1 South Tahoe Public Utility District Job Description JOB TITLE: Construction Manager/Engineer UPDATED: 9/14/04 DEPT: Engineering APPROVED STPUD: RHS APPROVED Mgmt Grp: PS JOB SUMMARY: Under the direction of the Assistant General Manager/Engineer, is responsible for the management of engineering department and constructions programs of the District. Performs other management and administrative duties as required. Ensures that all work is performed safely and all facilities are maintained in a safe condition ESSENTIAL FUNCTIONS: 1. Provides leadership and works with staff to ensure a customer-service oriented work environment that supports achieving the department s and District s mission, plans, objectives, and values. 2. Develops, implements, and updates project management plans, and coordinates same for District operating divisions. 3. Oversees the management and also manages multiple elements of complex, multidisciplinary public works projects. 4. With official approval by the Assistant General Manager/Engineer, oversees: a. development of reports, planning documents, environmental documents, plans, specifications, cost estimates, bid documents, as-builts, pay requests and change orders; b. management of consultants for design, inspection, and environmental documentation services; c. construction management and start-up services for collection system, treatment plant, wastewater re-use projects, drinking water production, storage, distribution and treatment system projects; d. constructability reviews on public works projects prior to bid; e. the coordination of public agency permitting, evaluates and achieves compliance with NEPA CEQA and other regulations. Obtains permits, rights-of-way, and other approvals necessary for constructing public works projects. 5. Recruits, selects, schedules, trains, supervises, evaluates, disciplines, develops, and promotes team-work among support personnel. 6. Adheres to and enforces stated safety policies and procedures. 2 OTHER FUNCTIONS: 1. Understands and performs proper construction testing procedures. 2. Coordinates District programs and projects with other agencies and represents the District at public and other agency meetings. 3. Performs other various related duties as assigned. JOB SPECIFICATIONS: EDUCATION 1. Graduation from an ABET accredited four-year college or university with a degree in civil or environmental engineering is required. EPERIENCE 1. Requires a minimum of ten (10) years experience in design, inspection and construction management of multiple, concurrent water and wastewater public works construction projects with a construction value exceeding one million dollars. 2. Five (5) years supervisory experience is required. RESPONSIBILITY 1. Responsible for the management of District s construction program. PHYSICAL REQUIREMENTS 1. Requires continuous climbing of stairs; occasionally ladders. 2. Occasionally requires lifting 1-50 pounds or more. 3. Physical requirements vary depending on construction project. 4. See attached Job Analysis for complete physical requirements. PROFICIENCY REQUIREMENTS: 1. Requires Certification from the Department of Health Services as a Grade D-4 Water Distribution Operator, State of California by 12/31/06, or ability to obtain same within three (3) years of hire. 3 2. Requires knowledge of N.E.P.A. and C.E.Q.A., and environmental process requirements. Knowledge of Lake Tahoe regulatory environment helpful. 3. Requires ability to prepare technical, economic and environmental reports on engineering projects, with the official approval of the Assistant General Manager/Engineer. 4. Requires ability to read and interpret engineering plans and specifications. 5. Requires ability to prepare progress payments. 6. Requires ability to analyze construction schedules submitted by contractors. 7. Requires the ability to negotiate change orders, with the official approval of the Assistant General Manager/Engineer. 8. Requires the ability to prepare technical reports on construction sequences and impacts and present written and oral reports to the Board of Directors. 9. Requires ability to present oral and written reports to committees, agencies, public interest groups, and Board of Directors. 10. Requires knowledge of emergency response principles and the ability to assume responsibility for specified Emergency Operations Center Functions as defined in the District s Emergency Response and Recovery Plan. 11. Requires the ability to read, understand, and follow verbal and written instructions. 12. Requires excellent written and verbal communication and organizational skills. Requires the ability to understand and convey District policy and regulations to the public. 13. Requires working knowledge of personal computers and associated word processing, spreadsheet and engineering related programs, as well as modern office practices and methods. 14. Requires a valid, current drivers license, acceptable by the State of California, with a driving record which enables insurability. 15. Requires the ability to maintain cooperative relationships with co-workers and supervisors. 16. Requires ability to establish and maintain job-specific employee safety program. 17. Ability to operate a pick-up truck and various office equipment. WORKING CONDITIONS During the winter, main environment is that of an indoor office with some exposure to unpleasant wastewater treatment odors. During the summer, some time may be spent inspecting projects, usually outside in noisy, dusty areas, including confined spaces, aboveground such as scaffolding on tanks, or below ground such as pipelines, existing manholes, wet wells, etc. This position also requires sitting at desk or drafting table. May be required to work in inclement weather. May be required to wear escape respirator in the event of a chlorine leak. Page 5 of 5
