PATTERN BASED ON THE RECOMMENDATIONS OF 6 TH PAY COMMISSION. In pursuance of the guidelines issued by the Department of Public Enterprises (DPE) vide their Office Memorandum. No. 2(54)/2008-DPE (WC) GL-XI/08 dated and approval granted by Board of Directors of NSIC and the Ministry of Micro, Small & Medium Enterprises, it has been decided with the approval of the Competent Authority to revise the existing Central D.A. Scales of pay to the employees of the Corporation governed by CDA scales of pay, on the basis of the 6 th Pay Commission. The revised Central D.A. pay scales which would be applicable are given in the statement as at Annexure- A. The said revised scales have been approved by Board of Directors of NSIC and Ministry of MSME w.e.f However, the notional benefits for the purpose of fixation of pay will be made w.e.f PAY FIXATION IN THE REVISED CDA SCALES OF PAY The initial pay in the revised pay structure of the CDA employees would be fixed in the manner as below (specimen illustrations are enclosed): i) the pay in the pay band / pay scale will be determined by multiplying the existing basic pay as on by a factor of 1.86 and rounding off the resultant figure to the next multiple of 10. ii) If the minimum of the revised pay band / pay scale is more than the amount arrived at as per (i) above, the pay shall be fixed at the minimum of the revised pay band / pay scale. 1

2 iii) The pay in the pay band will be determined in the above manner. In addition to the pay in the pay band, Grade Pay corresponding to the existing scale will be payable. The term basic pay in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special pay, family planning allowance, increment for Hindi passing qualification etc. NOTE-1: Employees under suspension, shall continue to draw subsistence allowance based on existing (old) scale of pay. As such in case of suspended employees, his/her pay in the revised pay structure will not be drawn till final order on the pending disciplinary proceeding is received. 2. FIXATION OF PAY ON PROMOTION ON OR AFTER In the case of promotion from one grade pay to another in the revised pay structure, the fixation of revised pay will be done as follows:- One increment equal to 3% of the sum of the pay in the pay band and the existing grade pay will be computed and rounded off to the next multiple of 10. This will be added to the existing pay in the pay band. The grade pay corresponding to the promotion post will thereafter be granted in addition to this pay in the pay band. In cases where promotion involves change in the pay band also, the same methodology will be followed. However, if the pay in the pay band after adding the increment is less than the minimum of the higher pay band to which promotion is taking place, pay in the pay band will be stepped up to such minimum. 3. HOUSE RENT ALLOWANCE AND COMPENSATORY (CITY) ALLOWANCE i) HOUSE RENT ALLOWANCE (HRA) The grant of HRA on the revised pay would be as per classification and rates given below: Classification of cities / Rate of House Rent Allowance as a percentage of towns (Basic Pay + NPA where applicable) X 30% Y 20% Z 10% 2

3 The term basic pay in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special pay, family planning allowance, increment for Hindi passing qualification etc. The above said rates of House Rent Allowance (on the revised pay) will come into effect from Prior to , the HRA would continue to be paid on the old basic pay in the pre-revised scales of pay and at old rates. A list of classification of cities / towns based on the Office Memorandum No. 2 (13)/2008-E.II(B) dated of Department of Expenditure, Ministry of Finance, is enclosed at Annexure-B. ii) COMPENSATORY (CITY) ALLOWANCE The Compensatory (City) Allowance (CCA) stands abolished. As such no CCA will be paid w.e.f DEARNESS ALLOWANCE The rates of Dearness Allowance on the revised pay would be as under: Date from which payable Rate of Dearness Allowance per mensem From No Dearness Allowance From % of basic pay From % of basic pay From % of basic pay From % of basic pay From % of basic pay The payment of Dearness Allowance under these orders from the dates indicated above shall be made on revised basic pay. Any future increase in the dearness allowance from time to time would also be made applicable to the employees of this Corporation governed by CDA scales of pay. RATE OF INCREMENT IN THE REVISED PAY STRUCTURE The rate of increment in the revised pay structure will be 3% of the sum of the pay in the pay band and grade pay applicable, which will be rounded off to the next multiple of 10. The amount of increment will be added to the existing pay in the pay band. 6. DATE OF NEXT INCREMENT IN THE REVISED PAY STRUCTURE There will be a uniform date of annual increment viz. 1 st July of every year. Employees governed by CDA scales of pay completing 6 months and above in the revised pay structure as on 1 st of July will be eligible to be granted the increment. The first increment after fixation of pay on in the revised pay structure will be granted on for those employee for whom the date of next increment was between 1 st July, 2006 to 1 st January, Further the employees who got their last increment between and would get their next increment on Provided that in the cases where an employee reaches the maximum of his pay band, shall be placed in the next higher pay band after one year of reaching such a maximum. At the time of placement in the higher pay band, benefit of one increment will be provided. Thereafter, he/she will continue to move in the higher pay band till his/her pay in the pay band reaches the maximum of PB-4, after which no further increments will be granted. 7. EXERCISE OF OPTION An Undertaking and Option should be obtained from each employee before affecting any revision in his/her salary or arrears etc. Revision should be affected only for those employees who give undertaking and opts for new scales of pay. The Undertaking and Option must be obtained in the prescribed format enclosed as Annexure-C. 4

5 8. OTHER ALLOWANCES DPE in its O.M. dated referred to above has mentioned that orders in connection with the revision of other allowances will be issued separately. Therefore, with the approval of the Board of Directors of NSIC, the existing allowances/perks and other benefits like Conveyance allowance, LTC, North East Allowance, children education allowance, medical facilities, newspaper bill, mobile charges etc. will continue to be paid on existing rates, till the same are revised with the approval of the Board of Directors of NSIC and Ministry of MSME. The Family Planning Allowance will also continue to be paid at existing rates. 9. GRATUITY The existing ceiling of Rs.3.50 lakhs for the gratuity will remain unchanged, till any revision in this limit is approved by the Board of Directors of NSIC and Ministry of MSME. 10. DISBURSEMENT OF ARREARS As regards arrears on account of revision of CDA pay scales, it has been decided that arrears equivalent to 40% of the total arrears calculated will be paid during this financial year i.e Accordingly, the arrears may be calculated and arrange to pay 40% in this financial year. The balance amount of arrears will be paid in subsequent year (s) for which separate orders will be issued by H.R.
