1 Job Description Job Title: Reports to: Vice President, Student Services & Enrollment Management FLSA Status: Exempt Level: 217 Position Class: Job Summary: The Director of Financial Aid is responsible for the management, administration, and strategic direction of all financial aid programs, departments, and services offered by the College. The Director provides leadership for the packaging, delivery, and implementation of federal, state, and institutional student financial aid programs; coordinates and oversees audits, compliance reviews and account reconciliations; and ensures institutional compliance with relevant regulations and statutes. The Director also oversees federal work study and supervises Veteran s Services. Applicants will be asked to perform all of the following duties: 1. Provides oversight to all financial aid and veteran s services functions. Prepares student expense budgets and yearly forms. 2. Recommends, interprets, administers and updates financial aid policies ensuring compliance with appropriate federal, state, and local laws and regulations. 3. Prepares all federal, state, and institutional reports in an accurate and timely manner. 4. Ensures students are awarded correctly and the funds are applied properly and timely to the students accounts. 5. Prepares and implements annual department assessment plans. 6. Supervises, evaluates, and coaches financial aid and veteran s services staff. 7. Coordinates the development, implementation and maintenance of automated financial aid systems with the College IT staff and regulatory agencies. 8. 2 specifically IT services, Educational Records, Cashiering, and Finance to ensure effective, efficient, and accurate disbursement of financial aid funds. 9. Represents and interprets financial aid programs and issues for the College. Collaborates with Enrollment Services and Enrollment Operations to deliver financial aid programming to high schools and recruitment events. 10. Develops and monitors the financial aid department budget. 11. Remains current regarding all federal and state regulations pertaining to financial aid programs. 12. Member of the Enrollment & Student Affairs Executive Management Team. 13 Performs other duties as assigned. Job Qualifications: The requirements listed below are representative of the knowledge, skill, and/or ability required. Education/Experience: Masters degree in business administration, public administration, social sciences, or a closely related field from an accredited university; and at least five (5) years of progressively responsible experience at a supervisory level in financial aid, preferably at a state or community college; or equivalent combination of education and experience. Banner ERP experience is preferred. Expected Knowledge and Abilities: Comprehensive knowledge of all financial aid programs, needs analysis, EDE and other computer applications/data systems. Demonstrated profiency in management of financial aid need analysis and packaging; interpret federal and state regulations pertaining to financial aid; demonstrated analytical skills; ability to gather and compile data and prepare reports; ability to perform duties under the pressure of deadlines and other administrative demands; ability to work with and effectively communicate to students of diverse cultural and socioeconomic backgrounds. Supervisory Experience: Five years of direct supervisory experience in financial aid, including responsibility for hiring, firing, performance management, training and coaching is required. Language Ability: Ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents. Ability to respond to technical questions and/or complaints from College leadership, customers, regulatory agencies, or members of the community. Math Ability: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. 3 as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to work with formulas, scientific equations, graphs, musical notes, etc. Computer Skills: Third party software programs, word processing, spread sheet; database, ERP/SIS, and other PC based applications. Certificates and Licenses: None required. Responsibility for People and Property: Supervises Financial Aid staff. Responsible for the receipt of $8.6 million in student loan checks and $1.5 million in scholarships checks annually. Responsible for all office furniture, equipment, computer hardware, software and office supplies. Responsibility for Communication: Internal Contacts: Routine contact with all levels of SCF staff. Routine contact with SCF students. External Contacts: Routine contact with federal and state funders. Occasional contact with state and internal auditors and scholarship donors, and secondary school partners.
