2 GENERAL MANAGER LEISURELAND JOB DESCRIPTION Leisureland Facilities Leisureland is a modern, family based entertainment facility, with universal appeal to people of all ages and walks of life. Situated on Ireland s longest seaside promenade with breathtaking views over Galway Bay Leisureland comprises of a state of the art Events, Exhibitions and Conference Centre, a large Swimming Pool area with 3 pools, fully equipped Gymnasium, Sauna, Steam Room and Changing Rooms, Restaurant, Shops and Outdoor Amusement Park. With a strong emphasis on providing quality service this facility has served the fitness, leisure and entertainment needs of the people of Galway City and its visitors alike for many years. The Leisureland facility operates under the direction of the Board of Directors of Galway Salthill Failte Ltd., and is facilitated by Galway City Council in the management of the facility by the secondment of a General Manager (Grade VII) to manage the day to day operations of the facilities and to promote, enhance and develop the future operating profile of Leisureland going forward. General Manager Leisureland The General Manager Leisureland shall report to Board of Directors and shall be responsible for the efficient management, direction and operation of the Leisureland facility and to develop the strategic position of Leisureland in a progressive City environment in association with the Board of Directors of Leisureland and by way of management agreement with Galway City Council. The office holder assigned to this position will operate as Company Secretary to the Board of Directors of Leisureland and will be required to work within defined parameters relevant to the position in accordance with current and all future operational vision /objectives for the facility and shall carry out such other duties as may be assigned by the Board in relation to the management and promotion of facilities operated and managed by the company. The office holder will be required to manage and operate in accordance with the Company s Constitution together with any Licence Management Agreement in place. The General Manager Leisureland shall be responsible for, and report to, and advise the Board and the Director of Services of Galway City Council on matters relating to the following areas; Setting and achieving the strategic goals of the facility Achievement of operational targets and objectives Reporting on status, progress and activities regarding operational targets and objectives Setting, measuring and reporting on the Company KPI s Facilities and Facility Management Finance and Financial Controls Marketing and Promotion of overall Facility General Management Staff Recruitment, Training and Development The General Manager will be required to implement the policy of the Board of Directors on all of the above matters and will also have responsibility for efficient management, direction and deployment of resources in the following areas; Preparing, implementing and adhering to the Annual Financial Budget. Ongoing monitoring and control of annual budgets. Responsible for all statutory compliance, incorporating all safety, legal, Company secretarial, and

3 financial requirements. Attendance at and reporting to meetings of the Board of Directors. Represent Leisureland, the Board of Directors and Galway City Council with external agencies and organisations. Marketing and promotion of the facility to achieve maximum usage of all facilities. Act as nominee for the Company as and when required, including maintenance and renewal of various licences. Management of any procurement, tendering / licence process. Management of plant and machinery maintenance contracts, contract renewals, operational systems, BMS, etc., Compliance and Implementation of National Swimming Pool Safety Guidelines. Monitoring of, maintenance, treatment and disinfestations of Pool waters. Management of all Insurance Polices associated with the Leisureland Facility. Facilities management, including security and franchises. Ensuring that Leisureland Facilities meet the requirements of legislation such as health and safety and licensing laws. Compliance with all Health & Safety Regulations and Procedures in terms of Accident Reporting, Investigations/Reports. Implementation of all Policies and Procedures associated with the operation of a Leisure and Entertainment Facility e.g. Child Protection Policy. Co-ordination and facilitation of events, concerts, etc.. Ensure that appropriate administrative systems are in place and that adequate records are kept to facilitate the orderly management of the Leisureland Facilities Monitoring of emergency procedure manuals for Leisureland and annual review of same. Management of security systems in operation within the Leisureland Facility including alarm systems, CCTV cameras, staff security. The General Manager will have responsibility for the Human Resource function for Staff working within the facility, this will include; Managing full and part time staff Recruitment of Staff Garda Vetting Industrial Relations Management of Payroll Making recommendations to the Board in relation to Facilities staffing Knowledge of current employment legislation Provision of ongoing Staff Training and Development To undertake any other duties of a similar level and responsibilities as may be required from time to time.

CHARACTER: Each applicant must be of good character, quality driven and with a capacity for team building and motivation. 2. AGE: Candidates who reach the age of 65 years prior to appointment will cease to be eligible for appointment, except in the case of new entrants, as defined under the Local Government Superannuation Scheme. 3. HEALTH: Applicants should be in good health. Selected candidates may be required to undergo an initial medical examination, and any further medical examinations required during his/her employment as Leisureland Facilities Manger by a qualified medical practitioner to be nominated by the Local Authority. 4. EDUCATION, TRAINING, EXPERIENCE, Etc.: Each candidate must:- be well educated possess a qualification in Sports and Leisure Management have extensive proven commercial, leisure and business experience in running a public sports and leisure facility at management level. have a satisfactory knowledge of public service organisations in Ireland; The ideal candidates should:- be able to work with and lead multi-disciplined teams and have the ability to motivate, empower, encourage and achieve maximum efficiency from the staff under his/her control; have an innovative approach to service delivery that considers a wide range of service options to achieve the desired outcomes; have a strong background in the Sports and/or Leisure industry with expertise in swimming pool and sports facility management, with particular experience in the maintenance, development, operation and promotion of a large pool, gym, and multi-purpose events space; have a career record that demonstrates to date a high level of competence in the management of staff, a customer orientation, conceptual and analytical thinking,

5 initiative and the management skill necessary to lead and foster change; have strong leadership, organisational, management, marketing and communication skills; have strong interpersonal and communication skills; have the ability to maximise financial resources within a budgetary control framework;

Superannuation The minimum age at which pension is payable is 65 years of age, for new entrant public servants, on or after 1 st April The position is whole-time and temporary (i) (ii) Persons who become pensionable employees of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. (iii) All persons who becomes pensionable employees of a local authority will be required in respect of the Local Government Officers (Spouses and Children s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme. 2. Probation The following provisions shall apply to this employment: There shall be a period after such employment takes effect during which such person shall hold such employment on probation; such period shall be more than one year but the Chief Executive may, at his/her discretion, extend such period, such person shall cease to hold such employment at the end of the period of probation unless during such period the Chief Executive has certified that the service of such person is satisfactory. 2. Remuneration (Min) 47,013 to (Max) 57,235 with 1 st LSI ( 59,322) & 2 nd LSI ( 61,418) EL17/09 Refers The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her

7 office or in respect of services which he/she is required by or under any enactment to perform. Entry on the pay scale above the minimum point will only be considered for the successful candidate if s/he is a serving local authority employee. 4. Duties The office holder will be required to manage and operate in accordance with the Constitution of Galway Salthill Failte Ltd., together with any Licence Management Agreement in place. Annual Leave The annual leave entitlement will be 30 days per annum. Selection Selection shall be by means of a confined competition based on an interview conducted by or on behalf of Galway City Council. Candidates may be required to make a presentation during the course of the interview. Please note that a panel will be formed, subject to satisfactory performance at interview, from which future appropriate vacancies for the post of General Manager Leisureland may be filled during the life of the panel. Candidates whose names are on a panel and who satisfy Galway City Council that they possess the qualifications declared for the position and that they are otherwise suitable for appointment may, within the life of the panel, be appointed as appropriate vacancies arise. The life of the panel will be not more than two years from the date it is formed. 7. Shortlisting Candidates may be shortlisted on the basis of relevant qualifications and experience as set out on the application form only. The candidates shortlisted will be invited to attend for interview. Galway City Council will not be responsible for any expenses incurred by candidates in attending for interview. 8. Driving Licence Candidates should hold a full clean driving licence and provide his or her own transport.

9 9. Garda Vetting The successful candidate will be required to undergo Garda Vetting prior to appointment. 10. Hours of Work The person appointed will be required to work a 37 hour week, excluding lunch breaks. Duties at week-ends, at night and on public holidays, as required, will be an integral part of the working week. Extra remuneration shall not be payable for working on evening, weekends or on public holidays. Public holidays will be treated in accordance with Section 21 of the Organisation of Working Time Act, The successful candidate will be required to log their hours of work in accordance with the requirements of the Organisation of Working Time Act, 1997 and will be required to co-operate with the use of technologies to record such hours. Galway City Council will require the person to whom the appointment is offered to take up such appointment within a period of not more than one month.
