1 Swan Housing Association Job Description Job Title: Section: Reports to: Asbestos Surveyor Partnership Compliance Systems & Assets Manager Location: Pilgrim House Billericay or any Swan office Main Purpose of Job Responsible for undertaking asbestos surveys to the Associations housing stock. To lead on the delivery of an asbestos survey programme and ongoing inspection and remedial action plan. Key Responsibilities To lead on the delivery of an asbestos survey programme for the Association s housing stock undertaking management and refurbishment/demolition surveys in buildings in accordance with HSG264. Preparing detailed asbestos reports for use by the organisation, including, but not limited to, the preparation of site sketch plans, photographs, risk assessments and recommendations for ongoing maintenance. Work with the Asbestos Project Officer to update the Associations asbestos register using data collected from surveys, completing the material and priority assessment/scoring, proposed recommendations and put together an appropriate action plan. Work with the Associations repairs partner in undertaking sampling, sending to an approved laboratory for analysis and ensuring the asbestos register and database are updated. Programming, organising and managing any remedial/removal work and update actions identified in the asbestos register and ensuring that the work has been completed by the contractor. To lead on the production and management of the asbestos register to ensure that it is kept up to date. Assisting with the provision of asbestos awareness training, asbestos briefings, tool box talks and other basic training for working safely with asbestos. Provide advice to the organisation and its partners on asbestos related matters. Analyse existing asbestos surveys and implement using a risk based approach a prioritised management programme.

This specification will form the criteria on which suitability for short-listing for interview will be judged and will form the basis of questions to short-listed candidates. QUALIFICATIONS EXPERIENCE AND KNOWLEDGE ESSENTIAL Undertake asbestos surveys and bulk sampling holding a minimum P402 certification. Extensive knowledge of UK legislation and best practice relating to asbestos in particular the Control of Asbestos Regulations Proven experience in carrying out management and Refurbishment/Demolition surveys. Experience of managing asbestos surveys, collecting and recording accurate data and updating asbestos registers. Educated to GCSE, or equivalent standard, with specific emphasis on the ability to be able to demonstrate effective communication in terms of literacy and numeracy. Proven experience and proficiency in the use of Microsoft software packages. Proven experience of working with databases and reconciliation of data. DESIRABLE Hold P405 proficiency qualification in the management of Asbestos in Buildings. NEBOSH or IOSH accreditation for basic Health & Safety. Experienced in organising and running simple maintenance and repair works from inception to completion. Experience of using Keystone Asset Management software or similar. Experience of the use of handheld technology for the purpose of collecting data. Knowledge and understanding of social housing or repairs and maintenance services.

4 SKILLS AND ATTRIBUTES ESSENTIAL Full UK driving license with access to own car or driver. Ability to easily access buildings (all heights), for survey and inspection purposes. Ability to work effectively and cohesively as part of both an internal team and as part of the Associations external partnership. Excellent communication skills both verbal and written. Excellent analytical, organisational and writing skills with an attention to detail. Ability to prioritise workloads and be flexible in approach to work. Ability to work to tight timescales and under pressure. Self-motivated, performance driven with initiative to assess complex situations and make decisions quickly and effectively and deliver excellent customer service. Ability to work outside of normal working hours on occasion to attend meetings.
