Four section heads reporting directly but overall responsibility for 21 professional and technical/support staff This purpose of this position is to manage the Water and Sanitation Programme in line with the policy and administrative guidelines provided by the SOPAC Division to provide quality technical support and policy advice on water and sanitation in the region in line with the SOPAC Division Strategic Plan and relevant regional water and sanitation frameworks. 2 Key Result Areas: The job of Deputy Director, Water and Sanitation Programme (WSP) encompasses the following major functions or Key Result Areas: 1. 3 Jobholder is accountable for 1. Leadership, management and technical oversight of the WSP Undertakes strategic planning to ensure that the work for the WSP meets the needs of member countries and other stakeholders Lead the implementation of the work programme in compliance with the SOPAC Division Strategic Plan , the annual business plans as well as the long term Pacific regional water sector strategies, namely the Pacific Wastewater Policy Statement and Framework for Action and Pacific Regional Action Plan on Sustainable Water Management Manages the overall financial resources of WSP and take responsibility for the development and management of budgets and exercise due diligence in the management of funds; Oversees the recruitment of new staff to the WSP and oversees staff performance planning and management for WSP Jobholder is successful when Substantive strategic work programme for WSP is formulated consistent with the regionally agreed water and sanitation strategies as well as the SOPAC Division corporate mandates as judged by the annual PMEG reviews Annual work plans and work plan reports for the Programme are produced on schedule Annual activity-level core budgets are provided to section heads to assist in annual work planning WSP projects and activities are adequately managed and implemented according to annual work plans and budgets ensuring the timely delivery and quality of outputs with key indicators achieved New staff with appropriate skills and experience are recruited as necessary and staff appraisals and performance planning for WSP staff are completed on schedule 2. Funding and donor liaison Coordinates the development and formulation of significant projects to help deliver strategic plan results and objectives Assists the Director plan Programme Funding allocations within the Division and specifically to the WSP Ensures that financial and activity reporting is carried out according to agreements Facilitates external monitoring and evaluation of projects as required by donor agencies WSP funding resources are sufficient to achieve strategic programme objectives and results WSP has at least one major multi-year project contributing to strategic objectives and results Donor reports are produced on time Project cash flow is maintained Project reviews and evaluations reflect positively on WSP in terms of achievement, effectiveness and efficiency 3. Policy/technical advice and advocacy Provide policy and technical advice on waterrelated issues to member countries Advocate the use of the Pacific regional strategies to guide the preparation of national water sector strategic plans or water and sanitation interventions based on the sustainable development and efficient utilisation of water resources Provide training for and act as resource person in the field of water and sanitation Technical/Policy reports are made available to member countries National water sector strategic plans are consistent with regional strategies Bilateral programmes are designed and implemented according to the principles of the regionally agreed strategy Capacity in member countries is build and information on water and sanitation is readily available Page 3

Regional coordination, partnership and networking Maintains awareness with member countries needs in water and sanitation, and participates in or contributes to the development of Joint Country Strategies (JCS) Leads discussions with water and sanitation sector stakeholders on coordination of regional support programmes Develop and maintain the Pacific Partnership Initiative on Sustainable Water Management and associated Coordination Unit and ensure the exchange of information on the Initiative to participating partners Advocate the Pacific regional strategies on Sustainable Water Management (2002) and Wastewater Management (2001) and the Pacific Partnership Initiative on Sustainable Water Management within and to the development community Foster co-operation and collaboration with national, regional and international organisations, donors and agencies active in the water sector using the agreed Pacific regional action plans and strategies and their associated implementation mechanisms Promote the use of the Joint Caribbean- Pacific Programme for Action on Water & Climate as a south-south partnership for transfer of knowledge and expertise between the two SIDS regions, and act as the Pacific focal point for Caribbean counterparts WSP work plans are responsive to JCS outcomes Agreement with partner organisations on work plans and priorities that are achievable and consistent with available human and financial resources Partnership organises undertakes regular reviews and steering committee meetings Country and local government clients, regional representatives of the water and sanitation sector, financial partners, leading sector agencies and NGOs, as well as with international, regional and local institutes and organisations actively participate in the partnership The implementation of said regional strategies are positively reviewed and national water and sanitation sector interventions are implemented through a harmonised approach Regular meaningful interaction between SIDS regions established and regular exchange of information and lessons learned established and maintained 5. Communication of WSP work Oversees the communication of WSP work to member countries, partner organizations and the general public including the media Coordinates WSP inputs to divisional publications, such as the SOPAC Division newsletter, annual reports and Pacific Plan reports The WSP continues to be seen as provider of high quality support to member countries in the field of water and sanitation Information on the work of the WSP is disseminated via the website, scientific publications, media publications, presentations and other appropriate communications Inputs to various publications are provided in a timely fashion Note The above performance requirements are provided as a guide only. 5 Work Complexity: Most challenging duties typically undertaken: The major challenge facing the position is in relation to the implementation of sustainable practices in water resources management and delivery of water and sanitation services as agreed in the Pacific Regional Action Plan on Sustainable Water Management and its sister strategies on Wastewater and Drinking Water Quality and Health. The Deputy Director - WSP is expected to take the lead role within the SOPAC Division and amongst all regional partners to support PICs to develop and implement National strategies and policies in line with the Regional Action Plan. In order to meet this overall challenge there are a number of related challenges such as: (i) (ii) (iii) (iv) (v) Managing the diverse work programme of the WSP including high demands for ad-hoc support from member countries and other clients in resource-limited situations Ensuring adequate funding resources for the core business of the WSP Mobilize the membership of the Pacific Water Partnership Network to support national actions on sustainable water management Continuously develop new partnerships and relationships to enhance the implementation of the Regional Action Plan Ensure the complete implementation of the WSP Work Programme. There is a further challenge within the WSP to ensure that operations are carried out in accordance with good governance best practice. Other challenges which face the Deputy Director - WSP are: i. Understanding the cultures within the Pacific region It is important that the incumbent maintain a good understanding of the cultures and traditions of PICs to enhance work relationships with colleagues in the various countries. ii. Working as a team There are many demanding requirements of work within WSP and this requires a dedicated team effort. iii. WSP staff shortages This may affect the ability of incumbent to pursue work priorities. iv. Regular travel within the region The Deputy Director - WSP will be required to travel extensively within the region that has many health hazards such as malaria, dengue fever, non-potable water supplies and poor sanitary facilities. These range from the representatives of regional country water resources management offices and water and wastewater service providers to the representatives of key regional donor and partner organisations in the field of water and sanitation. Internal - The key internal contacts are: Division Director Other SOPAC Division Deputy Directors Technical personnel of other SOPAC Division Programmes WSP professional, technical and support staff The incumbent liaises regularly with the Division Director in terms of ensuring consistency of WSP initiatives with the strategic and policy direction with that of the Division and in terms of reporting against the progress of work and discussing various risks and challenges to the implementation of the WSP Work Programme. A significant extent of internal interaction is with the professional, technical and support staff of the WSP in relation to the delivery of outputs of the WSP Work Programme. In this connection the incumbent may liaise on an individual or group basis with staff and seek to resolve operational and policy issues that might impeded the progress of work delivery. There are also regular meetings which the incumbent must hold with members of other SOPAC Division programmes particularly in areas where work priorities between the programmes intersect and require a unified effort in addressing a particular issue at a regional level and/or at a national level within member countries. 7 Level of Delegation: The jobholder: - manages a work programme with an annual budget (including salaries) of approximately FJD$9 million for can approve commitments in WSP budget up to pre-determined amounts reviewed regularly - can sign standard letters on issues pertaining to the Water and Sanitation Programme - prepares consulting contracts for signature by the Director or his/her designate - is delegated the chair of selection committees for positions under recruitment for WSP Page 7

Qualifications Essential: Relevant qualification(s) in water resources management, hydro(geo)logy, water supply and sanitation or related fields at University level (MSc) Desirable: (Project) management training Knowledge/Experience Essential: At least ten years of relevant experience in international development in water resources management or the water supply and sanitation sector, with a minimum of five years operating in the Pacific Region at both strategic regional and technical national levels Proven skills in project team leadership, coordinating multi-disciplinary team inputs, managing programmes and resources Proven ability to work with partners and the ability to plan, coordinate and manage projects Desirable: Understanding of water issues in the Pacific, including the development of stakeholder partner agencies both in-country and within the region, and an understanding of water sector policies, how they fit in broader country development challenges, and trends in the sector's environment Ability to integrate inputs from different disciplines to formulate strategies and viable implementation sequences. Strategic understanding of existing regional water sector policies, how they fit in broader country development challenges, and future sector trends and opportunities Excellent verbal and written communications skills and the ability to express complex strategies in simple and actionable terms Proven analytical and problem solving skills Strong PC based computer skills, preferably with Microsoft Word, Excel, Outlook, MS Project, PowerPoint and ability to use and the Internet Demonstrated ability to take initiative and work without supervision Page 8
