1 OPEN POSITION Office for Human Resources lutheranworld.org Position: Consultant on Planning, Monitoring, Evaluation, Reporting - Accountability and Learning (PMER-AL) Location: Cambodia to be confirmed Contract Duration: Job Summary: The Lutheran World Federation (LWF), Department for World Service (DWS), is looking for a mature, qualified and experienced PMER-AL Consultant. The main focus of the work is to strengthen the capacity of the LWF Country Programs in Nepal, Myanmar and Laos as well as the teams of LWD (Life with Dignity) in Cambodia and of RDRS (Rangpur Dinajpur Rural Service) in Bangladesh in these matters and to support a smooth transition to a new web-based PMER system. The consultant will work with the Quality Assurance and Accountability team in the headquarters in Geneva which will supervise and backstop the consultant, in close collaboration with the teams in-country. Qualifications Experience: Minimum 7 years of experience in project management and practical work in designing and operating PMER and Accountability and Learning systems in humanitarian and/or development organizations. Proven experience in quantitative data treatment/ impact studies. Education: Relevant university degree (social science, development studies, economy, agricultural sciences, etc.) Professional skills: In-depth understanding of a PMER framework and capacity to analyze existing ones and improve them Experience in PMER related to humanitarian and development work, with particular expertise in indicator formation, data collection and analysis, and project proposal development. Capacity and skills for dealing with big data (meaningful collection, treatment, analyses, interpretation and conclusions) Familiarity with web-based PMER systems, and a capacity for learning how to use the World Service Newdea system quickly, if not already familiar with it. Expertise in training and coaching on PMER, both in-person and via virtual means Ability to work both in detail (on project indicators, for example), and from a more framework perspective (e.g. with a view to supporting cross-country learning) Capacity to work independently, while maintaining regular communication with colleagues in the region and globally. Familiarity with Accountability frameworks, such as CHS and HAP Experience with e-learning tools or other web-based communication channels. Familiar with institutional learning concepts and at ease in contacting research institutions Knowledge of LWF World Service Programs and projects an asset. Excellent command of English required. Computer skills: Excellent knowledge of Excel, google docs or related shareware, swift in modern social media (facebook, twitter, websites); experience with web-based systems

3 POSITION DESCRIPTION for the Consultant on Planning, Monitoring, Evaluation, Accountability, Reporting and Learning (P-MEARL) of the Lutheran World Federation, Department for World Service (LWF/DWS), Quality Assurance and Accountability Unit position Position Environment and Dimensions/ Purpose of the Under the general guidance of the Quality Assurance and Accountability Specialist, the main purpose of the position is to strengthen the PMEARL capacities of the teams of LWF Country Programs, LWD and RDRS and to support the smooth and full transition of all Country Programs project portfolios to the new World Service Planning, Monitoring, Evaluation, Reporting and Learning (P-MERL) framework and the web-based system by The placement of the Consultant will be determined during the course of the application process. 1 BACKGROUND As part of the revision of the World Service PMER system, the Asian Country Programs (Myanmar and Nepal) have received in-depth training on the new PMER framework and the related web-based system in New Country Results Frameworks were created and the process to enter project information and monitoring data into the new web-based system was started. After a year of testing, World Service has taken the decision to introduce the newdea system for registering all projects in the system and to use more functions of the system. Experiences has shown that following the first training workshop, more backstopping for PMER staff, refresher trainings, and more specific capacity building on new enhancements or functions are needed. World Service PMER is committed to uploading the full project portfolios onto the web-based system, with a view to being ready to fully use the system for the 2017 PMER cycle (including all planning required in 2016). While the basket-funded development projects will be completely processed through the system, the flow for processing bilateral projects needs to be developed further, including concrete guidance notes for example for ACT Appeals. Another aspect of the revised system is on how to link project related information for informing the country strategy. New templates such as the Annual Country Plan are in the process of being developed and will be fully used by More capacity building will be required in 2016 to embed that aspect of strategic learning and orientation in the country program management. The commitment to quality and accountability is another important aspect of World Service and closely related to PMER. With the change of HAP to the Core Humanitarian Standards, there is an opportunity to integrate the roll out of the CHS into the web-based system for more systematic follow up. Additionally, most CP/AP have their PMER system as part of their rights-based empowerment approach which shows the link to CHS. Enhancing institutional learning, document the experiences and share it with other country programs and other stakeholders are important elements to develop technical expertise, increase visibility and profile World Service better. Institutional Learning is part of knowledge management

4 and thus part of the organisational commitments of World Service strategy. The AZECON platform shows a high commitment of the Asian Country Programs and former Associate Programs for exchange, learning and joint policy development. This position aims at supporting the institutional learning function mainly through electronic support to the global network of World Service feeding into the different events and meetings of World Service (regional management team meetings and global leadership meeting, thematic events, etc.). Organizational support to link research to the needs of country programs and LWD/RDRS to have in-depth case studies of certain aspects of their work would complement the profile of this position. 2 MAIN PURPOSE It is thus proposed to place a Regional Consultant in the region in 2016 and 2017 with the purpose of: a) supporting the smooth and full transition of the Asian Country Programs project portfolios to the new World Service PMER web-based system for the 2017 PMER cycle (including all planning required in 2016) b) supporting LWD in Cambodia and RDRS in Bangladesh in aligning their PMER system to the new templates used by LWF and strengthen the capacity of the PMER staff (explore the option and the advantages of using the web-based system) c) supporting the self-assessments of CHS and the development of new accountability frameworks in the region and feed in to the global network d) developing and putting in practice a concept with the Asian programs on how to promote best institutional learning that can be used by all LWF Main duties of the position PMER-related: Increased capacity in the Asian region to transition to and make full use of the web-based PMER system, Increase alignment with the new World Service PMER framework by the 2017 PMER cycle (e.g. use of standardized templates and indicators). Strengthen capacity in and understanding of World Service PMER processes within country teams in the region, and enhanced cross-country learning between them. Maximize use of the online system for project planning processes in the region, including increased capacity in the creation of results frameworks/log frames, the identification of indicators and access to base-line data. Improve quality and incisiveness of results-based reporting in the region, with: o clear analysis of qualitative and quantitative outcomes achieved at project, country and regional levels and in relation to specific intervention sectors o clear articulation and enumeration of contributions made by the Asian region to the achievement of the World Service Global Strategy. Increase coherence and synergy in the collection, management and sharing of PMER data across the region and indeed with donors and other stakeholders, including through online access to up-to-date information on the region s project portfolios. Expand and easier-to-access evidence-base for policy and advocacy activities at local, national, regional and global levels, and related to key sectors of intervention. 5 Facilitate exchange of good practice on organizational projects in different sectors and fields of expertise Pool together resource library on good examples for guidelines, systems, tools, capacity building material used in different Country Programs. (uploading) Initiate /facilitate /support joint research/review/studies on approaches, sectors, country strategies in the region using existing programmed events such as reviews, meetings; Document the professional experience better and share within and outside the network of LWF country Programs /AP Increase visibility at international meetings such as UNHCR NGO consultation through presentations using our experience. Increase of our profile Increase of linking research institutions to engage with our work: getting to know for something Capacity building in accountability Support the CP/AP in the CHS self-assessment Develop innovative accountability and other e-learning tools /coaching (exploring collaboration with DCA Learning lab) 3 WORK PLAN Before the consultant starts its work, a clear work plan will be developed and attached to his/her Terms of Reference. The work plan will be based on needs expressed by Country Representatives, Directors of the LWD and RDRS, Program Coordinators and PMER staff in the region during the regional workshop in Nepal in March 2016 and will be regularly updated.
