Box: 2467 Tel: Fax: Annex I Job Description Position title: Directly reports to: Technically Reports to: Supervises: Technically supervises: Location: Policy Officer, WWF-Cambodia Policy Coordinator, WWF-Cambodia Phnom Penh, Cambodia Background WWF has a long established presence in the Mekong region, starting in Vietnam in Since then, WWF operations have grown to four Country offices based in Cambodia (Phnom Penh), Laos (Vientiane), Thailand (Bangkok) & Vietnam (Hanoi), including a Regional team in the Hanoi, Vientiane and Bangkok offices. The Greater Mekong Programme Office was officially formed in November 2005 merging WWF Indochina (Cambodia, Laos, Vietnam) and WWF Thailand. In order to be relevant with partners at provincial levels and deliver conservation results in landscapes, GMPO has also developed 20 field offices across the 4 countries and 6 landscapes. Following a strong track record of conservation delivery over the last 20 years, WWF has established both the credibility and presence to deliver conservation impact at all levels from provincial, to national to regional. WWF Greater Mekong Programme Office has embarked on new strategic plan FY11-FY15. The new strategic plan outlines changes in the way WWF GMPO operates, both in conservation and operation aspects I. Major Function The Policy Officer is responsible for supporting specific policy strategic plan implementation with focus at the landscape level minimize the challenge and impact on WWF s landscape to move toward the success on the biodiversity conservation goals. The Policy Officer will play a coordinating role with regards to communication with the national level government and will also play the secretary role in any national and landscape level. II. Action Plan and Work plan Development and Implementation Contribute to the development of Policy strategy to be aligned with WWF- Cambodia strategic plan Contribute to the development, review and update of the Policy and Advocacy strategy and annual Plan that is aligned with deliverables defined in the Greater Mekong Strategic Plan Provide support to communicate the policy and advocacy strategy and plan to all WWF staff when required. Aware all relevant staff on update in policy changes happening at national level and GMP level too Under the supervision of the Policy Coordinator/Manager, facilitate and mobilize stakeholders within WWF priority landscapes to raise awareness and concern over the impacts of climate change, wildlife trade and illegal logging uncoordinated and unsustainable development (e.g Economic Land concession), policy conflicts, and build consensus on solutions and bring those solutions to national and local government agencies B. Policy and Advocacy In coordination with the Policy Coordinator/Manager, provide inputs to target Country s policies affecting landscape planning, especially infrastructure development (roads, hydropower and ELCs, illegal logging, tiger introductory and otehrs) in the Cambodia (focus EPL, PPWS) to incorporate rigorous standards to achieve efficient and environmentally sustainable operations Provide support to Policy Coordinator/Manager to implement the policy and advocacy priorities within WWF Cambodia as well as within the regional policy advocacy strategy (GMPO BIG WINS) and related communications and advocacy in line with GMPO strategy Provide inputs and coordination on policy related on private sector engagement to EPL and SSK landscape. Provide inputs on policy related on PA management plan to EPL and SSK landscape manager Provide inputs on policy related on ELCs/ Land Issue to EPL and SSK landscape manager Work with EPL and SSK Liaison Manager on illegal logging and poaching C. Partnership Development, and Networking Provide support to develop and maintain strategic, informal and formal alliances with key partners at the National but also at provincial level Governments Provide support to Policy Coordinator to develop existing partnerships and advocacy taking place in Cambodia that contribute to a strong, influential policy programme that helps to set the agenda for conservation and sustainable development in the country and across the GMPO. Assist Policy Coordinator to promote the organisation s image in the community by attendance at meetings and fora in related field

Monitoring and Evaluation, Reporting In coordination with the M&E Officer, provide inputs to APMS and to the quarterly evaluation of policy advocacy strategy Provide support to policy coordinator on policy meetings reports and workshops brief as well as assist to draft technical reports as required by Policy Coordinator and Conservation Programme Manager and produce a six month written report against the Policy Plan and Advocacy Strategy Provide support to the reports in policy unit when required E. Requirements Work closely with Country Director assistant to coordinate communication with FA, MOE, MIME and others Ministries - letters and also follow-up Work with CD assistant to organize meetings and Workshops with Government and partners. Coordinate the invitation and logistics Provide support to do proof check on the translation document related to policy unit Set-up and maintain database of the Policy documents, Policy stakeholders and ELCs/corporate engagement Other tasks when require by the Policy Coordinator 1. Education and Qualification Bachelor s degree in Environmental Science, Natural Resource Management, Rural Development, Development Study or in relevant fields 2. Knowledge Familiar with conservation and natural resource management issues in Cambodia Thorough understanding of laws and regulations, and policy/institutional context related to conservation and natural resource management in Cambodia 3. Experience 3 years of practical experience working on advocacy A substantial part of this experience should have been in organisation specializing in conservation or nature resource management Proven experience of working and negotiating with Government officials at all level Experience of organizing campaign, forum and workshop Experience of working in international or national organisation 4. General Skill Report writing (e.g Policy brief)

4 Planning, organisation, time management, facilitation, and coordination Fluency in written and spoken English and Khmer language Proficiency in MS Office 5. Technical Skill 6.
