WVHK is a skilled nursing, long-term care facility that specializes in providing comfort, support, and professional medical services to elderly or disabled Veterans and their spouses. Position Summary: Do you have experience leading in business? Are you experienced in driving operational initiatives? The Adjutant will have a passion for leading high-achieving teams dedicated to the successful implementation of projects and strategic initiatives, getting results that support WVHK's mission. The incumbent will oversee management services sections within the Veterans Home, that provide support to programs, including Buildings & Facilities, Security, Dietary, Member Transportation, Risk Management, and Member Recreation. The position will also analyze the effectiveness of programs and deliver optimization recommendations, and will bridge Veterans Home and Central Office operations. 5 Wisconsin Department of Veterans Affairs Veterans Homes at King Institution Management Services Director (Adjutant) position description February 2018 INSTITUTION MANAGEMENT SERVICES DIRECTOR Position Summary Under the general direction of the Commandant, Wisconsin Veterans Home at King (WVHK), the Institution Management Services Director (working title: Adjutant) leads, manages and administers the following diverse, complex non-nursing program areas: Dietary, Engineering/Physical Plant, Custodial/Laundry, Security, Marden Center, Member Transportation, Emergency/Risk Management, and Beauty/Barber services. WVHK is a large, multi-building, year-round facility set on 40 acres, requiring executive-level direction to ensure Member-care-focused, customer-service oriented operations across campus. The Adjutant supervises staff; monitors expenditures and procurement activities; develops and executes budget reports; leads/oversees continuous improvement efforts; and plans, coordinates and evaluates services, for all areas of responsibility. The incumbent also serves as liaison between the Commandant s office and the Wisconsin Department of Veterans Affairs (WDVA) Central Office in the areas of human resources, finance and capital improvements. Time% Goals and Worker Activities 35% A. Administrative Direction and Oversight of Dietary, Engineering/Physical Plant, Custodial/Laundry, Security, and Marden Center Services A1. Formulate innovative approaches, plans, programs, and/or improvements, to achieve WDVA, WVHK and operational unit objectives and goals for service delivery. A2. Recommend goals and priorities for change or continuance. A3. Establish priorities and objectives for review and approval by the Commandant. A4. Direct operational-area program development, including space management, home exchange, fire prevention, waste reduction, and biohazard/medication control efforts. A5. Plan and monitor facilities construction projects and maintenance efforts, in coordination with the Commandant, WDVA, Wisconsin Department of Administration s (DOA) Division of Facilities Development and Management staff, and other appropriate entities, to ensure proper utilization and maintenance of WVHK resources. A6. Ensure compliance with requirements of Wisconsin Department of Natural Resources, DOA, U.S. Veterans Affairs, and other regulatory entities. A7. Ensure that the needs of Members, staff and the general public are met. A8. Prepare summary report(s) of actions taken and submit to Commandant/Deputy Commandant as directed. A9. In the absence of the Commandant and Deputy Commandant, make appropriate decisions to ensure the effective operations of the Home are continued. A10. Serve as the liaison for the Commandant with WDVA s Central Office in the areas of human resources, finance and capital improvements. A11. Monitor all human resources, finance and capital improvement services provided to WVHK, secure reports and updates as needed, and facilitate communication in these areas. 20% B Management and Administration of Member Transportation, Emergency/Risk Management, and Beauty/Barber Services B1. Provide direct supervision of Risk Management Officer, to ensure operations minimize risk to the staff, Members, visitors and resources of WVHK.

Lead Emergency Operations and pandemic planning for WVHK. B3. Provide direct supervision of Member transportation services including tugger operations and medical and bus transport. B4. Provide direct supervision of Member Beauty/Barber services. B5. Use quality improvement and Lean priniciples to continually evaluate services and lead improvement initiatives. B6. Prepare summary report(s) of actions taken and submit to Commandant/Deputy Commandant as directed. 25% C. Administrative Direction of Budget Development and Financial Oversight of Assigned Program Areas C1. Direct subordinate supervisors in the development of operating budgets following established guidelines. C2. Prepare budget documents to effectuate the operating budget. C3. Plan and direct the monitoring of an approved operating budget and financial transactions, to ensure effective and efficient utilization of resources allocated to WVHK. C4. Review budget requests received and submit recommended budgets to the Commandant or designee for approval. C5. Ensure consistent application of budget and financial guidelines, practices, and procedures. C6. Lead and oversee continuous quality improvement measures, to improve services, control costs, and cut waste. C7. Establish priority for utilization of staff and funding resources. 10% D. Design, Implementation and Evaluation of Policies and Procedures for Assigned Program Areas D1. Identify policy issues, and design, develop and recommend new policy/procedure or changes to existing policy/procedure, to maximize program effectiveness. D2. Develop policy and procedure to effectively utilize available resources to meet customer needs. D3. Evaluate operating procedures, policies and practices and their application, to ensure compliance with WDVA/WVHK goals and regulatory mandates and ensure intraorganizational consistency. 10% E. Performance of Supervisory Responsibilities E1. Conduct employee performance evaluations, reviews and set employee performance goals. E2. Conduct discipline measures. E3. Participate in interviewing and hiring practices. E4. Provide expert guidance to lower-level supervisors and direct reports. E5. Evaluate direct reports leadership skill and ability and set forth measures to develop skill where needed.
