BACKGROUND UNDP partners with people at all levels of society to help build nations that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life for everyone. On the ground in 177 countries and territories, UNDP offers global perspective and local insight to help empower lives and build resilient nations. UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. The 17 th Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) established the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) with the objective of developing a protocol, another legal instrument, or an agreed outcome with legal force under the Convention, applicable to all Parties. In the past two years, the ADP has devoted its work to discussing substantive and technical aspects of the 2015 agreement and has also considered options to increase pre-2020 ambition. In this context, the COP invited all Parties to initiate or intensify domestic preparations for their intended nationally determined contributions (INDCs). It is generally understood that these INDCs refer to national actions to address climate change that will eventually become part of the agreed outcome as each Party s plan or commitment to contributing to the ultimate objective of the Convention. These contributions are to be communicated to the UNFCCC in advance of COP 21, to be held in Paris in Developed countries, the operating entities of the financial mechanism of the UNFCCC, and other organizations were invited to provide support for these preparations. While the details of INDCs are still being discussed under the UNFCCC, the most recent COP in Lima provided further guidance on INDCs, including on the 2015 INDC process and the upfront information to be included when submitting INDCs to the UNFCCC Secretariat. In the abovementioned context, Indonesia under leadership of National Planning Agency (Bappenas) has been developing Indonesia s INDC by applying a system-dynamic modelling approach to allow scenario-based decision making from a simultaneous assessment of possible impacts of various mitigation policy interventions. The system dynamic approach makes it possible for the government to choose the best mitigation scenarios without causing socio, economic and environmental trade-offs. To this end, UNDP through Low Emission Capacity Building (LECB) project with funding from the European Commission, supports Bappenas in the process of INDC development. The support particularly is to elaborate the INDC model to include the poverty sub-model, thus, the impact of mitigation interventions to the poverty can be assessed. It is expected that by involving the poverty measures into the INDC model will make the Indonesia s INDC more inclusive and pro to the vulnerable groups in the communities. To fulfil the support, UNDP is hiring Two Senior Specialists for Development of INDC-Poverty System Dynamic Model, who will work as a team lead by Advisor to provide scientific support on INDC-Poverty Model development for the Government of Indonesia, particularly to the Bappenas. 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Provide top-quality technical services to develop INDC-Poverty sub model based on system dynamic: Support team leader to design INDC-Poverty sub model; Assist in consultation with stakeholders on design options; Assist in gathering and addressing data gaps, for example, by drawing on proxy data when needed; Provide support related to modelling and policy analysis of mitigation options; Provide full support for Validation process on INDC-Poverty sub model; Assist in formulating mitigation options to be selected by government officials;

WORKING ARRANGEMENTS Institutional Arrangement a. The contractor will be responsible to UNDP Programme Manager and Bappenas for seeking acceptance of the report. b. The expected frequency of the reporting is as stated in the Expected Deliverables mentionedabove. c. The contractor is expected to liaise and conduct discussion with relevant stakeholders (government, CSOs, academician, private sector, etc) in order to gather data and seek feedback. d. The project will provide support administratively and financially for conducting FGD/workshops with stakeholders as required for the completion of the work. Duration of the Work a) The duration of work is 130 days within 7 months in duration of October 2015 May b) The expected starting date is October 2015 with expectation of completion on May c) The unforeseen delay will be further discussed by UNDP with Bappenas as basis for possible extension. d) The feedback from UNDP and partners to the submitted report can be expected within 10 working days from the date of submission. Duty Station a) The contractor s duty station will be in Bandung with possibility of travel to Jakarta. b) The contractor is working on the output-based, thus no necessity to report or present regularly. c) The 4 times travel cost from Bandung to Jakarta (8 days in total) are to be included lumpsum in the financial proposal. Travel Plan Below is an indicative travel plan for the duration of the assignment. The Consultant will be required to travel to the below indicated destinations and include the relevant costs into the proposal. There may be also unforeseen travel that will come up during the execution of the contract which will be agreed on ad-hoc basis. 4 4. REQUIREMENTS FOR EPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Bachelor degree in Environmental Science/Economics/Engineering or a closely related field. II. Experience: Minimum 6 years of relevant experience in modelling. Proven track record of engagement with Government of Indonesia in development of systemdynamic models for various sectors. Excellent knowledge of a range of climate change thematic areas Fluent in written and spoken English, Indonesian native speaker. III. Competencies and special skills requirement: Technical Expertise: Understanding of fundamental concepts of INDC-related issues (e.g., mitigation, adaptation, means of implementation, MRV, etc.); Solid understanding of advanced issues related to INDCs (e.g., GHG inventories, national communications, options for expressing contributions and addressing data gaps, etc.); Technical skills related to the design and preparation of INDCs (e.g., modelling, policy analysis, quantification of emissions reductions/costs, etc.); General Competencies: Strong teamwork abilities, including the ability to work effectively with staff at different levels of the government; Ability to manage complexities and convey complex issues and positions to diverse audiences, including senior officials; Ability to think strategically, reconcile competing priorities, and resolve conflicts. 5. EVALUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodologies: 2. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70%] * Financial Criteria weight; [30%] Only candidates obtaining a minimum of 60 point would be considered for the Financial Evaluation Technical Criteria Weight Maximum Point Criteria A: qualification requirements as per TOR: 1.
