2 INTRODUCTION The Tony Mazzocchi Center for Health, Safety and Environmental Education (TMC), established in 2005, is a project of the United Steelworkers, the Communications Workers of America and the Labor Institute. We can help assess your training needs and provide quality classes for your members and your employer. The long-term goal of the TMC is to prevent work-related injuries and illness by providing union based health, safety and environment training to local union officers, union health and safety activists, workers and their management counterparts. With the knowledge that they have gained from actively participating in the training, individuals will have the capability to return to the worksite and take part in meaningful participation, identifying hazards and bringing about corrective actions that create a safer work environment. Our training sessions are facilitated by our experienced worker-trainers using workercentered and Popular Adult Education teaching methods which utilize the participant s knowledge and experience in order to solve real-life problems. Our method centers around three significant yet distinct learning exchanges: worker to worker, worker to trainer and trainer to worker. This training method ensures that every individual, regardless of background, education or learning style, even those with limited English proficiency, benefits from the training and retains the key components. The TMC also provides training assessments. If you are unsure which programs are right for your local union or workplace, simply contact us and our staff members will assist you in selecting the right training programs for you, your members or your employer. These training sessions range from comprehensive to basic, week-long to day-long, and cover a variety of topics to provide the most relevant and up to date information. Our interactive training sessions can be conducted on site or at various locations. We offer training on a variety of health, safety and environment issues, and we want each participant to get the most out of the training. Therefore, we require a minimum class size of 15 people to ensure that the learning exchange is most beneficial to the workers in the training. Much of the funding for these training programs is provided by grants from the National Institute of Environmental Health (NIEHS), NIH, the Department of Energy (DOE) and the OSHA Susan Harwood Program, while employers provide funding for many joint union-management training programs. 4 HAZWOPER HAZWOPER 40-hour Target Audience: Workers at facilities and sites that handle, store, recover and process hazardous materials including, but not limited to, toxic chemicals, gases and hazardous operations. This course is especially important if participation is required in any emergency response situation. This training is REQUIRED for workers at uncontrolled hazardous waste operations and clean-up sites; for example, paper facilities that use chlorine or other hazardous chemicals, steel mills/foundries that use toxic chemicals in their processes or tire manufacturing that use and store hazardous chemicals. 40 Course Description: This course is specifically designed for workers who are involved in clean-up operations, voluntary clean-up operations, emergency response operations and storage, disposal or treatment of hazardous substances or uncontrolled hazardous waste sites. Topics include protection against hazardous chemicals, elimination of hazardous chemicals, safety of workers and the environment and OSHA regulations. This course covers topics included in 29 CFR A certificate of completion and a card will be issued as a result of the successful completion of this class. Note: OSHA requires additional employer provided, site specific training before a worker can be assigned to the workplace. HAZWOPER 24-hour Target Audience: Workers at facilities and sites that handle, store and process hazardous materials including, but not limited to, toxic chemicals, gases and hazardous operations. This training is especially important if participation in emergency response is required. It is REQUIRED training for workers visiting an uncontrolled hazardous waste operation site or working at a treatment, storage and disposal site (TSD). 24 Course Description: This course covers broad issues pertaining to hazard recognition at work sites. OSHA has developed the HAZWOPER requirements to provide workers important information they need to work at and around the hazardous sites and has devised extensive regulations to ensure their safety and health. While identifying different types of hazards, the course also suggests possible precautions and protective measures to reduce or eliminate hazards at the workplace. This course covers topics included in 29 CFR A certificate of completion and a card will be issued as a result of the successful completion of this class. Note: OSHA requires additional employer provided, site specific training before a worker can be assigned to the workplace. COURSE CATALOG 1

5 HAZWOPER HAZWOPER Refresher Target Audience: General site workers who remove hazardous waste or who are exposed or potentially exposed to hazardous substances or health hazards. It is a REQUIRED annual refresher for all workers to maintain HAZWOPER 40-hour and 24-hour authorization. Course Description: This course is designed to meet the requirements in OSHA 29 CFR for eight of annual refresher training for workers at hazardous waste sites. Topics include HAZWOPER regulations, safety and health plans, hazardous chemicals, safety hazards, air monitoring, medical surveillance, site control, decontamination, personal protective equipment and respiratory equipment. 16 Throughout the course, the participants will review the basic OSHA requirements and how to handle hazardous materials on a waste site or a treatment, storage and disposal site (TSD). After the course completion, they will have practiced their expertise in identifying hazards and their characteristics. Participants will be able to suggest steps to be taken to minimize hazards. Decontamination and emergency procedures will be reviewed. A certificate of completion and a card will be issued as a result of the successful completion of this class. Emergency Response Target Audience: Hazardous waste workers from all USW industries that are required to participate in an Emergency Response beyond sounding an alarm and evacuating the area. Course Description: This course provides training for basic awareness and operations level responders as required under 29 CFR Topics that may be covered are emergency response, emergency roles, toxic myths and chemical protective clothing. Topics can vary as we are able to construct the training to be specific to your site. This training is an awareness level course and does not qualify the participant to handle, recover or process hazardous materials. COURSE CATALOG 2

6 OSHA OSHA 10-hour General Industry Target Audience: All workers covered under OSHA s general industry standards. 16 $ $ $400 Course Description: This course is ideal for providing basic safety and health awareness for all workers. Participants will be introduced to OSHA policies, procedures and standards, as well as general industry safety and health principles covered in OSHA s general industry standards. Using OSHA standards as a guide, special emphasis will be placed on the most hazardous topics. Upon successful completion of the course, participants will receive an OSHA general industry safety and health 10-hour course completion card from the Department of Labor. OSHA 30-hour General Industry Target Audience: Any worker that must perform in a hazardous environment covered by OSHA s general industry standards. Course Description: This course is a higher technical level safety training program. OSHA recommends outreach training programs as an orientation to occupational safety and health for workers. The program provides extensive information on OSHA compliance issues. Upon successful completion of the course, participants will receive an OSHA general industry safety and health 30-hour course completion card from the Department of Labor. OSHA 511 General Industry Target Audience: Local leaders, Health and Safety Representatives and Committee members who will be doing audits of facilities and are actively involved in the health and safety program at their site. (PREREQUISTE for OSHA 501) Course Description: This course covers OSHA policies, procedures and standards, as well as general industry safety and health principles in greater detail than the awareness level. Emphasis on the application of the OSHA standards will enable attendees to better understand how to measure safe conditions and seek correction of violations. Students will receive an OSHA general industry safety and health 511 course completion certificate from the Department of Labor. COURSE CATALOG 3

7 OSHA OSHA 10-hour Construction Target Audience: All workers covered under OSHA s construction standards. 16 $ $ $400 Course Description: This course is ideal for providing basic safety and health awareness for all workers. Participants will be introduced to OSHA policies, procedures and standards, as well as construction safety and health principles covered in OSHA s construction standards. Using OSHA standards as a guide, special emphasis will be placed on the most hazardous topics. Upon successful completion of the course, participants will receive an OSHA construction safety and health 10-hour course completion card from the Department of Labor. OSHA 30-hour Construction Target Audience: Any worker that must perform in a hazardous environment covered by OSHA s construction standards. Course Description: This course is an advanced safety program. OSHA recommends outreach training programs as an orientation to occupational safety and health for workers. The program provides extensive information on OSHA compliance issues. Upon successful completion of the course, participants will receive an OSHA construction safety and health 30-hour course completion card from the Department of Labor. OSHA 510 Construction Target Audience: Local leaders, Health and Safety Representatives and Committee members who will be doing audits of facilities and are actively involved in the Health and Safety program at their site. (PREREQUISTE for OSHA 500) Course Description: This course covers OSHA policies, procedures and standards, as well as construction safety and health principles in greater detail than the awareness level. Emphasis on the application of the OSHA standards in sighting deficiencies will enable attendees to better understand how to measure safe conditions and seek correction of violations. Students will receive an OSHA construction safety and health 510 course completion certificate from the Department of Labor. COURSE CATALOG 4

8 HAZARD RECOGNITION Hazard Mapping Target Audience: Workers in all industries. Course Description: This -hour training program allows participants to develop a hazard map to identify and locate hazards which can then be targeted for elimination through a cooperative group effort. Systems of safety are used to analyze the effectiveness of proposed fixes for identified hazards. Workers in all industries can benefit from specific hazard identification techniques and learn strategies to encourage elimination or chemical substitution of known hazards and substances. Note: This training is available in Spanish. Process Safety Managment Target Audience: For all workers in industries covered by OSHA s Process Safety Management Standard. Course Description: This -hour training acquaints participants with the basic elements of the OSHA s 29 CFR Process Safety Management (PSM) Standard and teaches them why each regulated workplace needs to establish a PSM organizational structure to oversee its program implementation. The course introduces the concept of systems of safety and accident prevention, allows the trainees to become familiar with the OSHA performance-based requirements for a workplace mechanical integrity program and examines the causes and solutions of breakdown maintenance. It also touches on conducting accident, incident and near-miss investigations, focusing on root causes. Industrial Process Safety Management Target Audience: Committee members, auditors and maintenance personnel at facilities covered by the OSHA s PSM Standard. Course Description: This training gives participants a more in-depth look at the elements of the OSHA s 29 CFR Process Safety Management (PSM) Standard. Elements such as incident investigation, process hazard analysis, emergency response, compliance audits, management of change and mechanical integrity are all further explored and discussed. 9 HAZARD RECOGNITION Achieving Chemical Security through Prevention Target Audience: Workers at sites which house chemicals that could pose as potential targets for intentional acts of terrorism. Course Description: This -hour course is designed to use the Systems of Safety approach to eliminate or reduce hazards that may be targets for intentional acts of terrorism. The course will use hazard mapping to examine if a workplace is at risk and determine its preparedness. It will use a systems approach to examine ways to lessen vulnerability to acts of terrorism by applying the PSM Standard to these hazards. Participants will practice using the OSHA PSM Standard to prevent and/or mitigate incidents caused by intentional acts. Pre-Startup Safety Review-Hurricane Target Audience: USW industry workers in hurricane-affected areas. Course Description: This -hour course uses hazard mapping to allow the trainees to identify and list the hazards present in a normal startup and to identify and examine additional hazards created by a total emergency hurricane shutdown. The trainees identify the need for new startup procedures to address the unique hazards of total shutdown caused by a hurricane and review a hurricane plan to determine if their facility is meeting its emergency response plan. They then determine if the plan itself is sufficient and who is the proper authority to make a facility shutdown call. During the course the trainees will determine possible ways to organize around this issue. Pre-Startup Safety Review-Earthquake Target Audience: USW industry workers in earthquake-affected areas. Course Description: This -hour course uses hazard mapping to allow the trainees to identify and list the hazards present in a normal startup and identify and examine additional hazards created by a total emergency earthquake shutdown. The trainees identify the need for new startup procedures to address the unique hazards of total shutdown caused by an earthquake and review an earthquake plan to determine if their facility is meeting its emergency response plan. They then determine if the plan itself is sufficient and who is the proper authority to make a facility shutdown call. 10 HAZARD RECOGNITION Pre-Startup Safety Review-Tornado Target Audience: USW industry workers in tornado-affected areas. Course Description: This -hour course uses hazard mapping to allow the trainees to identify and list the hazards present in a normal startup and identify and examine additional hazards created by a total emergency tornado shutdown. The trainees identify the need for new startup procedures to address the unique hazards of total shutdown caused by a tornado and review a tornado plan to determine if their facility is meeting its emergency response plan. They then determine if the plan itself is sufficient and who is the proper authority to make facility shutdown call. During the course the trainees will determine possible ways to organize around this issue. 10 CFR 51 Final Rule A Target Audience: For all workers at DOE covered facilities. Course Description: This curriculum provides workers the opportunity to examine the law that codifies all the previous DOE regulations, orders and other health and safety practices into one regulation. The purpose of this regulation is to enhance health and safety at DOE facilities. 51 incorporates previous Order and the ISMS initiative. The worker participation section of the rule is one of its most important provisions. Workers are protected from reprisals for exercising their rights under the law, and the rule requires contractors to provide training in order for workers to fully participate in health and safety programs. Worker participation in the development and implementation is a requirement of the rule and provides for serious civil penalties for violations of this law. COURSE CATALOG 7

11 HAZARD CONTROL Incident Investigation Target Audience: For Committee members and workers involved in incident and nearmiss investigations at their facilities. 32 Course Description: This 32-hour course uses activities to introduce and demonstrate systems of safety as a vehicle to apply fixes to root causes. Class activities allow participants to be a part of an investigation team in identifying root causes using logic tree analysis. Participants will use sample incidents and/or near-miss incidents from their workplace, practice their skills as they learn to identify root causes of incidents and recommend solutions to control the hazards. Increasing the Effectiveness of Joint Health and Safety Committees Target Audience: (PREREQUISTITE: Understanding a Union Approach to Health and Safety) For Health and Safety Representatives, Health and Safety Committee members and local union leadership. Course Description: Joint Health and Safety Committees can be one of the most effective tools we have to identify and control workplace hazards. Committees need to have training and guidelines to lead them in this important role. There are many successful models and tools in workplaces that can assist committees establish effective methods of operation. This course will explore the tools available to both new and experienced committees. Lessons Learned (Writing) Target Audience: For Health and Safety Representatives, Health and Safety Committee members and Incident Investigators. 40 Course Description: This 40-hour course is designed for workers who will be writing lessons learned from incidents, accidents and near misses from their workplaces. Participants in this course will create curricula from lessons learned based upon the systems of safety such that workers and management personnel can apply lessons to their work environment. 12 HAZARD CONTROL Mold Remediation Target Audience: For all workers in general industry and construction that have been, currently are or may be exposed to mold through the removal process. 24 Course Description: This 24-hour course first explores mold as a serious public and occupational health issue and then prepares workers to be able to do a mold remediation project. This course includes a final field activity to use skills and knowledge from the class. Near-Miss Project Target Audience: For all workers in all industries. Course Description: This course prepares workers to lead and/or play an important role in a worker-developed and led Near-Miss Program. This is achieved through the use of incident investigation techniques, which produce important fixes to hazards identified during the investigation of a particular incident. The goal is to prevent incidents and near-miss actions in the future. COURSE CATALOG 9

13 Union Approach to Health and Safety Target Audience: For local union officers, union health and safety reps and committee members, bargaining committee, grievers/stewards and other union leaders and activists. Course Description: This course provides tools to help local unions create safer, healthier workplaces, involve members in the union s health and safety activities, develop creative strategies to get tough problems addressed and build local union strength. Classes can be tailored to specific needs of local unions and can range from a half-day to several days. Below are some sample topic areas. Contact the TMC to discuss these and other topics and design a course that will meet particular needs. Understanding and Developing a Union Approach to Health and Safety Establishing and Strengthening Health and Safety Committees Confronting Blame-the-Worker Safety Programs: Ending or Preventing Behavior-Based Safety (including employer practices that discourage workers from reporting injuries/illnesses, behavioral observation programs and more) Identifying and Addressing Health and Safety Impacts of Work Restructuring and Workplace Change Continuous Bargaining Over Health and Safety: Developing Strategic Campaigns to Get Tough Health and Safety Problems Addressed Preventing Employer Fraud: Making Sure Injury and Illness Logs and Records (such as OSHA 300 Logs) are Truthful and Using Them to Find and Fix Hazards Involving Members in Hazard Identification (including body, hazard and life mapping, developing and conducting union health and safety surveys and more) and Hazard Control (using the Hierarchy of Controls) COURSE CATALOG 10

14 TOP The Triangle of Prevention (TOP) Program is based on a commitment by the union and management to work together to find and address the hazards, unsafe conditions and failed safety systems that cause injuries and illnesses in workplaces. Both parties agree that blaming workers for their injuries does not improve safety and health, but sweeps the evidence and underlying concerns under the rug. By entering into this program, TOP Site local union and management commit to providing the resources necessary to make the program successful. The TOP Program is a systems approach to health and safety that focuses on an incident investigation model. TOP employs a fact-based analysis designed to uncover hazards involved in an incident or near-miss and identify their underlying root causes. The controlling of those hazards lie in the union-management health and safety process model. This model promotes recommendations from the union to management, and management accepts the responsibility to implement the recommendations to correct unsafe conditions. The cost of the program is $15/site employee (hourly and salaried) the first year and $40/site employee thereafter. TOP Awareness Training Target Audience: REQUIRED initial training for all employees (hourly and salaried at any USW TOP site). 16 Course Description: This training introduces students to USW Systems of Safety and to the USW Triangle of Protection (TOP) Program. It provides a basic understanding of TOP for non-investigators. This training is a part of a site s initial USW TOP Program contract and is performed early in the contract year by site TOP worker-trainers. TOP 16-Hour Investigation Training Target Audience: REQUIRED initial training for all new TOP incident investigators at any USW TOP site. Course Description: This training includes all information in the -hour awareness training curriculum as well as an additional of experience working with logic trees and investigation techniques. This training is a part of a site s initial USW TOP Program contract and is performed early in the contract year by site TOP worker-trainers. COURSE CATALOG 11

15 TOP TOP REP Leadership Training Target Audience: New USW TOP Reps and Alternates. 40 4/ 4/ Course Description: This training is to prepare the TOP Rep for their duties in administering the TOP Program at their site. It explains the values of the TOP Program and helps the TOP Rep to assume the leadership role necessary for the success of the program. This training is a part of a site s initial USW TOP Program contract and is performed at the start of the contract year by certified USW worker-trainers. Management of Change Target Audience: All employees and investigators at facilities covered by the OSHA PSM Standard. Course Description: This training module focuses on the Management of Change as defined by the OSHA PSM Standard. Students learn how proper management of change is vital to the safety of their worksite. Application of MOC is explored at non-psm covered sites as well. This training is presented in two sections: a 4-hour session for the plant population and an -hour session for TOP Investigators. The training is performed at the plant site by TOP site worker-trainers. Maintenance and Inspection Target Audience: All employees and investigators. Course Description: This training module focuses on the Maintenance and Inspection System of Safety and its role in a safe workplace. Students learn about maintenance and inspection issues and their role in creating a safe workplace. This training is presented in two sections: a 4-hour session for the plant population and an -hour session for TOP Investigators. The training is performed at the plant site by TOP site worker-trainers. COURSE CATALOG 12

16 TRAIN-THE-TRAINER Worker-Centered Training Target Audience: Workers who have the approval of the district director and local union and the commitment necessary to becoming a certified TMC worker-trainer. 40 Course Description: This course is a fast-paced, interactive training on the worker centered method of training and specific workbook materials. The new trainers will practice facilitating classes with their peers using the training values of the Tony Mazzocchi Center. They learn how to show respect for participant knowledge and make it a basis of the learning experience. Trainers will also learn how to help their brothers and sisters overcome apathy by sharing the power and help them to work collectively to identify and eliminate hazards in the workplace. This course gives union activists an opportunity to train and involve the entire workforce in health and safety. 32 $650 OSHA 501 General Industry Target Audience: (PREREQUISTE: OSHA 511 Course and five (5) years of general industry safety experience). For USW members and site management who have the responsibility for and opportunity to deliver OSHA Outreach Training Programs. Course Description: In this four-day train the trainer class, participants will acquire the knowledge and skill to present OSHA regulatory topics presented in OSHA 10-hour and 30-hour classes as well as adult learning methodologies to assist them in facilitating these programs. Participants who pass this class will receive an OSHA 501 authorization card and certificate from the U.S. Department of Labor and be authorized to teach OSHA 10-hour and 30-hour classes for four (4) years. 17 TRAIN-THE-TRAINER 40 $ OSHA 500 Construction Target Audience: (Prerequisite: OSHA 510 Course and five (5) years of construction safety experience) For USW members and site management who have the responsibility for and opportunity to deliver OSHA Outreach Training Programs. Course Description: In this five-day train the trainer class, participants will acquire the knowledge and skill to present OSHA regulatory topics to be presented in OSHA 10- hour and 30-hour construction classes as well as adult learning methodologies to assist you in facilitating these programs. Participants who pass this class will receive an OSHA 500 authorization card and certificate from the U.S. Department of Labor and be authorized to teach OSHA 10-hour and 30-hour Construction classes for four (4) years. Popular Adult Education Target Audience: Workers who have the approval of the district director and local union and the commitment necessary to becoming a certified TMC worker-trainer. Course Description: This course gives participants the opportunity to gain a better understanding of the popular adult education teaching method, which our worker-trainers utilize in conducting training sessions. Stressing the importance of worker action in the educational process, participants will come to understand how workers experiences form the foundation for learning. Opportunity for practice, analysis of the barriers to change and the application of new information all help form an interactive teaching atmosphere. Additionally, the three routes of learning exchanges and the role that they play will be identified. COURSE CATALOG 14
