1 BBC Equality Analysis: Project & Policy Template Introduction The Equality Act 2010 established the public sector equality duty applicable to all public authorities, including for the most part, the functions of the BBC. The general duty requires public authorities to have due regard to the following when exercising their functions: Eliminate discrimination, harassment and victimisation Advance equality of opportunity Foster good relations What is an Equality Analysis? An equality analysis is a tool to support public sector organisations analyse whether a strategy, policy, project, process or procedure has an impact on diverse protected groups and/or the delivery of the general duty. Do I need to conduct an Equality Analysis? This duty applies to the BBC in all its core functions unless the activity is closely connected to our output. In cases where this distinction is less clear, legal advice is that an Equality Analysis should be undertaken. Using this template This template has been designed to support Equality Analysis of projects, policies, processes and more local / divisional level decision-making. For analysis for strategy, large scale programme management and corporate policy development, please use BBC Equality Analysis: Strategy & Programme Management template. What tools are there to help me conduct an Equality Analysis? There is no duty to publish your Equality Analysis, however completed Equality Analysis documentation is subject to Freedom of Information regulations and may be requested by the public.

Evidence Evidence considered List any evidence including monitoring data, research, reports and other references used to assess the impact on diverse groups Evidence gaps List any gaps in evidence Steps taken to address gaps detail any steps taken to address gaps in evidence Analysis of Effects on Equality Age consider the full range of age groups Disability consider the full range of disabilities and assess environmental, social and physical barriers Gender reassignment (including transgender) include any assessment on transgender and transsexual people Marriage and civil partnership Pregnancy and maternity Race assess impact on different ethnic groups and nationalities

3 Religion or belief assess impact on people with different religions or beliefs including those with no religion or belief Sex consider the impact on both men and women Sexual orientation consider the impact on heterosexual, gay, lesbian and bi-sexual people Other identified group including socio-economic groups and rationality Engagement Which stakeholders have you engaged with? e.g. staff forums, staff, HR, audiences Outline engagement activity with each stakeholder group What were the outcomes of the engagement?
