Background: The District of Columbia Water and Sewer Authority ( DC Water or Authority), Department of Human Capital Management (HCM) is soliciting proposals from qualified executive search firms to assist the Authority with the recruitment, selection and employment of key executive level, senior level, and scarce skill positions at DC Water. Respondents who have demonstrated the qualifications best suited to provide these level of search services will be selected. DC Water anticipates that an IDIQ Contract with multiple Award / Contractor may result from this RFP if, per DC Water s judgement, no single qualified Responder can cover all necessary areas of expertise. 2. Contractor Qualifications In order to qualify as a responsive Proposer, the Proposer shall meet the minimum qualifications below: a. Contractor shall demonstrate that it has a minimum of five (5) years experience providing executive and senior management search services b. Contractor shall provide three (3) references where similar level of work was performed in the last three (3) years, the positions staffed and the length of time taken to fully staff those positions. 3. Scope of Services 3.1: Actual Recruitment For actual recruitment assignments, the Contractor will be issued a task order with a position description relevant to each position assigned. Contractor shall perform the following requirements: a. The Contractor will conduct interviews with appropriate DC Water management personnel in order to conceptualize a candidate profile and obtain a complete understanding of DC Water s requirements. b. As part of the Contractor s understanding of position(s) requirements, the Contractor will review the position(s) responsibilities and duties including but not limited to the position(s) location and job environment, organizational assignments, technical requirements and other required and/or desired characteristics for the potential candidate(s). c. Prior to commencing each search, the Contractor will provide DC Water with a written conceptualized candidate profile and a plan to market and source the candidate using the latest recruitment tools (i.e., pamphlets, brochures, media advertisements, etc.). d. After DC Water has reviewed and accepted the conceptualization, marketing and source plan, the Contractor will conduct a detailed search to identify potential candidates. e. Following the identification of potential candidates, the Contractor will screen candidates to ensure that they are interested. f. All interested screened candidates will be interviewed initially by the Contractor to ensure that the candidate fully satisfies the qualifications and requirements of the position. The Contractor will provide information as it relates to benefits from the documentation provided by DC Water. g. Within thirty (30) days or less of receiving the job description, the Contractor will have completed steps 3.1a to 3.1f above to include a conceptualized candidate profile, marketing source and plan; Contractor s 3

4 completion of screening and interviews with selected candidates, and candidate s availability for interviews at DC Water. h. The Contractor will provide DC Water with a short-list of leading candidates. DC Water may designate the number of short-list candidates for any position. i. The Contractor will provide DC Water with a detailed profile of each prospective short-listed candidate, which will include detailed experiences, and background within the water and sewer utility industry, if any. In addition, the Contractor shall provide an assessment of each candidate s qualifications, experience, strengths, weaknesses, etc., when measured against the requirements of DC Water s position. j. Following DC Water s review of the Contractor s list of candidates, the Contractor will schedule interviews with DC Water recommended candidates. The Contractor will inform DC Water in a timely fashion of the availability and/or schedules of candidates invited for interviews. k. When traveling to Washington, D.C. is required of a candidate who resides outside of the metropolitan area, DC Water will reimburse the Contractor for pre-approved expenses incurred for bringing the candidate to DC Water (per applicable DC Water policy) to include travel, lodging and directly related expenses of parking, gratuities, and meals. The Contractor shall provide DC Water with a detailed invoice and receipts for these expenses within thirty (30) days of incurring the expense. l. Within forty five (45) days of receiving the job description, the contractor will have completed the tasks itemized in 3.1a to 3.1j above and scheduled interviews for the candidates with DC Water. m. DC Water may select a candidate who best meets the requirements of the Job and may extend an offer upon the satisfactory completion of DC Water s employment requirements, including a physical examination and drug screen Re-Initiated Search Assignments In the event that the employment of a candidate who is placed by the Contractor terminates in six (6) months, a refund of a negotiated amount will be given to DC Water. If termination is within one (1) year after the candidate s initial date of hire, the Contractor will re-initiate a complete search for a replacement candidate with no additional fee charged to DC Water. DC Water will be responsible for pre-approved reimbursable expenses Termination of Search Assignments If the Contractor fails to complete the search assignment within the negotiated time frames that are individually established, and agreed upon for each task order / search assignment, DC Water will be reimbursed a percentage of fees paid and reserves the right to terminate the search assignment and if it chooses, reassign the search assignment to another search firm Independent Interviews DC Water may issue assignments to the Contractor to conduct interviews and capability Assessments of candidates for DC Water s positions that are not associated with the Contractor s search assignments. Such candidates would be identified by DC Water and referred to the Contractor by DC Water. Such interviews if requested may take place at DC Water s facilities or optionally at the Contractor s offices or a commercial 4

5 facility. The Contractor is required to submit firm fixed prices on the invoices for this work. DC Water will be responsible for pre-approved reimbursable expenses. a. DC Water s policy is to ensure that all aspects of their hiring and personnel practices promote diversity in the workplace. The Contractor will conduct executive and senior management level searches that are specifically designed to include the identification of available minority and female executive and senior management level resources. b. The Contractor may be requested to provide services, concurrently, for up to three (3) positions. c. DC Water requires the Contractor to assign a key account representative with good interpersonal and technical skills, who is experienced in conducting needs analysis and developing strategic recruitment plans and is committed to a final product. The Contractor shall represent DC Water. 5
