1 Coaching, Conflict Resolution, Consulting and/or Training Services RFP Questions & Responses to RFP: P.M. Question-1: How many employees work at BGS and how many of those employees would be considered management? Response-1: Services will be based on the needs of the State as determined by CAPS and requested by CAPS on a case-by-case basis. Question-2: Section 4.6 refers to a Price Schedule attached to the RFP. I cannot seem to locate this Price Schedule. Can you be more specific as to where it is located? Response-2: See attached example. Question-3: What agency/department is this RFP being completed for? The RFP closely follows a prior RFP for CAPS that we have a contract to provide training for: XXXXX. Response-3: The Department of Human Resources, Center for Achievement in Public Service (CAPs) Question-4: If this RFP is for CAPS does this RFP replace the prior RFP and contract: XXXXX? Response-4: No, this RFP will not replace a prior RFP or contract. Question-5: What is the expected class size? RFP has not to exceed pricing for full day and half day sessions. Providing class manuals and materials to a lecture class of 75 people could prove to be cost prohibitive at the half-day mandated maximum rate. Response-5: Class size may l vary and is unlikely to exceed 30 participants. Question-6: How will registration process be handled? With our current work at VT AOT/VTrans, AOT requests class dates and then promotes and takes care of all registration processing. Response-6: CAPs will work with contractor(s) to determine training topic and confirm dates/ times/ location. The registration process will be managed by CAPS staff through the statewide learning management system, SOV_LINC. Question-7: Is there an expectation that multiple concurrent sessions may be offered? Response-7: That may occur but, in any case, services will be requested based solely on the business needs of CAPs. Question-8: What is the expected frequency of training? Ie: Are you expecting one class per week, one class per month, or one class per year? Response-8: Frequency of training is based solely on the business needs of CAPS and selected contractors will be notified of work engagements as deemed appropriate by CAPS.

2 Question-9: Where are the classes to be held? Response-9: Most classes will be held at CAPs; however alternate locations may be negotiated based on the needs of CAPs. Question-10: What is the expected percentage of the classes to be held outside of the Burlington/Montpelier region? Response-10: That is unknown at this time and location of classes will be based on the needs of CAPs. Question-11: The RFP in section Submit one digital copy in PDF, CD-ROM, or USB flash drive But later in the RFP states that Electronic bids will not be accepted. Can you clarify whether an electronic PDF is acceptable. If not, is a flash drive or CD-ROM the only acceptable method? Response-11: We will accept an electronic bid in pdf format. Question-12: Regarding pricing structure as listed below is the maximum a per person rate? Our proposal would include training days with 2 consultants. (From RFP): Daily training rates will be paid as follows: Electives (standalone training) o Full day: Rate including expenses shall not exceed $1200. Response-12: This is not a per person rate. Question-13: Is there a total budget range you can share with us? Response-13: No Question-14: Is there a preference for a local Vermont firm? Response-14: Per Section 3.5 in the RFP: METHOD OF AWARD: Awards will be made in the best interest of the State. The State may award one or more contracts and reserves the right to make additional awards to other compliant bidders at any time if such award is deemed to be in the best interest of the State. All other considerations being equal, preference will be given first to resident bidders of the state and/or to products raised or manufactured in the state, and then to bidders who have practices that promote clean energy and address climate change, as identified in the applicable Certificate of Compliance. Question-15: The contract is for 24 months. What do you anticipate the overall time and timeline to be for the project? (2 weeks a month?, based on a site visit schedule?, as needed?) Response-15: It would depend on the business needs of CAPs. For example: If CAPs requests a contractor to conduct a workforce development needs assessment, after considering the results of the assessment, there may be follow up work that could result in coaching, conflict resolution services and/or general or specialized training, and the contractor that conducted the workforce development needs assessment may or may not be selected to perform some or all of the associated follow up work.

3 Question-16: How many hours over two years are allocated to this contract? Response-16: No predetermined number of hours of work exists at this time and any assigned work would be based upon the needs of CAPS and hours may vary depending upon the work assigned. Question-17: Who does the contractor report to? Response-17: See response to Question 3. Question-18: Will an office be provided? Response-18: No Question-19: What is the role of CAPS in this contract? Response-19: CAPs will assign work to contractor(s) based on its business needs. Question-20: Under section 2.2 is the contractor responsible to come up with the curriculum that will be the property of the workforce development division? Response-20: Yes, if CAPs request a contractor(s) to develop curriculum. Question-21: What is the hourly rate of pay cap for workforce development needs assessment? Response-21: There is not an hourly rate of pay cap for workforce development needs assessments. Contractors should submit their best pricing and include any and all costs that the contractor wishes the State to consider. Question-22: Under section 4.5 what is the definition and an example of reporting documentation Response-22: Reporting requirements not applicable at this time, however the State reserves the right to request reporting requirements, from vendors, for future state which may detail worked performed on behalf of the State for the period of the contract. Question-23: The State of Vermont is requesting 3 references within a 12-month period. We would like to respectfully ask if the reference period can be extended to 36 months. Our consulting projects can be of a longer term and we would like the opportunity to provide you with the best references. Response-23: The 12-month period is not negotiable. Question-24: Training delivery rates have been set by the State; you have requested that we provide an hourly rate for coaching work; do you have a set rate for curriculum development or, should we include that in our hourly rate? Response-24: Include in your hourly rate.

4 Question-25: Am I correct in assuming the Workforce Development Needs Assessment on page 3 is essentially looking for a pricing of assessment services, as the extent of this phase of any specific project can range significantly depending on size and scope (e.g. phone calls, observation, electronic surveys, focus groups). I am assuming you are not looking for a generic, up front assessment for all work to be conducted. If you could clarify and confirm, this would be helpful. Response-25: Workforce Development Needs Assessment work should be tailored to meet the needs of the agency / department the contractor(s) is working with. Question-26: Assuming that this RFP is well under the $250,000 reporting threshold, and in the case of a sole proprietor proposal, is evidence of Workers Compensation still required? Response-26: No. Question-27: Given the broad scope of potential consulting, coaching and training services possible under the RFP, I am assuming that 4-5 examples of curriculums and models will be sufficient for the proposal. Is this accurate or should I prepare a more exhaustive list? Response-27: Contractors should include a list of subject matter areas of expertise and a rate/fee proposal.
