1 MSU MOORHEAD RECRUITMENT AND HIRING GUIDELINES FOR UNCLASSIFIED PERSONNEL Search Procedure: Unclassified vacancies will generally follow this full search procedure. Please refer to the appropriate collective bargaining agreement to identify the type of appointment for each search. Search Committee Chair will complete MSUM Search Committee Training Contact HR for access to online training material Search Committee Chair identifies Search Committee members The IFO MnSCU Master Agreement does not specify any additional search committee composition guidelines. However, MSUM administration and faculty senate have agreed to Search Committee Composition Guidelines. The MSUAASF MnSCU Master Agreement states: Article 20, Section E. Search Committees. At least one (1) Association representative selected by the Campus Association President shall be included on any search committee established by the Employer for the purpose of making recommendations with regard to the filling of a vacancy within the bargaining unit. The number of ASF members on the committee will not be exceeded by the membership from any other bargaining unit. Search Committee meets to do the following: Meet with Determine evaluation criteria, interview questions, reference questions Determine recruitment plan (see Recruitment Plan template) Determine phone or Web-ex interview dates. Search chair schedules web ex with HR. Determine on campus interview dates Complete the Authorization to begin Recruitment Form Include a draft Notice of Vacancy Include Recruitment Plan Review Candidate Pool (HR grants Neo-gov access to committee members) Review Affirmative Action Recommendations for diverse, veterans, disability, etc. Evaluate candidates on hiring qualifications Fill out interview Request Form (phone/web-ex or on campus) Optional - Reference calls made by committee members as requested by hiring authority Candidate fills out Credible Experience Form while on campus Hiring Assessment Fill out Candidate Assessment Form (one per candidate interviewed) Give all search committee material to Hiring Authority Reference calls made by Hiring Authority or designee Hiring Recommendations Close Search Fill out Hiring Recommendation Form (consult with HR on salary guidelines) Attach OHR form and Credible Experience form with all necessary signatures Complete New Hire Notification Form (located on HR website) HR prepares Offer Letter and gathers forms (travel expense, Relocation, etc.) Search Chair contacts all candidates who were interviewed but not recommended for hire (phone, webex, or on-campus) HR notifies all unsuccessful applicants not granted an interview Hiring Authority forwards all search records to Human Resources to be kept on file Search Chair Search Committee Hiring Authority Human Resources This information will be made available in alternate format upon request by contacting Disability Services at (voice) or (MRS/TTY).

2 MSU MOORHEAD SEARCH PROCEDURE CHECKLIST FOR UNCLASSIFIED PERSONNEL STEP 1 Search Committee Chair will complete MSUM Search Committee Training STEP 2 Identify Committee and set initial committee meeting date to establish evaluation criteria, meet with Affirmative Action, etc. Determine evaluation criteria Prepare Notice of Vacancy (using established evaluation criteria) Prepare interview questions Prepare reference questions Establish timeline for search process - screening, phone/web ex interviews and on campus interview and alternate dates Establish recruitment plan - (see template) Prepare authorization to begin recruitment with above information STEP 3 Review Candidate Pool/Interviews Review Affimative Action recommendations for candidates Evaluate candidates on hiring qualifications Fill out Interview Request Form for Phone or Web Ex Fill out Interview Request Form for On Campus - attach Special Expense Request Form (gather forms for candidate) Reference Calls (by Hiring Authority or designee) Have candidate fill out Credible Experience Form with signatures STEP 4 Hiring Assessment Fill out Candidate Assessment Form Give all search materials to Hiring Authority STEP 5 Hiring Recommendation Make hiring recommendation via Hiring Recommendation Approval Form and attach Credible Experience Form with signatures Route Recommendation and Credible Experience forms to HR for approval signatures Inform Hiring Authority when forms are approved Once approval is received, make verbal offer and route OHR form to HR Complete New Hire Notification Form (located on HR website) Prepare and send offer letter STEP 6 Finalizing the Search Search chair notifies by phone non-successful candidates who received on campus interview HR notifies all other non-successful candidates Forward all search material records to Human Resources Search Chair Search Committee Hiring Authority Human Resources This information will be made available in alternate format upon request by contacting Disability Services at (voice) or (MRS/TTY).
