2 POSITION TITLE (Team Leader) MINISTRY AND DIVISION Transportation and s: s Division BRANCH AND SECTION and Surveys Branch, Section UNIT OR PROGRAM SUPERVISOR'S POSITION TITLE Senior CLASSIFICATION GEOGRAPHIC LOCATION Victoria SUPERVISOR'S CLASSIFICATION PROGRAM FUNCTION (Purpose of the program and of the organization in which the position operates) The main function of the section of the and Surveys Branch is to prepare design drawings, specifications and estimates necessary for the issuing of contracts for highway construction of reconstruction projects throughout the provincial highway system. PURPOSE OF POSITION AND SUMMARY OF ITS FUNCTIONS The principal function of this position is to oversee the design group in the preparation of detailed highway construction designs which incorporate economy, safety measures and environmental consideration. Key duties are: to supervise the preparation of detailed design for highway construction projects to the contract stage; to check designs prepared in the regional offices and to direct their amendment or completion when necessary; to direct required changes in plans for projects under construction; to undertake independent studies as directed; to deal with written enquiries as assigned; to perform other related duties as required. ORGANIZATIONAL STRUCTURE AND WORKING ENVIRONMENT The branch is headed by the Director of and Surveys, who is responsible for the Preliminary Studies and Sections at Victoria and five Regional and Surveys groups. Reporting to the Director are two Regional and Surveys s, three Regional and Surveys Supervisors, two Special Projects s, the Hydraulics, the Environmental Officer, the Preliminary Studies Supervisor, and the Senior. The Senior directly supervises a Senior Assistant, Four s and support staff, a Standards and support staff, a Program Analyst, a Specifications Officer and a Sound Study. The Senior also indirectly supervises or acts as consultant to the five Regional Offices of the Branch. The subject position ( ) directly supervises two 1s, two Technical Assistant 4s, and four Technical Assistant 3s. The Director approves the policies and procedures of this branch and the Senior submits completed design projects to the Director for Final approval. NOTE: With regard to the above and the attached organization chart, it should be noted that, though reorganization, two of the s in this section will be re-assigned. It should be noted also that the Regional and Surveys s/supervisors also receive assignments and administrative supervision from the Regional s.

3 POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED 1. Prepares detailed design for highway construction projects to the contract stage, by: 50% 2. 30% determining the objectives of the project, and standards which may have been specified, and commitments which, having been made, become control factors in the design process; confirming design standards not previously specified, in consultation with supervisor; directing subordinates in the upgrading of previously prepared, but outdated, drawings and estimates, or the transforming of data received from field personnel into drawings to which design standards are applied, resulting in figures, the areas of which can be measured, and from which quantities can be calculated; contacting field staff with respect to their completing or expanding upon information details, and advising the supervisor of additional data, necessary to the project, to be supplied by another agency; e.g. geotechnical data, traffic information; studying air photos, soils reports, etc.; setting control points to establish the limits of the highway design; using computer programs and analyzing their outputs to arrive at an optimum highway design; ensuring that various agencies are routinely advised of the impact of the proposed project on their particular area of interest and that resulting problems are resolved in a manner that is mutually satisfactory and as economical as possible; providing technical direction to the design crew, assigning tasks, instructing in procedures and ensuring the orderly progress of the project; inspecting the project when it becomes necessary to evaluate a suggestion submitted by a member of the public or when some detail has not been fully clarified by information submitted from the field;' meeting with individuals or groups to discuss points of mutual concern relative to proposed projects, for example the Planning Branch, or pretender or pre-construction meetings; meeting with property owners to discuss the impact of a project upon their properties, with a view to possible amelioration; undertaking design of retaining walls, major drainage structures, interchanges, etc.; preparing special provision, tender schedules and estimates. Reviews and revises and/or completes design projects prepared in the regional offices, by: assigning various items to be checked against current standards and amended where necessary; obtaining additional information when necessary. Supervises revision of plans of projects let to contract, by: instructing subordinates as to changes in right-of-way boundaries resulting from final settlements or unforeseen problems in construction incorporating changes in detail resulting from construction amendments. Undertakes independent studies or assignments of a non-standard nature, e.g. unfamiliar types of intersection, special drainage or other structures, by: assembling, studying and recording data from literature relating to the subject, setting up sample studies and preparing and presenting various alternative proposals until one is found acceptable to the supervisor; directing the preparation of drawings and estimates in a specific application of this study.

POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED (CON'T) Deals with written enquiries assigned by the supervisor and originating either from the public or from other government agencies, by: studying correspondence files and project drawings, or by making on-site investigations; submitting a report and recommendations based on findings Performs other related duties as required, by: completing routine forms, e.g. time sheets, progress reports, sick leave forms, position descriptions; participating in job interviews; attending seminars, courses and conferences. QUALIFICATION REQUIREMENTS Education, Experience and Occupational Certification Graduation from a university of recognized standing with a degree of Bachelor of Science in Civil ing and at least three years of experience directly related to the duties to be performed, or an equivalent combination of qualifications. Membership or eligibility for Membership in the Association of Professional s of British Columbia. 2. Knowledge, Abilities and Skills A sound knowledge of highway design practices and procedures, including soil mechanics, structural design, hydraulics, traffic engineering, engineering economics and the application of computer programs related to all aspects of highway design. The ability to exercise sound judgement, to supervise and instruct subordinates, prepare reports, to program and organize projects. The ability to handle administrative duties and to work independently. The ability to communicate effectively and with tact when dealing with the public, other governmental agencies and with technical and professional staff and officials.
