3 General Information From 01 June 2014 Derby City Council, through their Get Derby Working funding will offer 75 grants to eligible employers on a first come first served basis of 1,000 in addition to the National Apprenticeship Service (NAS) Apprenticeship Grant for Employers (AGE) grant of 1,500. Employers wishing to access the Councils grant scheme will have to meet the following eligibility criteria: 1. The business must employ less than 50 employees. 2. The business must be eligible under the National Apprenticeships Service AGE grant criteria. See National Apprenticeships Service website: 3. The apprentice must reside within Derby. 4. The employer must be based in Derby or Derbyshire. 5. Employers must demonstrate that they are creating an additional or new apprenticeship position. 6. The Apprentice must be aged between 16 and 18 when they start their Apprenticeship. The Council grant will be awarded as follows: 500 on completion of 26 weeks on an approved Apprenticeship Framework 500 on completion of the Apprenticeship Framework Grants cannot be awarded retrospectively i.e. the apprenticeship must not have been started prior to approval of grant eligibility by Derby City Council. Employer Information Eligible employers must be working with an approved training provider to deliver apprenticeship training. Grant funding will be administered directly by Derby City Council. Specific Employer Criteria The employer must not have employed an apprentice who has started their apprenticeship programme in the previous 12 months (from the start date of the new apprenticeship). The employer must not have received state aid of more than 200,000 Euros in the last three years. The employer must have completed the National Apprenticeship Service state aid declaration form confirming that they are aware of, and will not be in breach of state aid rules, and supply this to the Training Provider on request. The employer will recruit the apprentice for at least the time it takes to complete their apprenticeship programme, or a minimum of 12 months. 3

4 The employer will pay the apprentice at least the minimum apprenticeship wage including time for off the job training. A maximum of 2 grants are available to employers. Additional Information If the apprentice leaves or is dismissed (for whatever reason) before they have completed their Apprenticeship Frameworks the payment will not be made. If the apprentice leaves or is dismissed prior to completion of their apprenticeship the employer working with their training provider will have 6 weeks from the date of their leaving to recruit another eligible apprentice. If the employer does recruit an eligible apprentice within the 6 weeks the Council will make the payment in respect of the new apprentice provided that all the criteria of the scheme are met. The training provider must supply the Council with a new employer agreement form to show that the new recruit is eligible. The Council expects training providers to fully support both the apprentice and employers at all times and offer relevant support to ensure (wherever possible) that the young person completes the apprenticeship. Under no circumstances will the Council become the employer of the apprentice. The apprentice must undertake a nationally recognised apprenticeship programme. 5 How to apply for a Derby City AGE Grant Stage 1 eligibility consideration Training Providers working with employers should consider their eligibility for both the NAS and Derby City Apprenticeship Grants for Employers (AGE). To be considered eligible for the scheme businesses should be eligible for the NAS AGE grant and meet the Derby City AGE criteria. Stage 2a applying for NAS and Derby City AGE grants If the employer appears eligible for the NAS and Derby City AGE a single conversation should be had with the employer and both the NAS and Derby City paperwork should be completed. The NAS AGE application should be submitted. Stage 2b returning Derby City AGE application Only when NAS AGE eligibility has been confirmed, from Reporting for AGE Provider (FAM code 132) should Part 2 of the Derby City AGE paperwork be returned. Providers should insert the date that NAS eligibility was confirmed on page 6. On receipt of Part 2 the employer will be reserved a Derby City AGE grant. Part 2 should be returned to Hassan Mazhar, Derby City Council, Council House, Corporation Street, Derby DE1 2FS or to: hassan.mazhar@derby.gov.uk. Stage 3 first Derby City AGE 500 payment The training provider will supply the Derby City Council with evidence that the employer has successfully drawn down the NAS AGE ( 1500) and the apprentice is still on the programme at 26 weeks. Evidence required a copy of the Reporting for AGE Provider (FAM code 132).with the employer highlighted having drawn down 1500 at 13 weeks and ILR evidence that the Apprentice is still on the programme at 26 weeks. This should be sent or ed to Hassan Mazhar. On receipt of this evidence Derby City Council will pay 500 to the employer. Stage 4 second Derby City AGE 500 payment A further 500 will be paid to the employer upon receipt of evidence that the apprentice has successfully completed all elements of the Apprenticeship framework. Evidence required Print off from the Apprenticeship Certification in England (ACE) showing the Apprenticeship has been achieved. This should be sent or ed to Hassan Mazhar. 5

6 Part 2 Employer & Training Provider Commitment Application Form Please ensure the following have been completed and attached before returning this application to Derby City Council: 1. Employer Name on page 7 (Tick) 2. Training Provider Name on page 8 3. Employer Bank Details on company headed letter paper 4. Details on page 9 are completed 5. Confirmation from NAS that the employer is eligible for NAS AGE - this confirmation will usually come the month after the NAS AGE application on Reporting for AGE Provider (FAM code 132) DO NOT send this form to Derby City Council until you have had this confirmation. 7 Employer Commitment In signing this agreement, the employer (company name): Confirms and understands that: It will recruit a Derby City resident aged 16 to 18 on to a nationally recognised Apprenticeship programme. It has less than 50 employees at the time the apprentice is recruited. It will recruit the apprentice(s) named below for at least the time it takes to complete their apprenticeship programme, or a minimum of 12 months, whichever is greater, subject to satisfactory performance of the apprentice. It will pay the apprentice at least the National Minimum Apprenticeship Wage appropriate for their age including time for off the job training. It has not employed an apprentice who has started their apprenticeship programme in the previous 12 months (from the start date of this new apprenticeship). If it withdraws from this agreement or fails to fulfil its obligations under the agreement for any reason, they will not receive the grant from the Council. In the event the Council pays the grant to the employer on their confirmation that the Council s criteria has been met and it subsequently transpires that any of the criteria of the Council s scheme has not in fact been met in full, and the employer ought reasonably to have been aware of this, then the employer will on demand reimburse the Council the entire Grant without any deductions. It has not received state aid of more than 200,000 euros in the last three years. The employer must have completed the National Apprenticeship Service state aid declaration form confirming they are aware of, and will not be in breach of state aid rules, and supply this to the Training Provider. It understands that, in no circumstances, will the Council become the employer of the apprentice. Maximum of two grants available per business. 7

8 Training Provider Commitment In signing this agreement, the Training Provider (company name):... Confirms and understands that: It will ensure the employer and recruited apprentice are eligible for the Derby City Apprenticeship Grant for Employers. It will work with the employer to identify and deliver a suitable Apprenticeship programme. It will assist the employer to understand the process of the Derby City Apprenticeship Grant for Employers and assist in completing any relevant paperwork. It will inform Derby City Council Economic Regeneration Team within one week of an apprentice leaving post. It will inform Derby City Council Economic Regeneration Team if the employer recruits a replacement apprentice within 6 weeks of the original Apprentice s leaving/dismissal date, otherwise the grant will be withdrawn. It will ensure that the employer complies with its obligations as set out in the employer commitment. Please include: - Name of Bank - Sort Code - Account Number - Account Holder Name - Account Holder Signature Derby City Council reserve the right to retain, withdraw, or require repayment on demand of all or any part of the grant, if in its absolute discretion, it considers that the conditions attaching or any relevant legal requirements have not been met by the Employer or by the Training Provider. The number of grants is limited and the Employer should not assume it is eligible for a grant unless and until it receives confirmation of this from an approved Training Provider. 8
