1 UN-Women MCO - Caribbean Expression of Interest EOI BRB UN-Women Multi Country Office Caribbean (MCO-Caribbean) invites interested individuals and organisations to apply on the following: Summary of proposal: Objective Request for proposals on provision of services of a video producer to develop communications and advocacy video tools on gender and the SDGs. Duty Station UN Women Multi Country Office - Caribbean Intent To facilitate a procurement process for a Long Term Agreement for 2 years with a video producer to develop communications and advocacy video tools on gender equality and the SDGs. Context: UN Women is calling for proposals on provision of services of a video producer to develop communications and advocacy tools on gender equality and the SDGs. Grounded in the vision of equality enshrined in the UN Charter, UN Women promotes the advancement of human rights and gender equality is at the heart of UN Women s work globally. On 1 January 2016, the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development officially came into force. The SDGs build on the success of the Millennium Development Goals (MDGs) and aim to go further to end all forms of poverty. Over the next fifteen years, with these new Goals that universally apply to all, countries will mobilize efforts to end all forms of poverty, fight inequalities and tackle climate change, while ensuring that no one is left behind. The new Goals are unique in that they call for action by all countries, poor, rich and middle-income to promote prosperity while protecting the planet. They recognize that ending poverty must go hand-in-hand with strategies that promote gender equality, build economic growth and addresses a range of social needs including education, health, social protection, and job opportunities, while tackling climate change and environmental protection. All CARICOM countries have ratified the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW), are signatories to the Beijing Platform for Action (BPfA) and the Sustainable Development Goals (SDGs). These international frameworks highlight the importance of gender equality and women s empowerment and encourage governments to take measures to adopt the necessary measures to achieve gender equality and women s empowerment. In the Caribbean, in spite of a legacy of strong women s leadership and broad commitments to gender equality, gender equality is not often recognized as not only a fundamental human right, but a necessary foundation for a peaceful, prosperous and sustainable region. 1

2 Minimum standards The consultant/organisation should meet the following criteria: Education: It is essential that the consultant has a degree in communications or filmmaking. Experience: At least 5 years experience in filmmaking. Experience making training videos. Experience with issues related to women s empowerment and gender equality is preferred. At least 3 years experience working in the Caribbean. Languages: Fluency in English is required (written and spoken) Values / Guiding Principles: Integrity and Fairness: Demonstrate consistency in upholding and promoting the values of UN Women in actions and decisions, in line with the UN Code of Conduct; Professionalism: Demonstrate professional competence and expert knowledge of the pertinent substantive areas of work. Conscientious and efficient in meeting commitments, observing deadlines and achieving results. Cultural sensitivity and valuing diversity: Demonstrate an appreciation of the multicultural nature of the organization and the diversity of its staff. Demonstrate an international outlook, appreciating difference in values and learning from cultural diversity. Core Competencies: Work in teams: Demonstrate ability to work in a multicultural, multi ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds; Communicating and Information Sharing: Facilitate and encourage open communication and strive for effective communication; Self-management and Emotional Intelligence: Stay composed and positive even in difficult moments, handle tense situations with diplomacy and tact, and have a consistent behaviour towards others; Conflict management: Surface conflicts and address them proactively acknowledging different feelings and views and directing energy towards a mutually acceptable solution; Appropriate and Transparent Decision Making: Demonstrate informed and transparent decision making. 2

3 Outputs: The output of this process will be that the MCO-Caribbean will conduct a procurement process with the intent of entering into a Long Term Agreement for 2 years with an individual/organization to develop communications and advocacy video tools on gender equality and SDGs. Immediate outputs will include the following developed under the overall supervision of the UN Women MCO - Caribbean Representative and the direct supervision of the Deputy Representative: Develop at least 5 videos (no more than 5 minutes in length) on women s leadership in the Caribbean for the General Public. Develop at least 2 training videos (no more than 5 minutes in length) on gender equality and the SDGs for parliamentarians and local government representatives. Specific activities and deliverables: Workplan outlining production schedule for completing 5 videos on women s leadership in the Caribbean for the general public and 2 training videos on gender equality and the implementation of the SDGs in the Caribbean for parliamentarians. Collaborate with UN Women staff to develop 5 Script Outlines on women s leadership in the Caribbean for the general public. Collaborate with UN Women staff to develop 2 Script outlines on gender equality and the SDGs for parliamentarians and local government representatives. Complete 5 videos (maximum 5 minutes in length) on women s leadership in the Caribbean. Complete 2 videos (maximum 5 minutes in length) on gender equality and the SDGs. Eligibility criteria Individuals Registered Organisations The consultant should be based in the Caribbean and some travel in the Caribbean may be required to Jamaica, Trinidad and Tobago, Grenada, Guyana, Suriname, Antigua and Barbuda, Dominica, Belize, Saint Lucia and Barbados. Submission details Interested individuals and organisations must provide information indicating that they are qualified to perform the services (resume, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) All submissions should be mailed to procurement.brb@unwomen.org with the subject REF: EOI BRB Submissions must include: Completed Resume (Annex 1) detailing information as specified. Links to past work. List of references at least 2. Information on incorporation of business (if applicable). 3

4 The EOI and accompanying documents must be received by on 8 April 2016 at 16:00 hours, Barbados time clearly labeled Description of Work, services, goods. EOIs received after the above deadline will not be considered. EOIs must be limited to a maximum of 10 MB, virus-free and no more than 3 transmissions. They must be signed and in.pdf format, free from any form of virus or corrupted contents, or the proposals shall be rejected. EOI from suppliers failing to provide the request information will be disregarded. Invitations to bid and any subsequent purchase order will be issued in accordance with the rule and procedures of UN-Women. This EOI does not entail any commitment on the part of UN-Women, either financial or otherwise. UN-Women reserve the right to accept or reject any or all EOI without incurring any obligation to inform the affected applicant/s of the grounds. Appraisal and selection process Individuals/Organisations will be selected in accordance with the procedure set out in the UN-Women Procurement Guidelines and UN-Women Financial Rules and Regulations. The proposals will be evaluated through an open and competitive process. Shortlisted entities will be considered for the retainer contract. 4
