2 1 INTRODUCTION The Commission for Media and Communication (CMC) was created in 2004 to regulate communications, media broadcasting and information services in Iraq. The CMC is responsible for regulating spectrum assignment and usage looking to develop strategies for spectrum management organization in the Commission including; human resource development, spectrum management functions, spectrum management process development, staffing and staff retention, and training. The CMC objective of spectrum management is to promote efficient use of spectrum and access by all legally licensed users in Iraq. The CMC seeks to; resolve conflicting demands, manage change, enhance coordination, avoid interference between users of the spectrum. We aim to foster communication and consultation with the public and stakeholders as well as ensure that data and information are shared and available to everyone. 2 SCOPE OF WORK The CMC is seeking specialized and experienced firms to; propose, develop and implement policies and spectrum assignment strategies as well as capacity building program for the spectrum management staff in the CMC including; legislation, policies and the regulatory framework in coordination with other national and international agencies involved in certain aspects of spectrum management. 2.1 Spectrum Policy The selected third party will be required to develop; Development of spectrum management regulations; Advice on conduct and preparation for international and regional fora such as ITU/WARC, study groups and technical panels; Analysis and development of spectrum planning capabilities centered on shortterm medium term and long term requirements including development of policies and practices for data collection such as consultation involving interaction with stakeholders, government users and industry players; Advice and assistance in developing policies and procedures related to spectrum allocations, assignment methods including; administrative, auctions, authorization, fee and non-fee based licensing, spectrum trading, unlicensed and exempt spectrum authorizations; Advice and assistance in developing policies and procedures for spectrum revenues, fees, and analysis and methods for establishing relevant spectrum pricing; Page 2 of 5

3 Spectrum valuations and development of economic models for use in applying Administered Incentive Prices; Advising on spectrum re-farming and other methods to realign spectrum users and uses; Advice on developing market-based assignment methods including auction design and related licenses; Advice and assistance in developing the spectrum management organization within the CMC, functions and technical capacity through recruiting, training and development; Advice and assistance in developing key items needed by the spectrum management organization for planning and administration of activities: budgets, an operating plan, procedural manuals. 2.2 Technical Assistance Provide technical assistance and radio engineering expertise on spectrum engineering and monitoring and compliance issues includes the following areas and topics: Technical advice and assistance in analyzing and developing frequency band usage forecasts and plans, sub-allocation and channeling plans optimizing spectrum availability and re-use of frequencies for priority services like mobile radio, broad band wireless services, cellular services and radio and television broadcast; Guidance on development and selection of suitable radio systems specifications and standards, technical standards for equipment and devices including radio and other devices; Analysis of radio emissions and potential interference issues in support of administrative assignments; Spectrum Audits and other technical analyses of radio frequency usage to determine spectrum occupancy and utilization in support of planning, assignment and authorization activities; Interference problem identification and resolution; Development of specifications and bidding documents for spectrum management data and administrative systems, technical analysis software and tools, monitoring and direction-finding equipment; Advice on processes relating to equipment type approval including development of a framework for mutual recognition of equipment type specification standards. 2.3 Capacity Building The selected consulting firm is expected to develop and implement capacity building program for the spectrum management staff of the CMC on the following spectrum management regulatory functions: Spectrum planning including the future steps required to achieve optimal spectrum use by charting the major trends and developments in technology and considering the needs of current and future users of the radio spectrum in Iraq. 4 Spectrum engineering including the evaluation of information, capabilities and technology choices to support decisions affecting the allocation, allotment and assignment of radio spectrum. Identifying solutions to interference problems and technical compatibility among radio systems are key areas of focus. Spectrum authorization involves licensing and type approval of radiocommunication equipment and the development of frequency assignments. Spectrum monitoring and compliance activities help by avoiding incompatible frequency usage and through identification of sources of harmful interference. 3 QUALIFICATIONS All companies responding to this request must at minimum meet the following criteria: 3.1 Experience Prior experience working with regulators on Spectrum Management related issues Working knowledge of ITU radio allocation for region 1 Demonstrated understanding of key technical issues related to spectrum management, monitoring, policy development and regulation in Iraq or the Middle East. Demonstrated experience in Spectrum management planning Established methodology for conducting capacity development in spectrum monitoring and management areas. The bidding firms shall provide a comprehensive reference list of projects and license processes that they have successfully completed and the countries as well as references to verify their claims. Understanding and expertise in advising leadership on implementing spectrum assignment, regulations and policies, to include best practices in spectrum monitoring, interference management and improvement in spectrum utilization, and demonstrated experience within the Middle East region and/or Iraq Prior experience in working with the spectrum monitoring equipment and vendors Prior experience in conducting interference audits and direction finding methods with at least two or more regulators (references are required) Working knowledge of the electromagnetic emission levels determination. Demonstrated ability to conduct training of staff in English and with translations 3.2 Operating Language Ability to conduct all business in English, with access to Arabic speakers Page 4 of 5

5 4 RESPONSE Responders to this RFQ will provide a timetable for implementing spectrum policy management system, Technical Assistance and capacity Building of spectrum management staff at the CMC. State if any of the work or training that would be performed in; Iraq, Middle East or in other countries. Breakdown of the number of staff and their level and competences that will be assigned to the project. Estimated schedule for completion of each of the tasks after contract award. Breakdown of the costs for each of the individual subtasks, including upfront fees and ongoing fees and success fees. Page 5 of 5
