Executive Summary This policy details the responsibility that faculty deans and directors of professional services have with regard to ensuring that appropriate supervision is provided to members of their faculty/professional services, including ensuring that their managers meet the level of health and safety competency required for their role. The policy also details the factors that managers must take into account when assessing the levels of supervision required by those within their area. Supervision and Management 2.1 Policy Anglia Ruskin is committed to ensuring that all its employees are consistently provided with a level of competent health and safety management appropriate to the degree of risk associated with their activities. We will ensure, so far as is reasonably practicable, that the risks to the health and safety of staff, students and visitors will be managed in compliance with the Health and Safety at Work etc. Act 1974, the Management of Health and Safety at Work Regulations 1999 and other appropriate regulations and guidance. To comply with the relevant legislation and guidance, we will: Appoint competent persons, within, to assist us in understanding, coming to terms with and complying with the regulations Clearly define the role of all personnel in order to help them to effectively meet their responsibilities within the university health and safety management system (HSMS) Ensure that all staff are suitably trained to deal with the health and safety issues relevant to their position o VCG, deans and selected directors, IOSH Safety for senior executives o Safety coordinators, RM H&S awareness course Identify the possible hazards to the health, safety and welfare of staff, students and visitors through carrying out their legitimate Anglia Ruskin activities (work tasks, study etc) Identify and implement reasonably practicable control measures to control the risks to the health, safety and welfare of staff, students and visitors Ensure that faculty deans and directors of professional services have made arrangements for suitable and sufficient written assessment of the risks posed to the health, safety and welfare of their staff, students and visitors (who are required to carry out manual handling operations) Provide suitable and sufficient information, instruction, training and supervision to all relevant staff, students and visitors Ensure that health and safety responsibilities, as appropriate to the role, are considered for all employees through job descriptions and appraisals. 5 2.2. Application This policy document applies to all staff in a management or supervisory role. 3. Responsibilities and Requirements 3.1 The Vice Chancellor The Vice Chancellor has overall responsibility for the establishment, ongoing development, implementation, monitoring and review of the HSMS. 3.2 Health and Safety Policy Group The health and safety policy group (HSPG) have been delegated operational responsibility for planning and guiding the ongoing development, implementation, monitoring and review of the HSMS, including this procedure. 3.3 Faculty Deans and Directors of Professional services for: Faculty deans and directors of professional services are responsible The implementation of this procedure within their area of responsibility Identifying the required level of general health and safety competency required by all staff in their area of responsibility Ensuring that there are arrangements in place to provide appropriate information to members of staff, students, visitors etc Ensuring that there are arrangements in place to ensure HSMS documentation and records are regularly examined to help ensure compliance with procedural requirements Ensuring that minimum standards of required supervision are identified within faculty/professional services policies and procedures Ensuring the identification of, via the Risk Assessment process (see Risk Assessment, AR-RMD-HSMS22), additional requirements for health and safety training in specific fields Ensuring that health and safety training is provided in accordance with the relevant HSMS chapter (AR-RMD-HSMS15) Ensuring that all managers and supervisors are provided with suitable detailed terms of reference, in order to enable them to understand the extent of their responsibilities and authority AR-RMD-HSMS04/Issue 12.0 Page 4 of 6

6 Ensuring that the performance review of all managers and supervisors includes evaluation of their: Health and safety attitude Health and safety competency Achievement of any assigned health and safety objectives 3.4 Managers and Supervisors Managers and supervisors are responsible for: Planning work activities in such a way as to achieve operational objectives Identifying, via the risk assessment process (AR-RMD-HSMS22), the risks inherent in the work activities carried out within their area of authority Monitoring work activities to identify any existing control arrangements that are inadequate, inappropriate or need revision Keeping staff informed of the risks involved in their activities and their role in ensuring that appropriate control measures are implemented. The following techniques, amongst others, will be used as appropriate: Individual briefing sessions Toolbox talks Team briefing sessions Ensuring work activities and responsibilities are carried out in compliance with the HSMS and faculty/professional services health and safety policies and procedures Carrying out planned general workplace inspections and keeping appropriate records (as per AR-RMD-HSMS05) Monitoring workplace activities in general via continuous observation supported by spot checks Training and coaching staff to develop the competence of each person Ensuring adequate provision, through a full and proper risk assessment, is made for the direct supervision of their staff and students, taking into account: The severity of risks in the workplace The competence of the persons involved Any specific legal requirements Tutor to pupil ratios The special needs of: ~ Young persons ~ New employees ~ Those allocated to new or unfamiliar tasks ~ Those carrying out high risk activities ~ Persons with disabilities AR-RMD-HSMS04/Issue 12.0 Page 5 of 6

Definitions 5.1 Supervision: The provision of direction, help, guidance, example and discipline in order to ensure that staff fully understand task associated risks, required standards of performance, and that supporting procedures and systems of work are applied in a consistent manner. 5.2 Competency: The ability to perform a task to the standards expected.
