Time to Change is run by the charities Mind and Rethink Mental Illness, with 20m funding from the Department of Health, Comic Relief and the Big Lottery Fund between 2016 and Since the campaign started in 2007 there has been a step change in the way mental health is viewed and talked about in England; 4.1million people have improved attitudes, there have been significant reductions in reported discrimination from family, friends, in employment, social life and dating. There s now a powerful and confident social movement with more than 5,000 active adult Time to Change Champions (with lived experience of mental health problems), over 100 active young champions (again with lived experience), hundreds of thousands of campaign supporters, 750+ pledged employers and 2,000 secondary schools and over 30 local TTC hubs challenging stigma and discrimination and promoting mental health and wellbeing. Our annual Time To Talk Day has sparked millions of conversations each year and, as a result of our evidenced-based approach and this impact, other anti-stigma campaigns now look to us as a leader in changing public attitudes and behaviour. But there is still so much more to do. Our ambition is to embed irreversible social change and the programme will take us closer to this goal. We have ambitious aims to achieve further improvements in public attitudes and behaviour, reduce the mental health discrimination people face in key areas of their lives, empower individuals with lived experience of mental health problems to challenge stigma, and focus on sustainability at local and national levels. As this critical stage in social change, a key goal is to cut through to audiences that

2 have not yet engaged, including an increased focus on men. We ll work with communities to set up local hubs that will lead and embed anti-stigma work locally; build the movement of individual Champions, employers and schools; and continue our successful work with young people and parents. All this work will take us closer towards our vision of a society where talking about mental health has become everyday and ordinary, and no one needs to face or fear judgement or discrimination because of a mental health problem. The role You will have joint strategic responsibility, working alongside a second Head of Programme Management (Regions and Equalities), for the performance of all projects and evaluation within the programme. This will include reporting on project milestones, beneficiary targets and evaluation data as well as scrutinising and reporting on the budget. You will prepare papers for funders and the Time to Change Senior Management Group ensuring compliance with funder requirements and partner policies. In addition, this post-holder has three key areas of lead responsibility: Management of the governance cycles and support for the Senior Management Group (Time to Change s governance system) and the link to partner governance structures, and managing and supporting the Governance Support Officer post Management of all evaluation work, including commissioning, analysis and reporting, and managing and supporting the Evaluation and Research Manager Supporting the development of the Project Heads (the Impact Leadership Team), the Central Management Team, and the All (staff) Programme Meetings by planning and reviewing away days and development needs. It is essential that this post holder works effectively and flexibly with the other Head of Programme Management, who has lead responsibility for the development of the programme management and operational infrastructure of Time to Change, alongside our work in the local hubs and our equalities strategy. You will also work closely with the Director of Time to Change, ILT members (Project Heads), and the Head of Communications to ensure the programme is delivering its activity plan and progressing towards its targets. Team Heads, project leads and the finance teams at Mind and Rethink Mental Illness where the individual projects are based will be your key internal stakeholders. You will have line-management responsibilities for two members of staff in the Central Management Team the Evaluation and Research Manager and the Governance Support Officer. You will be responsible for reporting to the funders and preparing and presenting reports for the Senior Management Group on all aspects of the programme s work including delivery and impact. You will have delegated responsibility for all project management and evaluation, and make recommendations to the Director on budget setting. You will need to need to produce detailed financial reports (with the Mind finance team) and monitor spend across an annual 4.5m budget. You will be required to operate within the financial guidelines of Mind as agreed by Mind s Council of Management. You will have a key role in deputising for the TTC Director and providing cover in their absence, as well as delivering presentations and speeches about the work of the campaign. You will be employed by Mind, although you will work closely with Time to Change staff based at both Mind and Rethink Mental Illness, as well as liaising with other staff across both partner charities.

3 Mind aims to ensure that the needs and interests of mental health service users, women, Black and Minority Ethnic communities, disabled people, lesbians, gay men, bisexuals, transgender and people or all ages are reflected in all activities. You will be expected to contribute to this aim.

4 Key responsibilities (Jointly with the Head of Programme Management, Regions and Equalities) 1. To take a lead role in the strategic management and delivery of the Time to Change programme outputs and milestones and achievement of programme outcome targets, including maintaining performance monitoring systems and recommending remedial action to manage identified risks. 2. To have responsibility for the financial management and reporting of the programme including monitoring, scrutinising, reviewing and re-forecasting the budget. This will involve overseeing the work of Mind s finance team as well as working with the finance team at Rethink Mental Illness. 3. To prepare quarterly and annual progress reports for the funders (taking the lead role at quarterly funder meetings) and to produce financial and progress reports for the Time to Change Senior Management Group to facilitate strategic decision-making. 4. To have oversight of management support for the Senior Management Group and the wider Time to Change governance structures, including the timetabling of governance meetings and papers, and line management of the Governance Support Officer. 5. Responsibility for reviewing the programme evaluation strategy, and interrupting the data for a range of audiences. Supporting the Evaluation and Research Manager to analyse and present evaluation data and learning, internally, to funders and externally, and to commission new research. 6. To undertake strategic delivery reviews and oversee the implementation of recommendations. 7. To work with the other Head of Programme Management (regions and equalities) to Cochair the ILT (Project Heads) group to ensure there is an co-ordinated approach to planning, delivery, monitoring and review of all activity and reporting. This will involve ensuring an integrated approach to the programme s work with children and young people and adults, as well as work with seldom heard groups. 8. To maintain a close and effective working relationships with funders. 9. To have line-management responsibility for the Evaluation and Research Manager and Governance Support Officer. This includes recruitment, supervision, appraisal and management of staff in accordance with Mind s policies and procedures. 10. To contribute to the promotion of lived experience leadership in all aspects of the programme and team s work. 11. To work closely with all Heads and Project leads to ensure that equalities strands are integral to project planning and delivery across the whole Time to Change programme. 12. To deliver presentations and speeches about the work of Time to Change and the impact of mental health stigma and discrimination. 13. To ensure all projects adhere to Time to Change guidelines, contractual obligations of

5 funder s terms and conditions, and partners legal obligations within the partnership. 14. To deputise for the TTC Director providing cover in their absence. Mind (National Association for Mental Health) Person specification: Head of Programme Management (governance and evaluation) (Fixed Term until 31 March 2021) (Grade G) Essential criteria Experience 1. Senior managerial level experience of managing a successful large-scale programme of work and monitoring delivery of targets and impact. 2. Senior managerial level experience of detailed and accurate management of a multi-million pound budget including scrutinising variance, reviewing and re-forecasting budgets. 3. Demonstrable experience of producing detailed performance, budget, evaluation and risk reports for funders and senior management teams within agreed and often tight timescales (using excellent written and verbal communication skills). 4. Demonstrable experience of working in partnership within a programme and at project level, as well as experience of managing relationships at a senior level with external stakeholders and liaising with a wide range of community groups. 5. Demonstrable experience of devising and supporting effective governance arrangements to ensure timely strategic decision making, effective risk management, and compliance with organisational policies and funder terms and conditions. 6. Experience of overseeing the commissioning of evaluation and research, analysis for use in programme evolution, and impact reporting. 7. Line management experience including supervision, appraisals and experience of supporting staff development. 8. Proven ability to apply the principles of co-production and involvement working with people with lived experience of mental health problems. 9. Outstanding interpersonal skills including being able to negotiate, give feedback, persuade, influence, deal with conflict, influence, and work effectively with groups and individuals including those with differing perspectives and in challenging circumstances. 10. Outstanding written and oral communication skills to write senior and complex reports, and strategy papers and deliver reports and presentations. 11. Excellent planning and organization skills to deliver work to agreed timescales and standards. 12. Excellent IT skills including use of Microsoft Office Outlook, Word, Excel and PowerPoint. 13. Excellent self-management skills to work independently, autonomously and as part of a team, using own initiative and being flexible and adaptable.
