1 County of Orange Established: PROJECT MANAGER SERIES 1934GE 1935GE 1936GE 1937SM Project Manager I Project Manager II Project Manager III Seni Project Manager DEFINITION Utilizing technical and project management knowledge, education and experience, Project Managers plan, ganize, codinate, manage and ensure completion, to the County s satisfaction, of construction and maintenance projects perfmed by County and private contract staff. Project Managers are responsible f the effective and ethical management of public resources, effective communication ensuring high quality wk and other wk as assigned. LEVELS Project Manager I - Under close supervision, manages small to large-sized facilities alteration, maintenance and repair projects and/ may assist one me higher level staff with elements of mid to large-sized construction projects such as administrative research, drafting policies and procedures, proposing project changes and codinating and implementing specific project related tasks. Project Manager II - May supervise a team responsible f a broad range of facilities alteration, maintenance and repair projects and/ under the direction of higher-level staff independently manage projects involving specialized functions components of maj projects. Project Manager II s negotiate contract issues and provide direction and decision-making per Department policy on changes to project scope and project implementation matters. Project Manager III - Independently manages one me construction projects from inception to conclusion. Projects assigned to the Project Manager III level are typically of moderate complexity in terms of technical, logistical, and legal issues and may require issue analysis and codination with external entities such as cities, water districts and/ state federal regulaty agencies. Project Manager III s oversee diverse project teams composed of internal and/ contracted staff from a broad range of disciplines including engineering, architecture and the skilled trades as well as government officials and private cpate executives. Projects assigned to this level of project manager may have maj financial operational impact on key business units and County objectives. Seni Project Manager - Independently manages one me of the largest and most technically, legally and politically complex construction projects managed by the County. Projects assigned to this level involve significant resources, complex technical execution requirements and complicated relationship management issues. Positions at this level may provide full supervision to staff and/ manage the most complex and diverse project teams. Seni Project Managers also serve as technical consultants to Seni Management on technical and strategic issues and manage internal

2 cross functional issues to resolution. CORE COMPETENCIES In addition to the education and experience requirements f each level in the Project Manager series, Orange County Project Managers must possess the following ce competencies. All Levels Planning and Organization - Plans and ganizes wk effectively to ensure that assignments are on schedule. Results Orientation - Completes assignments on time and within budget and policy. Analysis and Problem Solving - Researches, evaluates, estimates and accurately interprets and applies technical data and policy infmation to solve problems and/ make recommendations to management. Communication - Communicates in a timely and effective manner both ally and in writing to individuals and/ groups with diverse interests including contracts and departmental representatives. Customer Service - Is committed to understanding and meeting customer needs within policy and building strong customer relationships. Technology - Proficienlty uses common office and technical computer software programs to complete assignments. Ethics - Makes sound decisions within a professional ethical framewk. Teamwk - Leads a project team serves as an active team participant f the purposes of project completion and/ individual development. Technical - Apply fundamental engineering, architectural, construction and/ trades practices and principles to specific projects involving structural, mechanical, electrical, plumbing, heating, ventilating and air conditioning hardware and systems. Project Management - Effectively apply Project Management industry standards and practices in the areas of project planning, codinating, budget management, scheduling and moniting. Legal Compliance - Apply knowledge of Federal, State and local codes and regulations to ensure the compliance of County projects. Contract Administration - Negotiate and manage competitive bidding processes f complex contracts f diverse construction and maintenance services. Supervision - Some assignments wk with direct repts to establish and achieve project and professional developmental goals that are aligned with business objectives. 3 Technical Construction and related Principles - Apply technical knowledge of contempary principles of architectural /engineering design and building construction practices to technically complex projects Communication - Effectively present, both ally and in writing, proposals,progress repts and recommendations to the highest levels in the ganization including the Board of Superviss, County executive management, private sect executives and external government Agency staff. Leadership - Assist executive management in developing departmental business objectives and specific project strategies Minimum Qualifications The technical focus of assignments varies within the project management series and will determine the specific education, training, experience, certification and/ licensing required f a specific position as follows: Project Manager I Engineering Emphasis Option I Graduation from an accredited college with maj course wk in engineering a field directly related to the assignment and possession of the ce competencies f the series Option II Possession of a valid certificate as an Engineer in Training issued by the Califnia State Board of Registration f Civil and Professional Engineers and possession of the ce competencies f the series Project Manager I Architectural Construction Emphasis Option I Graduation from an accredited college with maj course wk in architecture, engineering, construction technology, construction management. Option II Four years experience demonstrating possession of the ce competencies f the series. Education training may be substituted f experience at the rate of three semester units f one month of experience and one hour of jobrelated training f one hour of experience equaling a maximum of 2 years of the required experience. Project Manager II Engineering Emphasis Option I Graduation from an accredited college with maj course wk in engineering a field directly related to the assignment and possession of the ce competencies f the series and two years of experience that demonstrate possession

4 of the ce competencies outlined f the series. Option II Possession of a valid certificate as an Engineer in Training (EIT) issued by the Califnia State Board of Registration f Civil and Professional Engineers and one year of civil engineering experience subsequent to college graduation subsequent to receipt of an EIT and possession of the ce competencies f the series. A Master s Degree in Civil Engineering other curriculum directly related to the design construction of civil wks may be substituted f the required experience. Project Manager II Architectural Construction Emphasis Option I Graduation from an accredited college with maj course wk in architecture, engineering, construction technology, construction management and two years of experience that demonstrates possession of the ce competencies f the series. Option II Five years experience demonstrating possession of the ce competencies f the series. Education training may be substituted f experience at the rate of three semester units f one month of experience and one hour of jobrelated training f one hour of experience equaling a maximum of 3 years of the required experience. Project Manager III Engineering Emphasis developed by the Project Management Institute is required in addition to one of the following options: Option I Possession of a valid Certificate of Registration as a Civil Engineer issued by the Califnia State Board of Registration f Civil and Professional Engineers and two years of civil engineering experience that demonstrate possession of the ce competencies outlined f the series. A Master s Degree in Civil Engineering may be substituted f the required experience. Option II Graduation from college with maj course wk directly related to the design construction of civil wks and three years of experience that demonstrate possession of the ce competencies outlined f the series. Project Manager III Architectural Construction Emphasis

5 developed by the Project Management Institute will be required f some assignments in addition to one of the following options: Option I Graduation from an accredited college with maj course wk in architecture, engineering, construction technology, construction management and three years of experience that demonstrates possession of the ce competencies f the series. Option II Six years experience demonstrating possession of the ce competencies f the series. Education may be substituted f experience at the rate of three semester units f one month of experience and one hour of job-related training f one hour of experience equaling a maximum of 3 years of the required experience. Seni Project Manager Engineering Emphasis developed by the Project Management Institute is required in addition to one of the following options: Option I Possession of a valid certificate of Registration as a Civil Engineer issued by the Califnia State Board of Registration f Civil and Professional Engineers and four years of civil engineering experience that demonstrate application of the ce competencies outlined f the series. Receipt of a Master s Degree in Civil Engineering may be substituted f one year of experience. Option II Graduation from college with course wk directly related to the design construction of civil wks and four years of experience that demonstrate possession of the ce competencies outlined f the series. Seni Project Manager Architectural Construction Emphasis developed by the Project Management Institute will be required f some assignments in addition to one of the following options: Option I Graduation from an accredited college with maj course wk in architecture, engineering, construction technology, construction management and four years of experience that demonstrates possession of the ce competencies f the series. Option II Seven years experience demonstrating possession of the ce competencies f the series. Education may be substituted f experience at the rate

6 of three semester units f one month of experience and one hour of job-related training f one hour of experience equaling a maximum of four years of the required experience. Physical Requirements Possess vision sufficient to read standard text, blueprints and a computer monit and to drive a vehicle; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility sufficient to frequently walk over uneven terrain and to stand, sit, bend, stoop, twist at the waist and frequently turn the neck up and down and side to side; possess manual dexterity to operate keyboards and write. Some assignments require ability to lift 30 lbs and climb stairs and ladders. Mental Requirements Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations and decisions; possess the ability to remain calm and appropriately focused in difficult interpersonal situations involving diverse interests, conflict and firm deadlines. Environmental Conditions Construction sites with dust, dirt, uneven terrain, mud and inclement weather. Licenses By date of appointment, possession of a validcalifnia driver s license, Class C higher, which must be maintained throughout employment. Note: Employees in this series may be required to use County approved means of transptation which may include employee s personal vehicle. One of the following licenses may be required f some assignments A valid Architect s license issued by the Califnia Board of Architectural Examiners. A valid Civil Engineering license issued by the Califnia State Board of Registration f Civil and Professional Engineers. A valid Contract s license issued by the Califnia State Contracts Licensing Board f the type of wk specialty required by the County.
