2 Implementation Status and Key Decisions The project continues to make substantial progress. Under component 1 (Institutional Reform and Organizational Change), a new National Statistical Development Strategy (NSDSII ) was developed with wide consultation with stakeholders (over 16 ministries, departments and agencies). The document was approved by the GSS Board of Governors. NSDSII has already been disseminated and is publicly available through GSS website. Although Statistics Bill could not be enacted into law in 2016 as planned, significant progress has been made - demonstrating improved capacity on the part of the GSS and demonstrated political interest by government to provide stronger legal framework and improve institutional capacity for statistical services. In an effort to re-submit the bill to the cabinet following the new parliamentary session that begun on January 7, 2017, GSS held one stakeholder consultation that was proposed at the National Data Roadmap Forum held in April, Furthermore, the project continued to sponsor staff of GSS to pursue courses leading to the award of a master s level degree. As at last supervision mission, a total of 58 staff have been sponsored since project inception to pursue various courses leading to the award of a post-graduate degree (Masters Level Degree). Most of the courses being pursued are economics, statistics/mathematics, demography, geography, sociology, GIS, information technology/computer science, project management and supply chain management. Finally, under component 1 the buyout program was concluded and 54 staff were separated from the GSS. For component 2a, Capacity building activities for GSS and the MDA statistical units continued to improve over the last six months. Training programmes, intended to improve professional skills of staff were held focusing on data collection, analysis and reporting. Staff of GSS and participating MDAs were therefore involved in trainings on Project Management directed at GSS Directors and MDA Coordinators; training in data analysis and report writing for selected GSS staff and staff of RSIM units of implementing MDAs. In addition, series of training programs were organized including training of the Finance Department staff on the Ghana Integrated Financial Management Information System (GIFMIS) and two sessions (five days each) of capacity building in Succession Planning and Career Development organized by the Human Resource Directorate of GSS, for all heads of Directorates and Sections to create an effective process for identifying, developing and retaining capable staff for leadership roles. Following the GIFMIS training, Finance staff are now using the GIFMIS Platform to generate financial management reports. Furthermore, there is notable continuous improvement in the capacity of MDA statistical units following the various initiatives undertaken through the project. Most implementing ministries and agencies were also able to undertake data collection initiatives for the respective sectors. In addition, a Sensitization workshop in Tamale for stakeholders on the use of Ghana Open Data Initiative as a tool for research and the use of the Community Information Centres (CICs) by the Ministry of Communication was conducted as well as a training in data management and economic analysis for 14 staff of Ministry of Trade. Other support provided include training in Human Resource Management including Balanced Score Card for six staff from the Human Resource Directorate of GSS at GIMPA aimed at building their capacity to manage the human resource functions more effectively; Training in Management Information Systems (MIS) to strengthen the Research, Statistics and Management Information Directorate and Units of the Ministry of Lands and Natural Resources (MLNR); and a training in capacity building in Statistical Methods to strengthen the RSIM Directorate/Units of the MLNR. The Ministry of Lands and Natural Resources (MoLNR) also conducted capacity building in GIS/Web mapping for selected staff of the Ministry in March, The training focused on how to analyze, store and visualize geographic information on maps and also data capturing and tabulation using Geographical Information System (GIS) software. Furthermore, The Ministry of Gender, Children and Social Protection (MoGCSP), organized capacity building training in Gender Statistics for Regional Directors of the Department of Gender and selected staff of the Research, Statistics and Information Management Directorates of Ministries, Departments and Agencies implementing the Ghana Statistics Development Project (GSDP). The main aim was to build capacity of participants in the generation of gender statistics for policy decision making. Furthermore, three GSS staff participated in Survey Methodology & Sampling Design and Advanced Data Analysis courses organized by the University of Michigan Summer School to enhance their capacity in the performance of their duties especially in the area of sampling for surveys conducted by GSS. These officers and those trained in the past did all the sampling work for the Ghana Living Standards Survey Round Seven (GLSS 7), and the User Satisfaction Survey (USS). In addition, GSS has expanded the effort to support MDAs and other stakeholders in the country. For example, to equip them to effectively execute their daily work, GSS organized relevant trainings such as training in Microsoft Excel for six staff for each participating MDA and for GSS regional staff. In addition, two staff from the Ministry of Trade and Industry (MoTI) are participating in the Sampling Programme for Survey Statisticians (SPSS) course being organized by the Summer Institute, University of Michigan, USA. For Sub-component 2b: (Improving the statistical framework): the Geographic Information System (GIS) Unit of GSS continued to work on the district boundaries reconciliation exercise to review the boundaries of all the 216 districts. In addition to this, the Unit is continuing with digitization of all district maps and enumeration area maps. Already a post-census cartographic mapping was carried out with the objective of updating all the enumeration area 9/7/2017 Page 2 of 17

3 (EA) maps and size established during the 2010 Population and Housing Census (PHC). A business register has been produced. Economic data was collected on 31,000 establishments during the phase 2 of IBES. Data collection for the Labor Force Survey (LFS) was successfully completed and the dissemination of the Labour Force Survey main report was completed in March, For component 3 (Data Production and Dissemination); the Ministry of Education (MoE) the Ministry of Education s (MoE) has completed data collection, data capture and collation of data from the entire 216 districts for the 2016/2017 Annual Schools Census (ASC). As at the time of the recent supervision mission, the MoE team was preparing the ASC reports at the Ghana Education Service Courses and Training Centre (GESCTC), Saltpond. This follows the 2015/2016 Annual Schools Census that MoE undertook in all schools at the pre-tertiary levels using well-structured set of questionnaires for the different educational levels. A report was prepared and disseminated. Also, as a follow-up to Maternal Deaths Survey of 2014/2015 carried out in 50 districts, that reported high numbers of maternal deaths in the country and with the objective of having in place a holistic approach or strategy that will help reduce incidence of maternal deaths in Ghana, the Ministry of Health conducted a new survey with the objective of ascertaining whether there are linkages of the previous survey findings with conditions in health institutions in the endemic areas. The field work has been completed and the report is expected to be ready by mid-july, In addition, The Ministry of Lands and Natural Resources (MLNR) conducted a monitoring exercise from 24 April - 9 May, 2017, both at the regional and district offices. This exercise is meant to check the database systems on forest products and customary lands to ascertain whether data were consistently being updated. The monitoring revealed that more than 70% of the institutions visited by the monitors were updating their data on Lands and Forests. The Ministry is currently (from June, 2017) embarking on data collection exercise to collect data on state acquired lands and large scale acquisitions by investors in fifty towns across the ten regions of Ghana. The exercise is intended to build an efficient database on state acquired lands. In addition, the Births and Deaths Registry (BDR) is currently scaling up the Community Population Register Programme (CPRP). Listing has been done in 30 communities and data collection on the population is ongoing after which the data would be entered into each Community Population Register to maintain a database of demographic information of all community residents. Such information will be updated periodically with the occurrence of any vital event such as a birth, death, marriage, or migration. Also, the Seventh Round of the Ghana Standard Living Survey (GLSS7), is in the field and is being administered using the Computer Assisted Personal Interview (CAPI) method in the data collection. As of recent supervision mission, the GLSS 7 field work and monitoring is in the 7th cycle. The data collection is expected to be completed on schedule in October, By the end of the 6th Cycle, about 600 clusters had been covered (expected households of 9,000) and a response rate of over 94 percent was achieved. Addition, collection of price data for CPI is simultaneously ongoing. An Additional Finance (AF) in SRF grant of USD 4.5 has been prepared on 27-Jul-2017 with an estimated date of approval of 31-Oct-2017 to complement the ongoing project activities. Some of the activities to be supported under the AF are geared towards enhancing data production. These activities are to; (a) conduct the Census of Agriculture, (b) conduct the Multiple Indicator Cluster Survey (MICS) and, (c) undertake consultations on the Sustainable development Goals (SDGs). 9/7/2017 Page 3 of 17
