1 CITY OF ELK GROVE CITY COUNCIL STAFF REPORT AGENDA ITEM NO AGENDA TITLE: Adopt resolution dispensing with competitive bidding per the Elk Grove Municipal Code and authorizing the City Manager to execute a contract amendment with NEOGOV for an additional five year term and increasing the contract amount by $37,930 for a total not-to-exceed amount of $87,471 MEETING DATE: June 22, 2016 PREPARED BY: DEPARTMENT HEAD: Jacqui Manzanares, Human Resources Analyst Kara Reddig, Deputy City Manager RECOMMENDED ACTION: Staff recommends the City Council adopt a resolution dispensing with competitive bidding per the Elk Grove Municipal Code and authorizing the City Manager to execute an amendment to the consultant contract with NEOGOV for automated applicant tracking and recruitment services by $37,930 (not to exceed $7, per year) for a total contract amount not to exceed $87,471. This amendment also extends the term of the contract for an additional five years through June 30, BACKGROUND INFORMATION: NEOGOV is the leading provider of human resource applications for the public sector. The City has contracted with NEOGOV since 2008 to automate and streamline the hiring process, including recruiting, testing, preparing job descriptions and salary surveying. With NEOGOV, the City can automatically post open positions, reaching multiple search engines 1

2 Elk Grove City Council June 22, 2016 Page 2 of 2 and send notifications for all recruitment communications, saving the city approximately $2,500 annually in postage and advertising costs. For the last eight years, with the use of NEOGOV, the City has updated and posted over 196 recruitments and collected over 15,574 applications. Additionally, all of the City s job specifications and salary information has been uploaded to the system for immediate access to the public and other agencies. NEOGOV connects the City with over 600 online government clients that serve as a resource for many HR functions. NEOGOV has many additional features that allow City HR staff to survey other government entities, run specific HR reports, automatically post open recruitments to Governmentjobs.com and connect with multiple resources at no additional charge. In short, NEOGOV has saved the City time and money through the streamlined recruitment process. City staff is very pleased with the service and results over the past eight years with NEOGOV. The Human Resources department utilizes the historical recruiting data, resources, and candidate history information as a valuable tool. Staff recommends that the City extend the contract for five years. The Elk Grove Municipal Code (EGMC) section (B)(3) authorizes the City Council to dispense with competitive bidding if the City Council finds it to be in the best interest of the City to do so. For reasons set forth above, staff recommends that the City Council dispense with a formal competitive bidding process and award the contract pursuant to EGMC section (B)(3). FISCAL IMPACT: All work to be performed under this contract shall not exceed the annual contract budgeted amount of $7, for a total contract amount not to exceed $87,471. ATTACHMENTS: 1. 3 ATTACHMENT 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK GROVE DISPENSING WITH COMPETITIVE BIDDING PER THE PROVISIONS OF THE ELK GROVE MUNICIPAL CODE AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT AMENDMENT WITH NEOGOV FOR AUTOMATED APPLICATION TRACKING AND RECRUITMENT SERVICES FOR AN ADDITIONAL FIVE YEAR TERM IN THE AMOUNT OF $37,930, FOR A CONTRACT TOTAL NOT TO EXCEED AMOUNT OF $87,471 WHEREAS, the City contracts with NEOGOV for automated application tracking and recruitment services software applications; and WHEREAS, automated application tracking and recruitment services provide cost savings, valuable resources and capabilities to Human Resources functions; and WHEREAS, for the reasons presented, it is in the best interest of the City to dispense with the formal competitive bidding procedure pursuant to Elk Grove Municipal Code Section (B)(3) for the services described herein.
