The Bidder should have successfully completed at least one similar single service/work contract during last 5 years of value not less than Rs Lakhs (Rupees Three Lakhs Only) on annualized value of service/work contract. 2 SPECIAL CONDITIONS OF CONTRACT-B 1. SITE VISIT Bidder is advised to visit and examine the Site of connectivity and its surroundings and obtain for itself on its own responsibility all information that may be necessary for quoting the rates and entering into a contract for providing the service. The cost of visiting the Site shall be at bidder s own expense. Bidder and any of its personnel or agents will be granted permission by BCPL to enter into its premises and lands for the purpose of such visit, but only upon the express condition that bidder, its personnel, and agents will release and indemnify BCPL and its personnel and agents from and against all liability in respect thereof, and will be responsible for death or personal injury, loss of or damage to property, and any other loss, damage, costs, and expenses incurred as a result of the inspection. 2. INSTALLATION 2.1 All the pre-requisites regarding site readiness has to be clearly intimated to BCPL in advance and if felt needed, Bidder can visit the SITE(S) in advance and check for the readiness for power, housing, installation/operation etc. of equipments needed for commissioning of the LINK at SITE(S). Bidder shall make recommendations on any of the parameters in case the same is not found in acceptable range, before commissioning of the link. 2.2 Installation responsibilities On completion of installation, Bidder shall show the LINK in working condition to BCPL. Bidder shall configure the LINK as per the detailed scope mentioned in this document and further can be improved based on the discussions with BCPL. On successful completion of the Installation of the SYSTEM, these shall be handed over to BCPL. Bidder shall submit the installation report along with SYSTEM configuration report to BCPL. 2.3 No installation/ tuning/ optimization charges, if any will be paid by BCPL. 3. ACCEPTANCE TESTS (AT) / On Site Acceptance Test (OSAT) On completion of supply(if any), installation, configuration and fine tuning of the solution but before commissioning of links by Bidder, BCPL and Bidder shall check for the correctness and completeness of the configuration, throughput and completeness in the solution for acceptability.

3 4 COMPLETION / DELIVERY The contract period for providing the Internet leased line facility will be 2 years from the date of commissioning of the link. The link is to be commissioned within 30 days from the date of award of the contract. 5. CONTRACT PERIOD The contract period shall be for 2 years from the date of commissioning of the link extendable further without any change in terms and conditions at the sole discretion of BCPL. Also, BCPL can terminate the contract on its discretion by giving one month notice in advance in case services are not found satisfactory to BCPL. 6. PAYMENT TERMS Payment schedule for availing Internet leased line Connectivity shall be at the end of each quarter. 7. LOCATION Exact location for installation of all the equipments will be decided by BCPL. 8. NOC Any NOCs or licenses required shall be the sole responsibility of Bidder. 9. SPOC Bidder shall provide local service support helpdesk and nominate a Single Point of Contact at Dibrugarh for resolution of any service related issue. 10. OPERATION AND MAINTENANCE a) Bidder shall maintain all the equipments installed by bidder for providing Internet Services to BCPL for 2 years, including provision of replacement of faulty equipments during contract period free of cost. b) Bidder shall provide 24 X 7 services for any link/connectivity issues.

4 11. PENALTY Penalty will be levied upon failure to meet the SLA of 99.95% uptime service availability. Uptime (%) of the Internet link will be calculated (per quarter) as given below: Uptime= ((Total time - Downtime) /Total time) X 100 Penalty will be charged from the quarterly recurring charges as per the following table based on the Uptime for the quarter: Uptime value Penalty >= 99 % No penalty <99% & >=98% 2 times the recurring charges for downtime <98% & >=97% 5 times the recurring charges for downtime <97% 10 times the recurring charges for downtime 12. OTHER CONDITIONS Bidder shall offer only single Technical Solution to meet the scope of work. All the expenditure for boarding, lodging, travelling, transport of material to BCPL Site shall be borne by Bidder. Bidder must quote their rates strictly as per the Schedule of Rates (SOR). At the expiry/ termination of the contract, Bidder shall arrange for dismantling of the hardware equipments provided by them without disturbing the other systems. Service provider will provide reasonable notice of planned outages / network maintenance that fall outside the SLA. ****************************

5 SCOPE OF WORK i) BCPL is looking for a redundant ISP link with 10 Mbps dedicated minimum of 1:2 Internet bandwidth with unlimited upload and download for browsing, business applications and video conferencing. The recurring charge for bandwidth has to be quoted and no additional payment shall be made by BCPL. The required bandwidth is to be provided at BCPL Plant Site, Lepetkata, Dibrugarh. The connection has to be terminated on an Ethernet RJ 45 link. The offered leased line solution should provide features like: Secure, Reliable. Guaranteed bandwidth Symmetrical Internet bandwidth for optimize upload and download of business critical application/data. SLA on Link Availability up to 99.95%, to ensure service availability Expert and prompt technical support. ii) iii) iv) Bidder must provide 10 Mbps minimum of 1:2 Internet link and must ensure to integrate, configure and fine tune the solution with BCPL s LAN setup at BCPL Site Offices for providing Internet access to all the users. The ISP Link will necessarily have to be other than M/s Dishnet Wireless Limited (Aircel) for redundancy and will be configured in load sharing with existing internet bandwidth i.e. 6 Mbps to ensure high availability in case of link failure. The bidder has to provide minimum 8 nos. of Valid Public IP Addresses to BCPL. v) The Bidder must provide total maintenance/escalation responsibility for all the equipments/services during the entire contract period. vi) The Bidder shall provide bandwidth utilization monitoring facility, link status monitoring and call logging facilities to BCPL.
