1 CITY OF NOVI JOB DESCRIPTION Exempt Position: COMMUNITY DEVELOPMENT DEPUTY DIRECTOR Department: Community Development Salary Grade: 3 Pages: 4 SUMMARY Responsible for the daily oversight of staff within the Community Development Department including both the Planning and Building divisions. Involved in the inspection and enforcement of building codes and ordinances, along with reviews for building permit and certificates of occupancy issuance. Performs the most difficult and complex tasks involving code and ordinance interpretation and coordination. Individual works closely with the Community Development Director and City Planner to maintain efficient and effective use of department resources, with a daily focus on customer service, staffing, project management and the mentoring of staff within the divisions. Provides project management support to ensure the achievement of successful department and overall City goals. SUPERVISION RECEIVED Work is performed under the direction of the Community Development Director. SUPERVISION EXERCISED Daily supervision is exercised over most employees within the Department and may include the oversight of certain professional consultants to the City. RESPONSIBILITIES AND ESSENTIAL DUTIES AND FUNCTIONS 1) Provides teaching, mentoring and motivation to other employees within the Department and organization through the sharing of knowledge, skills and information; is proactive in performing and improving his/her own work and suggests and participates in projects and activities to improve the operation of the department and entire organization. 2) Values diversity in the work place and in the community. 3) Works cooperatively and courteously using tact and patience with residents, employees and the general public. 4) Works cooperatively and courteously using tact and patience with residents, employees and other department members. 5) Maintains a cooperative relationship with employees in other departments within the organization. 6) Responsible for all aspects of departmental operations;

2 a) Employee supervision; b) Employee development; c) Employee coaching and mentoring; d) Consultant coordination & contract management; e) Project management; f) Budget preparation/monitoring; g) May serve as Building Official in accordance with Michigan Building Codes and City Ordinances; h) Leads, supervises and participates in the inspection of vacant, under construction, or occupied buildings, structures and construction sites, checking for violations of state and local regulations pertaining to building restrictions, proper licensing and inspection of electrical wiring, plumbing, heating and refrigeration systems for the City of Novi and in cooperative arrangement with nearby communities; i) Prepares written and oral investigations and/or reports relative to construction projects within the City; j) Assists citizens, contractors, architects, etc., with challenges or clarification of policies, ordinances and the like; k) Maintains schedules of building and trade inspectors, clerical and code compliance officers and coordinates activities as needed; l) Visits construction sites as needed; m) Oversees the review of all applications, blueprints, plans and building specifications to ensure that all building code and ordinance requirements are compiled within State Law and local ordinance; n) May assist in the permit process to assure applicant has local governmental units approval and utilizes proper construction methods; o) May assist applicants in obtaining the proper documents to complete process; p) May issue violations notices or stop-work orders when code violations are determined; q) Represent the City in Economic Development initiatives; r) Assists City Attorney in securing criminal warrants from the County Prosecutor when compliance is not followed; s) Able to prepare reports and present at Zoning Board of Appeals and Construction Board of Appeals meetings on behalf of the City; t) May provide consultation upon request by Public Safety staff at incident scenes; u) Has active role in Emergency Management v) Engages in and supports the long-term direction of the Department through progressive strategic planning and division goal setting that is responsive to the needs of the community; 7) Provides management responsibility for the principal functions and duties of the Department including: a) General administration b) Communications, Information & Community Liaison Program & Services. 2

3 c) Community Development & Project Implementation. 8) Responsible for inter-departmental coordination of planning and community development activity, various committees, department staff, and certain City consultants. 9) May participate in various specific staff community development & planning assignments such as committee assistance, general public and developer inquiries, land use and road planning, community development/project initiatives, Planning commission, Work Program & Meeting Agenda preparation. 10) Other responsibilities that may be assigned. ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES FOR EMPLOYMENT All of the following knowledge, skills and abilities are essential. Ability to review plans and designs of new buildings and other structures and to determine whether such plans are in conformity with building codes, zoning ordinances and other ordinances as well as good engineering practices; Ability to lead employees and effectively delegate; Knowledge of MIOSHA standards, rules and regulations; Knowledge of or ability to become proficient with BS&A Building.Net software. DESIRABLE QUALIFICATIONS FOR EMPLOYMENT Bachelor's degree in Construction Management, Public Administration, or a closely related field, from an accredited college or university with ten or more years of experience preferred. Master's degree preferred. Licensed Building Official or ability to obtain State license within 6 months of hire and prior municipal experience highly preferred. ESSENTIAL QUALIFICATIONS FOR APPOINTMENT TO POSITION Minimum of five years of experience in construction project management leading a large team(experience managing unionized workforce or prior municipal experience a plus) through creativity, intuition, honesty, communication, confidence, commitment with a positive attitude. Strong interpersonal and reasoning skills, extensive knowledge of building codes, computer skills, the ability to multi-task, read and interpret plans, blueprints, diagrams.
