1 Director, Agriculture Industry and Rural Transition The Director, Agriculture Industry and Rural Transition is responsible for designing and delivering appropriate government interventions that address barriers to agriculture industry development and transition and providing strategic policy and program advice to the department s Ministers, senior Executives and leadership groups on key agriculture industry transition issues. The Director leads a team focussed on rural, agricultural and resources policy and program development to support farm businesses affected by socioeconomic, environmental and technological changes. Our role is to increase jobs, investment, exports and opportunities; stimulate innovation, competitiveness, and confidence; and support sustainability. DEDJTR has nine Ministers across 14 portfolios: Public Transport; Major Projects; Creative Industries; Small Business; Trade and Investment; Innovation and the Digital Economy; Tourism and Major Events; Agriculture; Regional Development; Industrial Relations; Roads and Road Safety; Ports; Industry and Employment; and Resources. Two enabling groups provide department-wide support: Strategy and Planning and Corporate Services. Employment, Investment and Trade The Employment, Investment and Trade Group delivers programs and services to grow the Victorian economy. Its focus is on creating jobs and raising incomes through industry development, targeted investment and increasing the export value of Victorian firms. The group works closely with businesses, including primary producers, to open up new trade opportunities, improve productivity through innovation and skills, develop economic infrastructure and remove impediments to growth. The Group also delivers programs aimed at supporting workers affected by industry changes to transition into new jobs as well as providing opportunities for disadvantaged job-seekers to participate in employment. The Employment, Investment and Trade Group includes Agriculture Victoria; Creative and Visitor Economies; Regional Development Victoria and the divisions of Investment and Economic Projects; Trade Victoria; Industry Develoment and Innovation; Policy Programs, Small Business and Employment; Resources; Fisheries; Employment, Investment and Trade Policy; and the Chief Operating Officer. Agriculture Victoria Agriculture Victoria works with industry, primary producers, and communities to drive sustainable economic growth in the food and fibre sectors. The Agriculture, Food and Fibre Division The Agriculture, Food and Fibre Division works in sector development, policy, regulatory and advocacy with industry partners, primary producers and rural communities. The division delivers important agriculture and biosecurity services to the food and fibre sectors. Key outcomes are to increase the value and volume of production, support industry development and transition, prevent the introduction and spread of pests and diseases, maintain domestic and international market access, and ensure the welfare of all animals. Most of this Division's work comes under the Agriculture Victoria brand, but also includes forest industry policy, domestic animal management and some entity governance.

3 Key Accountabilities 1. Lead the Agriculture Industry and Rural Transition team to create and coordinate policy advice and programs to support farm businesses affected by socioeconomic, environmental and technological changes. 2. Lead strategic projects and provide high-level advice on the socioeconomic impacts of change including complex research and analysis of farm and rural demographics, innovation and uptake, understanding stress, community resilience, and human capital. 3. Lead a flexible and adaptable workforce to ensure appropriate response to acute events. 4. Provide authoritative and timely advice to the Minister, including the provision of effective responses to Parliamentary activities, based on detailed knowledge and understanding of agribusiness. 5. Engage with key stakeholders including local, State and Commonwealth Government agencies and, industry, business and community stakeholders, and lead collaborative network development and partnership practice across the department, other departments and the wider portfolio agencies. 6. Provide strong, collaborative and adaptable leadership, including coaching and mentoring, to foster a high performance culture that delivers outcomes across the Group and Division. 7. Lead by example by actively communicating and embedding a culture of safety first including ensuring OHS legislation compliance. Key Selection Criteria 1. Demonstrated record of achievement in high-level policy development and delivery in agriculture industry, or food and fibre sector. 2. Proven experience in parternering with multiple stakeholders across State and Commonwealth Government agencies and industry, business and communities. 3. Proven senior level management experience with proven ability to lead, motivate and develop a team of skilled and professional staff in the delivery of major policy responses and projects. 4. Highly developed negotiating and and influencing skills including the ability to negotiate and build consensus at senior levels with organisations on complex policy responses and issues. 5. Demonstrated understanding of the impacts of external events and changing stakeholder needs and be able to identify the leverage points where intervention will add value. 6. Highly developed interpersonal and communication skills, with a proven ability to work collaboratively, develop networks and foster effective working relationships with key stakeholders both within and external to government. Desired Experience/Qualifications An appropriate tertiary qualification in a subject-related discipline and relevant post graduate qualifications would be well regarded.
