evaluate the evaluation index. The judging matix of second gade index can be obtained based on the same calculating pocedue. RESLTS AND DISCSSION A phamaceutical entepise is used as an example; the coesponding fuzzy compehensive evaluation is caied out, 30 human esouces management expets ae invited to evaluate the index of this phamaceutical entepise, based on the calculating pocedue of fuzzy compehensive evaluation the weigh of evey index can be calculated, the coesponding esults ae shown in table 3. CONCLSION In ecent yeas, the phamaceutical entepise has a good developing pospect. The whole phamaceutical industy should be optimized constantly, the phamaceutical entepise should impove the level of human esouces 858

The fuzzy compehensive evaluation is an effective method to evaluate the level of human esouces management of phamaceutical entepise.
