1 Job Description Job Title: Reports to: Salary: Chief Executive Officer (CEO) Board of Governors, City College Brighton and Hove c 150K per annum Main purpose and scope of the post: 1. The College s Chief Executive Officer (CEO) will lead on the formulation, development and implementation of a transformative strategy to realise the full potential of the College and to ensure all students attain the highest possible levels of achievement and outcomes. 2. To work proactively with businesses, educational institutions, the community and other key stakeholders in Brighton and the surrounding areas to position the College as an integral strategic partner in the educational, skills and training agenda at a local regional and national level. 3. To assess and develop new income generating opportunities for the College including apprenticeships and enhancing the College s position in international markets amongst other areas. 4. To lead on non-income generating opportunities for the College to build a sustainable future e.g., through partnership, merger and/or acquisition. 5. To work with the COO to ensure there is effective and dynamic budget setting, effective controls and robust financial reporting in place to ensure the financial sustainability and health of the College. 6. To lead on the Executive Team s collective responsibility to design and deliver the right capital solution for the College; and with the COO, lead on the development and delivery of capital development schemes to ensure that the College s estate moves towards a state of the art environment and develop a robust and flexible estates strategy. 7. To motivate and drive staff at all levels to deliver the highest levels of performance and to create a culture of continuous improvement. 8. With the Principal, to focus, develop and diversify the educational and training offer and realise opportunities to develop new income streams through curriculum development and delivering better outcomes for young people. 9. To provide inspirational, dynamic and forward thinking leadership consistent with the values and ethos of the College. Responsibilities: A. Vision, Strategy & Leadership 1. To provide inspirational, visible and robust leadership to staff and learners whilst ensuring the delivery of outstanding organisational, vocational, and academic performance across a broad spectrum of activity, including the promotion of excellence in teaching and learning. 2. To work with the Board of Governors to formulate a strategic vision and deliver an outstanding and responsive business strategy that meets the needs of changes in the patterns of learners, whilst operating within an increasingly complex structure, which includes an Academy Trust.

2 3. To translate the agreed strategy into operational objectives, and lead and motivate the Executive Team to formulate and deliver the operational plans to achieve these objectives. B. Governance & Management 1. To ensure that the Governors are kept fully informed of key aspects of performance, major developments and projects and, working with the Chair, ensure that the College works proactively, efficiently and effectively. 2. To lead the College s strategic planning processes and oversee the collation, dissemination, monitoring, review and evaluation of the strategic plan within the timescales required by the Governors and appropriate external stakeholders. 3. Working within agreed values, to create and maintain a performance oriented management structure consistent with the College s ethos and culture, and at the same time ensure a student and results focused environment that engages staff and learners to work creatively and effectively. 4. To ensure that all activities of the College are conducted to the highest possible standards of integrity and transparency, and are aligned with its strategic goals. 5. To ensure that the College has in place robust arrangements for the identification, management and control of risk, and that the processes of risk management are fully embedded and understood. 6. To ensure that all activities are carried out in such a way as to positively promote equality of opportunity, and encourage diversity and inclusion. 7. To ensure that health, safety, well-being, safeguarding and security strategies meet legislative requirements to ensure that welcoming, safe learning and working environments are in place and maintained on all the College s premises. C. Corporate Development 1. To promote and enhance the reputation, profile and interests of the College, creating and maintaining partnerships that will bring new opportunities for revenue and income streams, learners, staff and the community. 2. To actively undertake a prominent local, regional and national role in influencing the debate and future direction of further and higher education strategies that impact on local and regional skills, economic and social inclusion. 3. To possess and encourage a forward thinking, flexible and responsive approach, across the College, towards changes in the external environment to ensure rapid responses to opportunities in order to maximise income generation and create new income streams. 4. To maintain, negotiate, develop, and encourage effective and mutually supportive sustainable links with relevant, influential external bodies. D. Management of Resources Working with the COO: 1. To obtain the highest possible level of efficiency of the human, physical and financial resources of the College, ensuring that excellent financial, resource and strategic management of its diverse portfolio of activity is in place. 2. To put in place and maintain control mechanisms to assure robust performance management with robust checks and balances. 3. To ensure that all monies received are used for the purpose intended in accordance with the appropriate regulations; that timely and accurate budgets, estimates and reports of income, expenditure and other management and financial account information are prepared; and that there are proper and effective management controls in place to ensure the financial health of the College.

To ensure that the College s estate reflects required demands and strive to achieve a situation where the curriculum is delivered in a state of the art environment through a robust and flexible estates strategy. E. Education Provision and Training Working with the Principal: 1. To ensure the College provides a relevant, inclusive and progressive curriculum, which is accessible to students of all abilities, challenges disadvantage and exclusion, exhibits high quality teaching and learning, and makes the most effective use of all its resources and opportunities. 2. To ensure that the College s educational provision is regularly reviewed, that timely action is taken to ensure that it is of the highest quality, and also that it reflects changes in demand, the requirements of learners, employers, funders and the wider external environment. 3. To consult actively and engage with learners in a positive way, ensuring that there are mechanisms in place for effective two-way communication with all learners so that the College is recognised as placing the learner at the heart of its endeavours. F. Effective Partnerships and External Relationships 1. To act as an exceptional ambassador for the College with the capacity to command credibility and respect in order to maintain and enhance its position as an outward facing institution that is strategically influential in the sector. 2. To seek out, foster and develop relationships and opportunities for the College in the business sectors, with international students and in the broader community. 3. To develop and maintain effective working relationships with schools, FE Colleges and 6th form colleges to enable a high quality and coherent approach to learning. 4. To nominate and mentor appropriate representatives to maintain and develop effective links with all appropriate external organisations/bodies. NOTES: Safeguarding Children and Vulnerable Adults City College Brighton & Hove has a statutory and moral duty to ensure that the College functions with a view to safeguarding and promoting the welfare of children and young people studying at the College. The post holder will be required to commit to the College child protection policy and promote a safe environment for children and young people learning within the College. All posts are subject to enhanced Disclosure Barring Services check, however, having a criminal record will not necessarily bar you from working with us, this will depend on the nature of the position and the circumstances and background of your offences.

5 Person Specification Job Title: Chief Executive Officer (CEO) The following is a list of the experience, knowledge/skills and qualities which the College requires in the post of Chief Executive Officer (CEO). This list is not exhaustive. It is a requirement of all our senior staff that they share and actively engage with the vision that City College Brighton and Hove will be exceptional. Experience Essential Significant proven experience of leading a successful strategic turnaround, or a significant track record of driving growth and organisational change in either a private, not for profit or public sector organisation of comparable scale and complexity that has delivered long-term sustainability and significant results. Demonstrable experience of building and sustaining relationships with multiple internal and external stakeholders, including developing effective and enduring partnerships. Proven track record as an effective and influential ambassador, having influenced key decision makers and substantially changed or raised the profile of an organisation. Proven experience as an inspirational leader of people; motivating, developmental, team-orientated, customer and results focused; with experience of improving the performance of teams. Excellent financial management experience and commercial track record gained in a complex organisation, with a proven ability to drive efficiency and performance, secure new income streams and deliver improved financial results. Experience of turnaround and organisational restructuring and/or merger and acquisition. Experience of being accountable to, and working proactively with a committed and engaged Board or Governing Body. Desirable Experience of developing/delivering capital development projects. Experience of working with employers with regard to apprenticeships. Experience of working in international markets. Qualifications Essential: Educated to degree level or equivalent experience. Desirable: Evidence of continuing professional development and a suitable management qualification.

A good understanding of best practice in data management and systems. An understanding of modern/good practice in corporate governance. Desirable: Effective knowledge of the FE and HE sector.
