3 Executive Management Level Position title: Reports to: Head of Business Operations Principal The successful applicant will replace the incumbent whose focus has been on ensuring sound management of the School finances. The role is being broadened to include oversight of the strategic direction of the Business Services of the School and daily operations and management of a number of key areas, encompassing: Financial Services Business Enterprise and Partnerships Statutory, Legal and Funding Administration Risk Management and Business Continuity Property and Facilities Information, Communication Technologies, All within the context of the School s Strategic Focus Areas, Goals and Annual Priorities. For the purposes of this process the role specification which follows outlines key areas of responsibility and focus, but will be finalised in consultation with the successful applicant. Primary Purpose: Broadly, the Head of Business Operations is responsible for assisting the Principal in planning and implementing strategies to enable the School to achieve and maintain long term financial sustainability and to ensure that the educational objectives of the School are adequately resourced. Key Accountabilities All members of the Executive are expected to reflect and represent the views of the Principal to the School community 1. Attend School functions and activities with a generosity of spirit which models support for the School 2. Represents the School in a professional and considered manner 3. Provide dynamic, effective and ethical leadership in their key areas of responsibility 4. Ensure the Principal is fully briefed of significant developments relating to the Executive member s key area of responsibility 5. Be aware of contemporary thinking and developments in their key area of responsibility 6. Ensure good relationships with all past, present and potential members of the School community 7. Abide by the School s Code of Conduct 8. Develop an annual plan relating to the Executive member s key area of responsibility 9. Engage in an annual appraisal process relating to the Executive member s performance Specific Accountabilities: 1. Provide high level management and financial information, analysis and advice across all aspects of the role. 2. Work with and assist the Principal to achieve the School s Strategic Priorities as endorsed by the Council and support the executive decision making process and strategy development. 3. Work with the Principal and Finance Committee of Council to ensure sound planning, implementation and evaluation of financial and business services to meet the needs of the School community. 4 4. Work with the School Executive in the areas of risk management, compliance and business continuity to ensure key objectives are met. 5. Identify opportunities to improve the efficiency and cost effectiveness of the school and ensure the benefits derived from its resources are maximised. 6. Ensure the School complies with all regulatory, financial and risk reporting. 7. Manage business resources to support the operational areas of the school in delivering services to staff, students, parents and the wider school community. Specific Responsibilities Including but not limited to the following: Financial Services Maintenance of financial accounting and reporting systems to support tuition fee collection, supplier and payroll payments, management reporting and production of annual audited statutory accounts Development and maintenance of Accounting Policies and Practices and ensure compliance with appropriate Accounting Standards and relevant statutory obligations Preparation of financial reports including income and expenditure statement, budget report, balance sheet, cash flow forecast, and debtors report Ensure that the Fee Collection Policy is implemented consistently Ensure that proper accounting and administration records are maintained and archived such as Fixed Asset Register, Taxation and other statutory records, and general accounting and financial information Ensure the ongoing integrity, development and security of the- - MAZE (computing) Accounting database and Reporting module; - Micro Pay Meridian Payroll system; and - Internet banking facilities Financial planning including the co-ordination and preparation of the Annual Budget and Long - Term Financial model Provide financial management and support to the Parents and Friends Association and Sporting Clubs Management of the School s loan and investment funds Business Enterprise and Partnerships - Development of business plans for the implementation of possible enterprise activities as part of business development Identification of Government Funding Programs and assist with applications Establishment and maintenance of tax deductible funds Feasibility plan for the establishment of a foundation Statutory, Legal and Funding Administration- Complete Department of Education & Training and Department of Education, Employment & Workplace Relations- financial questionnaires and census documents. Ensure compliance with taxation obligations including lodgement of FBT, BAS, and PAYE tax etc. returns Extraordinary Education: a place of inspiration and innovation Page 4

5 Undertake Company Secretarial Duties as they apply to The Hills Grammar School Maintenance of company statutory records, meeting procedures and associated returns as required by The Australian Securities and Investments Commission and Company Law Financial certification and acquittals for the use of all government grants Liaise with Auditors, Solicitors and other advisers to the School as is appropriate Be familiar with Commonwealth and State Recurrent Funding systems and keeping abreast of any proposed changes and likely impact on the School Be familiar with Commonwealth Government Capital Grants schemes and liaise with Property and Facilities Manager in the production of grant applications Prepare and submit annual Interest Subsidy Application to NSW Department of Education & Training Risk Management and Business Continuity- Formulation and implementation of risk management strategies that provide safeguards for the School s revenue and assets. This will include but not be limited to the effecting of appropriate insurance cover and maintenance of the asset register Ensure a robust system of internal audit controls including the segregation of duties for all Financial Services Staff Formulation and implementation of a business continuity plan for all aspects of the School s operation Property and Facilities Work closely with the Property and Facilities Manager to ensure the effective maintenance and development of the environment (built and natural) Identify, co-ordinate and budget for annual maintenance programs, minor and special projects, minor and major capital works programs Information, Communication Technologies - Work closely with the ICT Manager to ensure the efficient management of the School s finances in regard to Information, Communication Technologies Identify, co-ordinate and budget for annual ICT priorities in accordance with the School s ICT Strategic Plan Extraordinary Education: a place of inspiration and innovation Page 5

6 Core Qualifications: Australian citizen or permanent resident Tertiary qualifications in Accounting, Finance or Business CPA or ACA Post-graduate qualifications would be highly regarded years commercial accounting experience, including 5 years in a senior financial position Experience in / involvement with the not-for-profit sector would be valuable High level of computer literacy Personal Skills and Qualities: Capacity to build and support teamwork Capacity for complex research and analysis High degree of commercial awareness and acumen Recognition of the ethos of a not-for-profit organisation balanced with an understanding of the professional and commercial context of the position Strong strategic planning capability Ability to formulate and present complex financial modelling scenarios Excellent budgeting and forecasting skills Senior management experience and the ability to effectively manage and mentor a multi disciplined team Demonstrated ability to balance strategic priorities with operational necessity in a deadline driven environment Excellent oral communication, negotiation and interpersonal skills, including the ability to clearly communicate with relevant internal and external stakeholders Demonstrated ability to display initiative, contributes new ideas, evaluate and challenge current systems and processes and contribute to ongoing improvements Ability to develop collaborative relationships with all staff and Council members Salary, Terms and Conditions Will be negotiated with the successful applicant Extraordinary Education: a place of inspiration and innovation Page 6
