The HSE is committed to delivering high quality safe healthcare to our service users, communities and the wider population. The People Strategy provides the framework for supporting staff at all levels to respond to the many challenges in delivering health services across and within all settings in communities, hospitals and healthcare facilities. The role of Human Resources is to lead, facilitate and support the activities described within the People Strategy and to do so by working in partnership with colleagues throughout the system. In this context the National Director of HR has established the HSE graduate programme as a part of the overall talent management strategy. This 12 month HSE graduate programme provides participants with a unique opportunity to gain valuable experience within the health service in one of four streams and to develop the professional experience, skills and competence necessary to operate successfully and with confidence in their chosen field. Reporting Arrangements The graduate will report to the local sponsor or other nominated manager. Key Working Relationships The effective delivery of objectives will depend upon the development and maintenance of effective working relationships with :- Local sponsor. Local graduate co-ordinator. Department Head. Internal stakeholders. External stakeholders.

3 Purpose of the Post The graduate will gain experience by playing a full and active role to their assigned team or department and contributing to the work of the service to which they are assigned. Principal Duties/ Responsibilities Key areas of responsibility include:- Operational Support best practice in assigned stream to improve quality of projects. Work on the development and implementation of assigned projects within a specified timeframe to support the effective delivery of priorities and targets. Assist in the preparation of plans for allocated service area. Assist with monitoring activities as part of locally assigned project work. Provide administrative support to sponsor in order to gain a deep understanding of their business model and project work. Teamwork Work as an effective member of the team, to ensure a whole systems approach and to maximise efficiency and effectiveness. Develop and manage effective working relationships with internal/ external stakeholders as appropriate to achieve results. Communication Communicate effectively with all stakeholders and ensure information is disseminated in a timely manner. Liaise and network with local colleagues, under the guidance of the local sponsor, to maximise practical knowledge and understanding. Provide a monthly progress report to the local graduate co-ordinator, providing details of experiential learning, key projects and contributions, future plans and supports required. Eligibility Criteria Only graduates or final year students in a relevant degree programme are eligible to apply at this time. 4 Qualifications and/ or experience Experience of managing and delivering multiple concurrent pieces of work/research. Experience of working collaboratively with multiple internal and external stakeholders and customers as relevant to the role. Possess sufficient administrative capacity to discharge the functions of the grade. Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Character Each candidate for and any person holding the office must be of good character. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age. Skills, competencies and/or knowledge The graduate will demonstrate:- Knowledge and experience Knowledge of the Health Service Executive. Experience and/or knowledge and understanding of an office environment. Leadership Evidence of strategic thinking, effective planning and organising skills. Understanding of the relevant strategies, reports and directives and legislation applicable to the role. Ability to work with multidisciplinary team members and multi-agencies. Knowledge and understanding of change management process. Working with and through others Ability to work collaboratively with key stakeholders at various levels within the HSE and with external agencies. Influencing and negotiating skills to achieve results. Ability to work on own initiative with minimal direction and work effectively as part of a team. Excellent interpersonal skills and ability to build and maintain relationships

5 with multiple stakeholders to achieve results. Effective communication skills including attention to detail and the ability to present information in a clear and concise manner. Managing and delivering results Ability to identify areas for improvement. High motivation, flexibility and the ability to offer a results-oriented approach with high levels of drive, commitment and enthusiasm. Ability to manage deadlines and multiple tasks. High personal energy and a positive approach to dealing with challenges, conflict and ambiguity. Short listing may be carried out on the basis of information supplied in your application form. HEALTH SERVICES EXECUTIVE Terms and Conditions of Employment Graduate Grade IV Tenure The appointment is whole-time for a period of one year and pensionable. Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act Remuneration Working Week Annual Leave Superannuation Protection of Persons Reporting Child Abuse Act The salary for the post is 26,752 per annum. The standard working week applying to the post is: 37 hours The annual leave associated with the post is: 26 days. All pensionable staff become members of the pension scheme. This post is one of those designated in accordance with Section 2 of the Protection of Persons Reporting Child Abuse Act, You will remain a designated officer for the duration of your appointment in this post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction. Such Officer will, on receiving a report of child abuse, formally notify the Senior Social Worker in the community care area in which the child is living.
