Conclusions Sustainability = environmental, economic, social and cultural success Success can only be measured against yardsticks First vision, then set objectives, then design, then measure More balanced quadruple bottom line approach to Urban Design is required Opportunity for Surveyors to be leaders

If we deliver poor design, we know that we will not deliver sustainable development Lord Rooker, Planning Minister, House of Lords, January 2004

Delivering sustainable development develop legislation, strategy & policy but how? implement strategy & policy little attention to building capacity to support implementation

The sustainable development challenge work collectively & to collaborate set policy & make decisions for the long term be flexible & adaptive in policy-making integrative thinking

What is capacity building not a new idea too often focused on upskilling individuals recognition that everyone needs to play a part in delivering better urban design and sustainable development outcomes capacity building is holistic and integrated & incorporates skills, processes, practices

Why it is important for surveyors the process of creating better urban environment and implementing sustainable development architects, landscape architects, engineers, surveyors, developers & planners - it is about all the professions working together surveyors need to be integral in implementing urban design and sustainable development What needs to be done to make this happen?

What will it take to progress sustainable development? planning for the long-term while also considering the short-term collaboration & partnership knowledge management adaptable & flexible policy & processes soft skills - negotiation, conflict resolution, facilitation communication organisational strengthening innovation & creativity good management of projects, people, finance & time ability to diagnose key relationships adopting a learning perspective

Capacity building framework Human Resources (i.e. individuals) Intraorganisational capacity Interorganisational capacity External institutional rules & incentives

Human Resources (i.e. individuals) The process of equipping people with the understanding & skills, and access to knowledge & information to perform effectively greater emphasis on process-related & soft skills communication cooperation conflict resolution build coalition infrastructure facilitation negotiation creativity reflection

To achieve this the organisational environment must be dynamic & responsive

Intraorganisational capacity The process by which things get done collectively within an organisation increasing demand for more flexible & responsive management styles means new & different organisational structures & relationships networks - informal, more about process than procedures & structures, based on trust & reciprocity collaboration - genuine exchange of needs, ideas, responsibilities and control communication - internal communication critical

Interorganisational capacity The process by which things get done collectively between organisations networks - informal, more about process than procedures & structures, based on trust & reciprocity collaboration - genuine exchange of needs, ideas, responsibilities and control on-going learning & reflection needs to be supported this is where we are experimenting with institutional arrangements in New Zealand

These changes need to be supported by institutional development

External institutional rules & incentives the legal & regulatory changes that have to be made in order to enable organisations & agencies at all levels & in all sectors to enhance their capacities sustainable development embedded as paradigm for public policy - Local Government Act, Building Act, Land Transport Act strategies - Sustainable Development Programme of Action, New Zealand Urban Design Protocol support & recognise soft skills support informal networks, collaboration promote for open communication promote & support open monitoring & evaluation

Broken-down car Skilled mechanic Need to get to work Money to fix Equipped workshop Manual from manufacturer Need to focus attention on capacity building to support sustainable development

Issuing a challenge surveyors need to re-focus attention & skills on strengthening capacity to support more sustainable urban outcomes need to embrace a diverse range of practices, processes & skills for the outcomes we want re-discovering old skills & learning some new surveyors can take the lead & lead the charge recognition that it will take time
