In accordance with San Francisco Charter Section , exempt employees serve at the pleasure of the appointing authority. The San Francisco Department of Public Health (DPH) strives to protect and improve health and quality of life for all San Franciscans by improving the environmental quality where they live, work and play. The Environmental Health Branch advances this mission by implementing San Francisco's health-protective environmental policies and laws to ensure safe and nutritious food; protection from excessive noise; prevention of exposure to chemicals, polluted soil, air and water; habitable housing; and quality neighborhoods. Under the direct supervision of the Director of Health and with Medical Consultation of the County Health Officer/Director of Population Health Division, the 0953 Deputy Director III Director, Environmental Health Branch leads and directs the DPH Environmental Health Branch (EHB). The EHB Director directs all the environmental health regulatory programs for DPH including Food Safety, Hazardous Materials and Hazardous Waste, Healthy Housing, Solid Waste, Water Quality, Local Oversight Program and Site Mitigation for contaminated sites, Massage Parlors, Body Art, Tobacco Sales, Medical Cannabis Dispensaries, and the Air, Noise and Radiation Program. The Director also supervises the County Agricultural Commissioner, Weights and Measures, Children s Environmental Health Promotion, Food Systems Programs and the Program for Health, Equity and Sustainability (PHES). In addition, the Director supervises the Environmental Health Operations (Budget, payments, purchases, and building) staff, the Information Technology staff, and the Disaster Planning staff.

2 Page 2 of 6 ESSENTIAL DUTIES: The 0953 Deputy Director III Director, Environmental Health Branch performs the following essential job functions: Provides effective leadership for the Environmental Health Branch by developing shared vision, purpose, values, and strategy with EHB managers and staff which includes, but is not limited to engaging, empowering, and inspiring managers and staff to pursue and achieve EHB strategic goals and objectives; Plans and implements continuous quality improvement and performance and service excellence at all levels of the EHB which includes, but is not limited to ensuring the conduct of high quality environmental health assessments, health impact assessments, and data/knowledge management, synthesis, and translation to guide and inform environment health protection efforts, policy development, and regulatory and enforcement actions; Responds to communications from staff, supervisors, other departmental representatives, and the general public; Develops policies and procedures for all the Environmental Health Programs; Assists in the development, review and approval of Environmental Health Branch expenditure and revenue budgets in the amount of $19,000,000 annually which includes, but is not limited to reviewing and approving invoices, expenditures, and revenues; Ensures that Environmental Health fees are set to pay for the costs of each program and all fees are collected and deposited accordingly; Works with DPH Office of Policy and Planning, the Board of Supervisors and the City Attorney s Office to draft and pass city legislation that involves environmental health issues; Leads environmental health strategy and policy development to ensure health protection; Interacts with community organizations, private citizens, private industry, environmental justice advocates and other city departments on environmental health matters; Apprises the Director of Health and the Health Officer of urgent environmental health concerns; Interacts extensively with numerous and diverse stakeholders on controversial, high stakes, and emotionally charged environmental and human health issues requiring exceptional conflict resolution, negotiation, change management and ethnical leadership abilities; Balances competing interests and demands to optimally protect and promote health; Participates in the California Conference of Directors of Environmental Health meetings and conference calls; and Ensures proper staffing levels for each program, approves training, and handles personnel and union issues. The 0953 Deputy Director III Director, Environmental Health Branch performs related duties as required/assigned. Compensation and Benefits: The normal annual salary range is $132,626 - $169,260 annually. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. Possession of a Bachelor s degree from an accredited college or university; AND six (6) years of verifiable management experience which must include supervising employees engaged in food, housing, general sanitation, or other related inspection work. Qualifying experience must include two (2) years of verifiable experience at a level equivalent to a Principal Health Inspector or Environmental Health Manager; OR 2. Possession of a Master s degree from an accredited college or university; AND four (4) years of verifiable experience which must include supervising employees engaged in food, housing, general sanitation, or other related inspection work. Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
