1 JOB DESCRIPTION Post Title Salary Grade Hours Location Reports To Service Area Purpose Of Post Learning & Development Manager (Children s and Adults Workforce) Grade M Up to 37 Hours Northamptonshire / Cambridgeshire Development Manager LGSS Learning & Development To lead the development and delivery of learning and development programmes for customers including Adults Social Care and/or Children s workforces. In partnership with customers/stakeholders, develop best practice solutions using in-house and external capability that supports the common programme and specialist areas that embrace new ways of working, exploiting technology. To deliver workforce development activities that support transformational change, senior training and manage a team of Learning and Development advisers PRINCIPAL RESPONSIBILITIES 1. To manage a team of Learning and Development Advisors and budget to support the delivery of workforce development activities that support transformational change. 2. To develop and implement programmes and training to enable change, including innovative learning and development solutions. 3. To advise the Head of Learning and Development (L&D) on innovative and creative solutions 4. To implement an L&D strategy following a skills and capability gap analysis process to inform the development of L&D frameworks for key customers/stakeholders. 5. To develop a resourcing strategy to blend in house learning with cost effective commissioning of the external market to ensure the L&D requirements can be delivered effectively. 6. To develop opportunities to work in partnership with other agencies to deliver a value for money L&D programme of activity across multi-sited / multi faceted organisations 7. To liaise with the Workforce Strategy Advisers on the L&D requirements of customers

To develop a range of interventions that will ensure the embedding of the culture and behavioural changes necessary to create effective leaders and managers; outstanding and valued employees who have the capability to provide excellent services to customers and manage change effectively. 9. To manage development and delivery of an effective leadership and management learning and development programme. 10. To manage the development and delivery of a core skills learning and development programme to build in-house capability. 11. Develop strategies and tools for the cascading and embedding of leadership and management competency frameworks incorporating these into learning programmes, plans and policies to drive through improved performance and customer satisfaction. 12. Oversee the design, delivery or commissioning of appropriate training courses and other learning interventions, by networking and finding best practice to become market leaders. 13. Develop a commercial proposition for new customers. This Job Description reflects the major tasks to be carried out by the post holder and identifies a level of responsibility at which they will be required to work. In the interests of effective working, the major tasks may be reviewed from time to time to reflect changing departmental needs and circumstances. Such reviews, and any consequential changes, will be carried out in consultation with the post holder.

3 PERSON SPECIFICATION Post Title: Learning & Development Manager (Children s Workforce) ATTRIBUTES ESSENTIAL CRITERIA DESIRABLE CRITERIA Education and Qualifications Or Educated to degree level or Level 5 CIPD training qualification or equivalent at certificate level or above Social Work degree or equivalent qualification with experience of supporting learning e.g. PQ Enabling Others or Practice Teacher Coaching/mentoring qualification Qualified to administer psychometric tests Prince 2 Project Management or equivalent ILM 5 or equivalent Or Post Graduate Certificate in Learning technologies qualification. And Evidence of personal OD/L&D Continuing Professional Development

4 Experience and Knowledge Educated to degree level or equivalent CIPD qualified (or OD equivalent) Knowledge of a range of different organisation change models and their practical application. Knowledge of a range of coaching/ learning models and their practical application. Significant experience of innovative delivery of one of the specialisms in the L&D functions, such as social care, technology and management development. Experience of developing and implementing a learning/ training strategy across a multi-sited / multi faceted organisation. Extensive experience in developing best practice learning and development solutions that meet business requirements. Commercial experience in developing solutions and engaging new customers. Experience in co-ordinating and delivering training/learning interventions in support of organisation and people change programmes. Experience of designing and implementing people performance management processes. Extensive experience of the evaluation of training and learning needs across a multisited business. Knowledge of a broad range of models for delivering adult learning and training evaluation techniques (e.g. Kirkpatrick model). Experience of effectively managing a organisation wide training budget. Track record of the development and implementation of large scale behavioural change and learning strategies Track record in the development of commissioning framework and models Track record of leadership and development of high performing learning and development team to deliver the requirements of an organisation undergoing change. Excellent planning, project management, prioritisation and organising skills. Experience of evaluating quality interventions to demonstrate return on investment and value for money. Demonstrate the ability to work in partnership with key customers to deliver workforce development outcomes Ability to Coach/Mentor Experience of acquiring substantial new business/new customers
