2 For Type III IMT s 2 To have a better understanding of expectations on a wildfire event. To have an idea of what resources are available in Texas to assist in wildfire events. To gain a basic understanding of nomenclature used in wildland arena.

10 o ERC (Energy Release Component) index related to how hot a fire could burn. o o BI (Burn Index) Measures fire intensity, difficulty of control. PL taken in combination of BI & ERC o Percentiles 97% = only 3% observations have fallen in that range; rare event. o Fuels o 1hr: 0-¼ diameter, fine flashy /grass, burns hot and fast o 10hr: ¼-1 diameter o o 100hr: 1-3 diameter 1000hr: 3-8 diameter 10

11 What will you need? Is it on the order? Laptop, thumb drive, self sufficient? (lodging, meals, etc) Ensuring full deployment availability. Is PPE required? 11

12 Upon Arrival The most important element to support a type 3 fire is knowing what you are expected to do and who exactly you are working for DELEGATION OF AUTHORITY OBTAIN A LETTER OF EXPECTATION NEGOTIATION? Can you perform as expected? Are you assigned to a single fire? A fire complex? Or even a geographical area Even if you are working for local county you will be interfacing with other agencies Be careful on duplication of effort when you have a lot of moving parts, don t order twice Try to get a feel for area politics, strain on resources, multiple ICPs 12

14 Planning Section What are the objectives? What is the box? Weather significance. When will we get our break What is the weather forecast? Forecasted changes? SPOT forecast? Where to get the data? IAP generation (day and night). Must be timely and accurate! Ops and Ops Briefings are relying on this entirely for tactics. This gives them Leader s Intent. 14

15 o Haines Index Measures atmospheric stability scaled 2-6 (2 low-6 high) o Will show daily differences (+/-) o o o Forecasted area discussion in top Days 3-7 discussion county specific Minor differences in different NWS geographic locations 15

16 Planning Section RESL Lead time for non-local/start work time Work: Rest Requirement 2:1 If you work 36 straight hours you need to take the following 18 hours off. Try not to work crews over 16 hours a day. Flexibility is too rigid you need to be fluid. Wildfires are complex and dynamic, be prepared to move ICPs, change tactics, resource types, Crews may be working day and night shifts/ops periods. Be prepared to be on night ops 16

17 What resources do you have already? Do you need a check in process for resources on scene and incoming resource's? What resources have already been ordered? Where can you expect the resources to come from? What overhead personnel are required with certain pieces of equipment? Where can you find production rates for equipment on wildfires? What resources (Type and Kind) are needed? What overhead is needed to support those resources? Where do the resources go? Are there check in sites established/staffed? equipment and personnel 17

18 Logistical Support All those resources need to be supported. Where will you find that many hotels in Lukenbach?? Who s going to feed them? Have you been given a budget or limits? 18

22 Augmenting portions of Command Structure already in place We are not going in to Take over Command. Teams are asked to come in to assist with the incident management Humility, these folks are getting beat up and they aren t accustomed to failure Full assignment availability producing an IAP, resource tracking and ordering Continued transparency/local inclusion of incident info/status. LOFR's are another big part of this. Who do you answer or are accountable to re authority, information loop, etc IAP timeliness Resource management/accountability is CRITICAL 22
