Class Summary Direct and coordinate all activities of the Design and Development Division including staff support and professional recommendations to the Parks and Recreation Commission, Open Space Advisory Committee, City Bikeways and Trails Committee, City Council and Executive Staff. Responsible for the interpretation and enforcement of the Open Space Ordinance (Section 4.5A Site Plan/Subdivision Section of City Code), Building Codes and Zoning Ordinances and other land use regulations such as the Chesapeake Bay Preservation Act as they relate to land development and community planning for City properties and projects. Support and coordinate with the Landscape Services Division overall design, maintenance, inspection and management policies and procedures to ensure appropriate levels of maintenance, improvements, and infrastructure replacement for most City properties (excludes Schools and Economic Development properties). Oversee and coordinate the development and/or review of all construction documents related to all City property grounds and all Parks and Recreation buildings. Perform and supervise land use planning, research and analysis for most City owned properties (excluding Schools and Economic Development Authority); and, administration and supervision of most City property grounds including roads, waterways, parks and public areas. Perform and/or supervise design and construction of Parks and Recreation Capital Improvement Projects as well as other Capital Improvement Program projects as needed to ensure comprehensive and integrated approach to land use planning and land management throughout the City. Perform complex technical land planning, site planning, and architectural, landscape architectural, and civil engineering work and supervise other professional and technical staff in project management, design, design review, construction, and administration of capital and other projects. Representative Work Functions and Responsibilities Provide direct supervision and administration for the Parks and Recreation Design and Development Division, including work programming, budgeting, staffing, prioritization, coordination and delivery of services to ensure objectives of division are met. Create an environment of learning and cross training to ensure staff development. Prepare complex reports, plans and amendments for policy making and implementation by City Council, boards, commissions and various public agencies; and, represent plans and policies to various civic and

2 professional organizations. Develop and maintain the Virginia Beach Outdoors Plan. Administer the Parks and Recreation Capital Improvement Program as well as various state and federal programs to ensure City objectives are met. Coordinate all aspects of the Parks and Recreation and Landscape Service capital projects, including immediate and long range planning efforts; goals and objectives; preparation, management, and funding; and construction documents as required. Serve in the various roles generally associated with the management of all aspects of design and development associated with the Parks and Recreation and Landscape Services Capital Improvement Program: private development and site plan review subject to the Subdivision Ordinance and Excess Property procedures, management of Department s Geographic Information Systems and Mapping, administration and execution of leases, Open Space Program Acquisition & Development, coordination of NRPA Accreditation, and inventory and asset management including condition assessment and projection of maintenance management costs for all facilities. Review and approve all departmental design, consulting and construction contracts, expenditures, City Council agenda items and policy reports related to capital projects. Manage records and files to provide operational and capital cost accounting. Serve as a liaison to the Parks and Recreation Commission and coordinate public relations activities and general citizen/customer-related correspondence to ensure the public awareness of departmental function. Responsible for interacting with and providing support and information as needed directly to the City Council, City Manager, Media, the Chief of Operations, and the Parks and Recreation Commission; and ensure that all reports and information requests are timely, informative, up-to-date and available when requested by higher authorities, elected officials, and the general public. Provide design support including cost estimates for development of capital building projects, supervise project management, design and inspection activities on a number of complex projects to ensure that projects meet City and other applicable standards. Investigate and resolve difficult technical development and operational problems to keep design and project management activities functioning smoothly. Provide technical response to user agencies and customers concerning specific projects to properly inform them as well as incorporate their input. Provide recommendations as needed for Planning Commission and Council actions to assure that special needs of the City are met. Coordinate projects with interdepartmental agencies and /or private agencies to accomplish City goals, especially in maintaining the work effort to meet established schedules and maintain fixed budgets. Provide training, supervision, and assistance to professional staff in preparation of review of design drawings to ensure that City standards are adhered to and that good design and construction practices are followed. 3 Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs. Performance Standards Adequately demonstrate ability to administer division level activities including supervision of personnel in a highly professional and efficient manner; prepare reports, studies, and construction documents in a timely and proficient manner; adequately coordinate activities with other divisions and departments to facilitate the achievement of City goals and policies; satisfactorily communicate with staff and general public; develop financial strategies for the Parks and Recreation Capital Improvement Program in conjunction with Parks and Recreation Business Services Administrator, Parks Division Administrator, Recreation Division Administrator, and Golf Course Administrator. Provide comprehensive direction to policy development and administrative support functions; provide coordination of strategic planning functions and provide critical input in program development functions; maintain effective rapport with City, state and federal officials on project issues and grant management; coordinate activities with other divisions within the department; effectively communicate both orally and in writing with co-workers and other City personnel; effectively supervise the processing of all personnel transactions and human resources policies and ensure conformance to existing City ordinances, policies and procedures; and ensure that departmental inquiries are handled in a timely and equitable manner. Minimum Qualifications Requires any combination of education (above the high school level) and/or experience equivalent to twelve (12) years in fields of planning, engineering, architecture and/or landscape architecture, utilizing the required knowledge skills and abilities, and with significant applications of all phases of design and construction including project implementation. Must possess certification as a Certified Planner, Professional Architect, Professional Engineer or Certified Landscape Architect. Special Requirements All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Knowledge-Skills-Abilities Required to Perform Satisfactorily A. Knowledge 1. Knowledge of complex economic, accounting, financial, business and public administration, information technology and human resource principles related to special revenue funds, enterprise funds, and capital budgets. 2. Knowledge of the preparation/administration of municipal operating and capital improvement budgets. 3. Knowledge of multiple (federal/state/municipal) finance mechanisms, budgeting processes and procedures along with funding matching requirements and auditing principles and procedures. 4. Knowledge of Parks and Recreations programs. 5. Knowledge of city ordinances and policies governing Parks and Recreation programs/operations. 6. Knowledge of the application of current GIS information systems and mapping systems. 7. Knowledge of principles, practices, and procedures of human resources and municipal financial management. 8. Knowledge of the Virginia Beach Quality Service System (VBQSS). 9. Knowledge of the modern principles and practices of research, evaluation and statistical Page 3 of 5

Knowledge of the principles and procedures of architecture, engineering, landscape architecture, and planning in all areas of municipal building development and construction including the following areas: programming, planning, schematic design, design development, construction documents, bidding and administration of the construction contract. 11. Knowledge of construction design standards and administrative procedures; and their application to various capital projects including civil, architectural, site development and structural systems and components. 12. Knowledge of local and state building codes and standards as they relate to development of municipal facilities. 13. Knowledge of Virginia contract law. B. Skills 1. Skill in dealing with professional and technical personnel to resolve or negotiate contract disputes or development and construction problems on city building projects. 2. Skill in effective methods of managing a highly technical staff of professionals. 3. Skill in effectively dealing with the public to resolve disputes or requests on city building projects form individuals or special interest groups in a tactful but firm manner. 4. Skill in practices of planning and design of capital projects. 5. Skill in written, verbal, and graphic communication. 6. Skill in leading, motivating, and training of employees. 7. Skill in operating computers and office equipment. C. Abilities 1. Ability to formulate goals and objectives and communicate and achieve them. 2. Ability to prepare complex plans and designs and to interpret plans and specifications prepared by others for municipal projects. 3. Ability to review recommendations of staff and arrive at final decisions. 4. Ability to prepare final reports for submittal to higher levels of management on city building projects, the CIP, budgets, city contracts and agreements, and citizen complaints on planning, construction, architectural, and environmental related problems. 5. Ability to train and supervise professional, technical and clerical staff. 6. Ability to administer and coordinate program activities within the City and with outside agencies. 7. Ability to effectively represent and interpret city policies and programs to the public. 8. Ability to consistently devise alternatives and innovative solutions to agency problems. 9. Ability to work effectively with people of varying socio-economic and cultural backgrounds. 10. Ability to organize and prioritize work and shift priorities in accordance with citizen and agency needs. 5 Physical Requirements: Physical refers to the requirement for physical exertion and coordination of limb and body movement. Requires light to medium work that involves utilization of standard office equipment, walking, standing, stooping, lifting, pushing and raising objects and involves exerting up to 50 pounds of force on a regular basis.
