1 POSITION DESCRIPTION Manager Soil & Organics Recycling Facility 1 POSITION DETAILS Position Title: Reports to: Department: Location: Manager Soil & Organics Recycling Facility () Executive Manager Commercial Business / Commercial Business Traralgon & Dutson Downs Date: August 2018 Document Reference: COR/10/ PURPOSE OF POSITION The Manager plays a significant strategic leadership role in the operational management of Gippsland Water s Soil and Organics Recycling Facility to achieve the required business, financial, environmental and safety objectives to ensure a quality customer service. 3 ABOUT GIPPSLAND WATER The incumbent will be expected to adhere to all Gippsland Water policies and procedures, and in doing so, demonstrate our organisational values. About us Gippsland Water is the second largest regional urban water corporation by revenue in Victoria, comprising a diverse, complex and geographically dispersed asset base spread across a 5000 km2 region which is serviced through an asset base of in excess of $1 billion. 2 We exist to deliver reliable, high-quality water, wastewater and waste recovery services to ensure the economy and liveability of the central Gippsland region. Our service area is diverse in area and needs, from the fast growing region in the west, to the transitioning challenges of the Latrobe Valley to providing water and wastewater services to Victoria s largest industrial water users. There has been significant change throughout the Gippsland region, in particular, the closure of major businesses. While this changing landscape presents many challenges to Gippsland Water, it also highlights the importance of the role Gippsland Water plays in the region, and the role we play in the region s transition. Gippsland Water will continue to focus on: maintaining quality water and wastewater services for our customers at an affordable price our sustainable future and the future of the region, and the role we play in the future. To enable the corporation to meet these needs Gippsland Water has introduced a new approach and strategy that better reflects the needs of the communities and positions the organisation to deliver sustainable environmental and financial outcomes. This position, therefore, provides the opportunity for flexible working arrangements. About the Soil and Organics Recycling Facility () The is an EPA licensed waste treatment and composting facility. The facility is located at our hectare Dutson Downs property, near Sale. The accepts and treats EPA prescribed and non-prescribed wastes. The majority of these are used as part of our composting process. Wastes accepted at the include tannery wastes, industrial, car, truck and machinery wash waters, content from grease traps in commercial kitchens, milk and food wastes, poultry manure, green waste and other organics. We accept other wastes at the but they are not used in the composting process. These include synthetic mineral fibres such as household insulation materials and content from septic tanks. Our composting process produces the REVIVE Recycled Compost product. This is distributed by Rosedale based agricultural services company Gibsons Groundspread. REVIVE benefits the local agricultural industry by improving soil health in the region including at Gippsland Water s Dutson Downs property. REVIVE Recycled Compost has also been industry recognised by being a recipient of a Program Innovation Award for the Victorian Water Awards Currently we are producing approximately 1000 tonnes of REVIVE Recycled Compost per week and expect this to rise as demand increases. REVIVE Recycled Compost meets strict requirements set by AS the Australian Standard for Composts, Mulches and Soil Conditioners. The team s purpose is to operate the within regulatory frameworks, policies and procedures as directed by their stakeholders. Page 2 of 7

3 The composting market segment is emergent dynamic industry, and the incumbent will need to work closely with stakeholders to develop secure supplies of greenwaste and to develop offtake markets for the compost and alternate products produced that are both innovative and sustainable. The incumbent will work with the team to identify significant opportunities and risks to the and plan accordingly to manage these risks and opportunities. The position will be responsible for all aspects of compliance and will need to meet all corporate governance, regulatory, and the environmental strategic and business plan requirements in the process of sustainable business growth and efficiency. 4 6 KEY RESPONSIBILITIES Lead a team of professional, technical, administration and multi-skilled operator staff to provide effective and efficient operation, maintenance and environmental aspects of the business in line with Gippsland Water s internal business plan, policies, procedures, and external regulatory performance objectives and customer needs. Manage all operations with focus on quality assurance processes to ensure the consistent production of a marketable Aust Std compliant compost product. Develop and implement a monitoring and reporting process for all operations at the. Develop and promote the capabilities to the external market and industry stakeholders to meet s long term business objectives. Provide specialist and effective technical advice in relation to business issues to support Gippsland Water in achieving its strategic objectives. Maintain and develop staff culture and organisation systems towards the provision of a recognised safe working environment for staff, customers and suppliers in alignment with GW s Strategic Priorities and Values. Enhance waste and environmental management processes and practices at Dutson Downs and provide sound asset decision making, including the planning and appropriate timing of significant asset improvement projects. Prepare sustainable risk/opportunity based budgets for the business and manage day to day revenue and expenditure, considering ongoing risks and opportunities, to align with these budgets. Identify, assess and manage/mitigate risk in a proactive manner within GW s Risk Management Framework. 7 KEY CHALLENGES The Manager will be challenged with positioning the business as a recognised and respected player within the organic waste treatment industry for innovative and efficient treatment of organic wastes for beneficial reuse. The incumbent will need to gain a well-rounded understanding of all facets of the organic waste industry market, its future direction and needs to position the business to exploit these opportunities whilst mitigating the business risk associated with a public sector organisation operating within the waste treatment industry. The incumbent will need to understand the technology and opportunities that the facility provides to progressively position/ re-position the business to succeed in an increasingly changing environmentally and cost conscious production environment. The incumbent is required to efficiently resource and manage the team. The incumbent is expected to provide strong leadership and inclusive management skills to develop appropriate quality and environmental management systems and foster a site safety culture that is industry leading to ensure high levels of performance in both corporate and environmental governance. 5 8 JUDGEMENT & REASONING This role will require the development and refinement of longer term strategic plans which requires detailed technical and specialist knowledge and a high level understanding of a range of Gippsland Water policies and procedures, waste industry trends, treatment techniques and general operational processes. In addition, it is necessary to understand and implement short and medium term waste treatment initiatives within the capability to provide solutions to meet specific customer needs. There is a frequent requirement for decision making that includes elements which are complex, without precedent and frequently extend beyond the immediate work environment that can have both short and long lasting effect. These will require the Manager to interpret scientific and technical data and reports within their acquired professional and technical knowledge and determine the best mitigating decision within limited time frames. Those decisions which are complex and/or without precedent and which require input of technical experts and/or consultants are generally made in consultation with executive management. Where specialist technical knowledge or policy related impacts may occur prior discussion with the Executive Manager will be expected to ensure other strategic and operational matters are not compromised. The commercial and regulatory environment in which the business sits is continuously changing and evolving. This necessitates the incumbent to be proactive in the review and interpretation of potential impacts and risks, negotiation of specific requirements and objectives with clients and regulators and the development of appropriate strategies and actions. 9 INTERPERSONAL SKILLS/COMMUNICATIONS This role requires the Manager to adapt their highly developed communication skills; written, verbal and presentation, to suit a diverse range of customers and stakeholders (both internal and external). These skills will enable them to simplify technical concepts, and explain these in a simple format to a wide range of audiences, as well as advise and guide staff on the implementation of changing policies and procedure and the implementation of measures set out in the Gippsland Water Business and Strategic plans. The role also requires the ability to convince, negotiate and influence key customers and stakeholders, both internally and externally to Gippsland Water. This will be in the context of marketing our waste management and compost product services to our customers. In addition, the incumbent must from time to time, communicate and negotiate successful outcomes with regulators in relation to compliance measures and waste management activities. These skills also apply in the development and negotiation of significant service agreements and waste management contracts to ensure the efficacy and sustainability of services provided to and by the facility. The incumbent is required to provide briefings to Executive Management and the Board in relation to business planning and forecast performance. In addition, they must provide accurate and considered advice regarding the mitigation of potential risks and opportunities, and recommendations to capitalise on business opportunities as they arise. 6 They will also represent the organisation in regulatory, industry and public forums related to business objectives, and portray a professional and consultative business approach to all dealings with internal and external stakeholders. The position must also proactively work across the organisation and provide strong commitment to the achievement of joint business objectives. Internal Communications Board, Executive Management Team, General Manager Assets, Agribusiness Manager, Operations Managers, Other third level Managers, staff as well as the Regulation, Environment, Organisational Development and Finance workgroups. 10 KNOWLEDGE, SKILLS & EXPERIENCE ESSENTIAL & DESIRED FORMAL QUALIFICATION Essential: Desirable: Tertiary qualifications in a business management, finance, environment and/or science/engineering field. ESSENTIAL & DESIRED SKILLS/EXPERIENCE Essential: Highly developed people management skills with a minimum of 5 years experience managing a team; Ability to communicate effectively and negotiate successful outcomes with industry professionals and executives; Experience in contractor management Reviewing and implementing business contracts; Demonstrable leadership qualities and an ability to develop and train staff and build an effective, capable and cohesive team; Desirable: Sound technical skills which can be applied in the waste industry including the application of sustainability principles. Demonstrable knowledge and/or experience in developing or operating in the solid and liquid waste management or waste treatment industry including the application of sustainability principles. 7 Sound understanding of quality systems, regulatory requirements and risk management principles; Demonstrated ability to develop a strong relationship network with key business partners within the waste, organic and government sectors; Demonstrated ability in business development, coupled with verifiable commercial and financial skills; Ability to assess potential risks and liabilities associated with accepting and processing waste; Well-developed oral and written communication and presentation skills; A current (valid) Victorian Driver s Licence. 11 SELECTION CRITERIA Demonstrated experience in leadership, people management and the ability to nurture, motivate and develop a high performing team in a competitive operating environment.
