1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT THAR Project Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. 2 The United Nation Development Programme (UNDP) in Thailand, in collaboration with the Royal Thai Government and local partners, has implemented the project entitled Southern Thailand Empowerment and Participation (STEP) since 2010 in order to support the Government and people of Thailand to transform the conflict in the Deep South. The project focuses on activities covering the following: strengthening local institutional and community capacities for peace and improving socio-economic opportunities for vulnerable communities, with a focus on SDG 16. UNDP in Thailand is in planning process of extending its work in the deep south, through the Southern Thailand Empowerment and Participation for Sustainable Development (STEP for SDGs) Project. UNDP will now focus more sharply on strengthening local institutions and local actors to prevent conflict and promote peace. UNDP will also aim to empower youth to promote peace through innovation and communication through both traditional and non-traditional media. Against this context, UNDP in Thailand is looking for a Project Officer (PO) for the STEP project. The Project Officer will assist the Project Manager in the results-based management of the project. He/she will work closely with government, civil society, academia, NGOs and donors. The PO will directly report to the Project Manager of Southern Thailand Empowerment and Participation project and come under the overall supervision of the UNDP Deputy Resident Representative. He/she will work closely with the UN Peace and Development Advisor in the UN Resident Coordinator s Office (RCO); and the UNDP programme and operations teams in Bangkok. Sustainable Development Goals 16. Peace, Justice and Strong Institutions UNV Focus Area Task description Peace building Under the direct supervision of a team leader of UNDP, the UN Volunteer will undertake the following tasks: Support day-to-day project implementation. Specifically, support the operationalization of project outputs and activities outreaching youth leaders and youth organizations, including those that develop young people s capacities for conflict prevention, peacebuilding and sustaining peace Ensure effective coordination between Field Office, UNDP Thailand Office, UNDP Bangkok Regional Hub, and the Peace and Development Advisor. Outreach to traditional and non-traditional media and seek partnership to provide public understanding of the role of youth to promote peace. facilitate trainings/workshops to bring together diverse groups, to develop communications campaigns and content to prevent conflict, sustain and build peace, as well as encourage and enable target groups to develop and promote their own positive narratives to promote values of pluralism. Support youth and women activities aimed at creating innovation activities to promote sustainable development and sustaining peace. Liaise and facilitate discussion with other national volunteers in the other countries to coordinate, collaborate and streamline regional activities to the national level, including through the use of best 9 Sep 2018 Page 2 of 7

3 practices aimed at sustaining peace. Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project. Ensure the development of cross-project linkages with other relevant projects and programmes for mutually reinforcing impact. Support, establish and maintain an effective partnership with all stakeholders (youth organizations, universities, UN agencies, NGOs, CBOs, government and donors). Perform other duties/functions as assigned by Project management. All tasks will be implemented using a conflict-sensitive approach to develop and build peace among local authorities, youth, women, and communities: 1. Ensuring a deep understanding of the context. 2. Understanding the potential interaction between any planned action/intervention and the context: how interventions will affect the context, how the context will affect interventions. 3. Designing/revising/adapting planned interventions in order to minimise negative and maximise positive impacts on conflict and peace. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Quarterly reports on progress and completion of activities assigned Mission reports including activities, findings and recommendations The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. 5 The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. 6 Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; Access to shared host entity corporate knowledge, training and learning;?
