1 Terms of Reference Duty Station: Type of contract: Cairo, Egypt Individual Contract / Retain Contract Title: Consultant on Knowledge Management, ICT for Development and Innovation for development. Languages required: Description of the assignment: Duration of the assignment: Location of the assignment: English The consultant will analyze and review the progress to date of the UNDP s Innovation for Development Portfolio, advise on possible next steps, trends and opportunities and assist with the preparation of documentation for further funding One Year (30 days) Home Based / Cairo, Egypt 1. Background: The Innovation for Development (I4D) Team works in Egypt to provide innovative solutions with the aim of supporting youth and empowering local communities. The programme aims at enabling the creation of new initiatives, the growth of small and medium enterprises (SMEs), fosters entrepreneurship and social innovation, in addition to job creation and employment in Egypt. Other related projects target illiteracy eradication, e-health and socio-economic empowerment of women in rural areas and of people with disabilities. UNDP closely collaborates with various actors ranging from public and private sector, civil society organizations and young entrepreneurs. In addition to community development work, the I4D team created an innovations lab in 2014 with an objective of mainstreaming innovation into development practice to increase the impact of development solutions. Experience to Date in Egypt To date, UNDP I4D team has conducted a number of interventions in closely-related fields at both policy and community levels, including but not limited to the following: 1

2 1. Supporting the national ICT infrastructure. Through its partnership with MCIT and the National Telecommunications Institute, activities aim to upgrade ICT infrastructure, develop ICT policies, strategies and indicators through extensive expert research and development; 2. Supporting the development of the organizational and institutional capacity of National Telecommunication Regulatory Authority; 3. Supporting MCIT in expanding the innovative utilization of ICT in all areas of life accelerating the socio-economic development of Egypt and making ICT more accessible and affordable to all citizens. 4. Empowering communities with access to valuable to digital tools, skills, training and relative information, broadening the horizons of Egyptian citizens through the improvement of their digital literacy. Specifically: a. Developing ICT Skills, in partnership with ITI and NTI. Providing youths with international standards human capacity building programs, hands-on training and exposure to latest technologies; b. Matching talented Egyptian youth with job opportunities at SMEs after undergoing an extensive capacity building program through the Freelance Me initiative; c. Matching education with the market needs in partnership with ITI, facilitating collaboration among individual capabilities, industry expertise, academic references, and community; 5. Supporting entrepreneurship in partnership with TIEC. Including strategizing, facilitating, and promoting innovation, entrepreneurship and the creation of intellectual property in ICT and its applications. 6. Establishing a South-South Development Academy (SSDA) to identify solutions to overcome development challenges. SSDA acts as an exchange of high-quality peer-reviewed knowledge and experiences and showcases selected successful solutions; and, 7. Establishing an Innovation Lab to address the needs of the Egyptian innovation and development ecosystem. Lab s function include but are not limited to: a. Social Innovation Camps i. To lead a data driven revolution in the preparation of the 2015 NHDR on Social Justice, by involving youth in the definition of social justice and the conception of solutions to the lack thereof; ii. Support gender work on Violence against Women; b. Hackathons: a series of hackathons are held quarterly whereby youth learn about and apply Cloud Computing, Mobile Applications, Big Data & Analytics technologies and approaches to finding solutions for development challenges to bring about Smart Cities ; and, c. Game Design for Development. 2. Scope of Work and Tasks: The consultant will work across four areas: 1. Analyze and review the progress to date, the achievements and evaluate factors to improve or stabilize the impact of the activities conducted under the i4d umbrella of projects; 2

3 2. Advise on possible next steps, trends and opportunities an evaluate them through the capacity of the team and its partners through an agreed methodology; 3. Advise on the opportunities to find and leverage financial support to further its initiatives; and, 4. Assist with the preparation of documentation for further funding, as needed 3. Deliverables: The scoping and consultation process will result in a summary assessment of technical and system capabilities and gaps and opportunities; discussion of options and recommendations; and an action plan to establish an AIMS (including the scope of an AIMS). It is important that the recommendations of the mission outline how AIMS will be an integral part of Government s aid management procedures and processes as well as how it will be linked into the national planning, budgeting, execution, and monitoring procedures and processes. The proposed action plan will be presented to key stakeholders for consensus, and will outline next steps, responsibilities and deadlines (date to be modified). This will be reflected in a report to be submitted within two weeks after the in-country mission. This assignment could be followed by another assignment, based on Government and stakeholder considerations to design a project document for UNDP and MOPIC (and other potentially involved partners), based on the scoping outcome and the agreement reached by stakeholders on the AIMS. 4. Duration of the contract and location: The consulting will take place across a period of a minimum of three months but not over six months, for a total of 30 days commencing in March It will include one or two missions to Cairo, as needed. 5. Competences: Corporate Competencies: Demonstrates commitment to UNDP s mission, vision and values; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability. Highest standards of integrity, discretion and loyalty. 4 Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported; Leadership and Self-Management: Focuses on result for the client; Consistently approaches work with energy and a positive, constructive attitude; Remains calm, in control and good humored even under pressure; Demonstrates openness to change; Responds positively to feedback and differing points of view. 6. Skills and experience: Education Minimum Bachelor s Degree in Art, Design, Innovation, Technology, Facilitation or related field. Master degree in human development. Experience Minimum 20 years of filed experience in knowledge management, information technology and communication. Experience in designing large-scale development projects in the fields of ICT for Development, Language Knowledge Management and Innovation for Development. Fluent in written and spoken English. Competencies Demonstrated expertise in the management of development projects. Strong communication and organizational skills as well as team work capabilities. Familiarity with UNDP s work and human development challenges. Excellent knowledge of social innovation and techniques. An ability to complete the task in a timely fashion and team works. 7. Financial Proposal: Interested individuals are requested to submit an itemized price proposal. 4

5 The Price proposal should be fixed and all-inclusive. This means that all costs (professional fees, accommodation costs, travel costs and consumables, etc.) that could possibly be incurred by the consultant are factored into the final. Currency: All proposals shall be quoted in USD. Schedule of Payment: Upon the completion of the expected deliverables. 8. Terms of Payment UNDP shall provide payment of travel expenses and incidental cost. Consultant should submit a certificate of payment on a monthly basis for days worked and agreed by UNDP, up to the maximum specified by this contract and/or its amendments. 9. Submission Date: Interested individuals are required to submit the following documents: 1. Letter of interest in response to the TOR 2. Proposed approach/methodology to be implemented in response to TOR 3. The financial proposal including the following breakdown: - Consultancy fee per day; - Travel cost - Daily allowance/ per diem. 4. Updated P11 form 5. Work Plan and Timeline. Evaluation The award of the contract will be made to the individual consultant whose offer will be evaluated and determined as: a) responsive/compliant/acceptable. b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
