1 Posted: Position Recruitment Notification For Internal & External Candidates Job Classification: Permit Customer Services Technician (part-time) Department/Division Development Customer Services/Permit Processing Employment Status: Part-time Schedule: Monday-Friday 10:00am-2:00pm Hourly Salary/Grade: $18.38/hr.; Pay Grade 3 FLSA: Non-Exempt Union: SEIU Employment Commission: N/A Deadline for Application: September 10, 2018 POSITION SUMMARY: This position serves the public by providing administrative and technical support in the processing, approval, and archiving of building permit and parking applications. The Permit Customer Service Technician will work to support the permitting processes in Development Customer Services and provide customer service to both internal and external customers. The successful candidate for this position will be detailed-oriented; have an aptitude for learning; and enjoy working in a team environment. To be considered for an interview, the candidate must have the proven ability to effectively and efficiently work on a computer and have the ability to learn, interpret and apply Village parking, zoning and building codes. The Village will train the right candidate in the technical aspects of the positon. 2 DEVELOPMENT CUSTOMER SERVICES SEIU-Union: Non-exempt PERMIT CUSTOMER SERVICES TECHNICIAN To Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION: To perform a variety of clerical and technical duties involved in the processing, approval, and archiving of building permit applications and related electronically submitted documents; and to provide assistance and support to the Permit Processing Division. SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Permits Supervisor and/or Permit Processing Manager. EXAMPLES OF DUTIES - Essential and other important duties and responsibilities may include, but not limited to, the following: Essential duties and responsibilities 1. Receive and review permit and other applications and submittal documents for all phases of construction; verify information submitted is adequate to allow for processing of permits; assign permit submittals to plan reviewers; verify property ownership; input data into software system used to track and record permit applications and submittal documents ("permitting system"); calculate and collect fees; issue permits for building, energy, electrical, plumbing, mechanical and other permits issued by the department. 2. Provide assistance to plan reviewers to prepare for issuance of permits. 3. Verify contractor requirements; prepare, maintain and update files and records within the permitting system; issue contractor registration. 4. Supply copies of permits to contractors, property owners and other parties with proprietary interest in properties. 5. Confer with and advise members of the general public, property owners, architects, engineers, developers and others on the Village's building, zoning and related codes and ordinances regulating construction; respond

3 DEVELOPMENT CUSTOMER SERVICES SEIU-Union: Non-exempt to and resolve inquires and complaints. Act as liaison between plan reviewers and the general public. 6. Assist the public in accessing records of construction-related activity within the Village. 7. Coordinate and schedule inspections and appointments for inspectors and administrative personnel; coordinate occupancy inspections with other staff and departments. 8. Provide general information regarding Village ordinances and codes regulating construction. Other important responsibilities and duties: 1. Electronically follow up on unissued and issued permits. 2. Process refunds for restoration deposits; 3. Respond to inquiries regarding status of permit applications. 4. Respond to public inquiries; provide information within assigned area; and refer the public to other Village departments when appropriate. 5. Prepare reports on department activity; performance and construction-related activities. 6. Assist other department staff to input inspection results or other data into the computer permitting system. 7. Perform general filing or other records management activities. 8. Perform related duties and responsibilities as required or assigned. QUALIFICATIONS: Knowledge of: Modern office methods, practices and procedures. Modern office equipment including operation of computer and software. Principles and procedures of record keeping. Basic process of construction phases. Construction or any construction related discipline.

Prioritizing work and special projects as assigned English usage, spelling, grammar, and punctuation. Pertinent Federal, State and local laws, codes, and regulations. Ability to: Effectively and efficiently use the computer permitting system. Assist customers to completely and accurately complete applications for permits and other department forms. Accurately enter information into the computer permitting system. Learn, interpret, and apply Village zoning and building codes and ordinances regulating construction. Prepare clear and concise reports. Learn basic methods and practices of construction and materials used in building construction. Obtain the International Code Council Permit Technician Certificate within 6 months of hire. Obtain the International Code Council Residential Building Inspection Certificate within 12 months of hire. Obtain the International Code Council Residential Mechanical Inspection Certificate within 12 months of hire.

Learn and apply State regulations related to registration of contractors and design professionals. Perform technical work involving the use of independent judgment and personal initiative. Understand the organization and operation of the Village and outside agencies as necessary to assume assigned responsibilities. Act as lead person in compiling, maintaining and archiving records. Operate and use modem office equipment including a personal computer and software. Communicate clearly and concisely, both orally and in writing. Provide direction to clerical staff persons. Establish and maintain cooperative, working relationships with those contacted in the course of work. Maintain reasonable and predictable attendance. Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following: - Walking, standing or sitting for extended periods of time - Operating assigned equipment Maintain effective audio-visual discrimination and perception needed for: - Making observations - Communicating with others - Reading and writing - Operating assigned equipment Maintain mental capacity that allows for effective interaction and communication with others.

6 Development Customer Services Department SEIU: Union Experience and Training Guidelines Experience: One year of responsible customer service experience, preferably in a building or planning department, or in the service quality assurance field. AND Training: High School diploma or equivalency to the completion of the twelfth grade; and certification as a Permit Technician through the International Code Council within six months of employment WORKING C O N D I T I O N S Work in an office environment; sustained posture in a seated or standing position for prolonged periods of time; assist a variety of internal and external customers in a courteous and respectful manner. May include periodic trips to construction sites for training purposes.
