1 Job Announcement A National level organization is implementing a USAID-funded Pakistan Reading Project PRP in Balochistan, to improve the quality of reading in public and private schools, supporting at least 2.5 million additional primary school students to read at a level commensurate with standards at their grade level. This goal will be supported by the mutually-reinforcing components of teacher education and professional development (PD), systems reform, and civil society engagement. Employee Type: Employee Category: Joining / Availability: Contract Full Time With immediate effect The following staffing is required for Balochistan Provincial Office (Quetta): Direct Project Staff Sr # Position Primary Role Location Number of Positions 1 Head of Office 2 Technical 3 Teacher Training 4 Policy & Systems 5 Urdu Reading Quality The Head of Office will oversee all project activities for the Balochistan provincial field office, providing leadership and oversight to both program and operations staff charged with implementing the proposed project in the Balochistan province. The Head of Office will report to the project s leadership in Islamabad as well as the IRM Project in Islamabad. The Technical will be responsible for ensuring that project activities are carried out in the Balochistan Provincial Office in a harmonized way that matches the overall project vision. The Technical will provide leadership and oversight to the provincial technical staff and liaise closely with the project s technical leadership in the Islamabad Head Office. The Teacher Training will report to the Technical and be responsible for overseeing all teacher training activities being implemented in the Balochistan province, including the supervision of all provincial-level advisors. The Policy & Systems will report to the Technical and be responsible for overseeing all systems and policy-related activities being implemented in the Balochistan province, including the supervision of the Information Management Systems (IMS) and the Systems and Policy Officer. The Urdu Reading Quality will be responsible for leading the development of reading and instructional materials at the Balochistan level, including liaising with the MDC and ensuring that 1

Reporting to the Teacher Training, the Urdu Reading Quality will also liaise with Equal Access staff responsible for leading the production of multimedia classroom and instructional materials to ensure they adhere to the content developed by the MDC. The Community Outreach will be responsible for implementing provincial-level activities related to reestablishing a national culture of reading. This includes coordinating with national efforts and supervising a team of three community outreach assistants. The M&E will report to the Technical, as well as the Senior M&E Advisor based in Islamabad. This position will be in charge of collecting data from technical and grants staff at the provincial and district office levels and aggregating it to submit to the central Islamabad office. In addition, the M&E will play a key role in overseeing all internal project assessments, such as the planned baseline, midline, and end line internal assessments. The Pre-service Teacher Training M anager will report to the Teacher Training and will coordinate the project s pre-service training activities closely with the provincial Department of Education (DoE) and Teacher Training Institutes (TTI), including planning meetings, workshops, trainings, exchange visits and developing required content for these events. The In-service Teacher Training will report to the Teacher Training and will coordinate the project s in-service training activities closely with provincial and district level DoE officials, as well as school administration and teachers, including planning meetings, workshops, trainings, exchange visits and developing required content for these events. Reporting to the Teacher Training, the Scholarship will work closely with project staff and other stakeholders to facilitate the process of identifying and supporting scholarship recipients. The three English Language Quality Manger will be responsible for training and working alongside DoE English Language Advisors in coordinating and facilitating trainings for faculty and in-service Master Trainers. This support will be phased out in Year 5, when IRM will go down to 1 English Language in Balochistan. Quetta 3 2

3 12 Assessment 13 IMS 14 Trainers 15 Policy & Systems Officer 16 Community Outreach Officers The Assessment will work with the DoE to assess Annual Status of Education Report (ASER)/Early Grade Reading Assessment (EGRA) data, design, pilot, revise, and deploy a standardized reading assessment tool for Balochistan, and support the strengthening of the PEAS office. The IMS will report to the Systems and Policy, and will support the development and roll out of the Human Resource Information System (HRIS), including training and providing ongoing support for its maintenance by the provincial DoE. The IMS manager will be seconded to the DoE. Trainers will be responsible for preparing and delivering teacher training workshops, based on the guidance, materials and curriculum provided by the advisors. The Policy & Systems Officer will be seconded to the provincial DoE to directly support the application of the HRIS and the development and follow through of project policy initiatives within the DoE. The Community Outreach Officers will report to the Community Outreach and be responsible for planning and implementing outreach activities in targeted communities including mobilizing/informing community groups to respond to small grant opportunities and facilitating writing competitions. Quetta 2 Project Support Staff Serial # Position Primary Role Location Number of Positions 17 Operations 18 HR The Balochistan Office Operations will report to the Head of Office and will supervise the office s HR/Admin, Logistics, IT, and Security staff. The Operations will be responsible for ensuring that provinciallevel activities are operationally consistent with donor and project standards. The Operations will ensure that the project s security, HR, procurement, inventory and IT policies are implemented in the office. The HR will oversee all human resource activities in the office, including the implementation of the employee performance management system and providing important information to staff regarding IRC and project policies. 3

The IT will offer day to day IT support to all project staff in the Balochistan Provincial Office. The Supply Chain will be responsible for maintaining a reliable supply chain for the office and liaising with the Islamabad Head Office Logistics to ensure that the project s procurement practices are compliant with all applicable regulations. The Supply chain will also coordinate with security personnel to implement efficient and safe staff movements. Admin Assistants will facilitate the day to day office operations, ensuring that all administrative procedures are followed, documented and filed. The Security Officer will support the Security to implement the security management plan and to closely monitor and report on the security situation in areas of project activities. Preferably Retired Army Personnel Each provincial office will have a dedicated Security to liaise with the project s Security in ensuring the security management plan is properly implemented in the provincial office, as well as to closely monitor the security situation in the implementing context for the safety of staff and all project participants. Preferably Retired Army Personnel The Finance will be responsible for the day to day fiscal management of the Balochistan Provincial Office, assuring quality, impact and cost effectiveness in the implementation of project activities. Specific duties include: financial management, ensuring compliance with internal, local government and USAID regulations and procedures; monitoring overall expenditures; establishing internal controls, policies and procedures; monitoring financial activity of the project; and compiling monthly reports. 5 responsible for supporting the Turbat district-level office. 25 Finance Officer The Finance Officer will assist the Finance in day-to-day operations, including recording expenditures, preparing reports, and the management of the office s petty cash. 26 Receptionist Intermediate The Receptionist will greet office visitors, manage incoming communications and assist with general office administration. 27 Drivers Middle A driver will be recruited for each vehicle operated out of the Balochistan Provincial Office. 28 Cleaner The cleaner will be responsible for keeping the premises clean. Quetta 6 Skills Required: Experience with USAID project preferred. Strong negotiation skills and the ability to develop relations with local counterparts.
