The participants will have a clear understanding of why it is necessary for the public service in Africa to attract high performers in the public service and the challenges that must be overcome in doing this. The participants will have put forward proposals of strategies for addressing challenges involved in shifting from personnel administration to human resource management and in attracting high performers in the public service Possibly the participants will have identified some of the countries in Africa which have some successful experiences in addressing some of the challenges which could be visited for exchange of ideas and learning purposes. Participants will understand the structure and content of the on-line training on Human Resources Capacity Development and contribute to its improvement 5

The participants will enhance their understanding of the necessity for managing diversity in the public service in Africa, the benefits of diversity to the performance of the public service and the challenges involved in effectively managing diversity. The participants will have put forward proposals of strategies for addressing challenges involved in implementing the Charter for Public Service and in managing diversity in the public service in Africa and the role of HR managers. Possibly the participants will have identified some of the countries in Africa which have some successful experiences in addressing some of the challenges which could be visited for exchange of ideas and learning purposes Day Four: Thursday, 15 April :00 17:30 Study Tour Destinations: Porto-Novo (Songhaï Project) or Ouidah (Slave Route and Python Temple)/Possotome (Thermal Source) Expected outputs of day four: The participants will have hands on understanding of socio-politico-economic and cultural forces both in a historical and topical perspective of the society of the Republic of Benin that impact on the practice of managing HR in the public service. Day five: Friday, 16 April 2010 Session twelve in Plenary on: Improving the management of human resources in the public service through application of Information and Communication Technologies (ICTs) Hon. The participants will have a forward-looking plan for strengthening the Africa Public Sector Human Resource Managers Network (APS-HRMnet) for sustaining its role in developing HRM capacity in the public sector in Africa. Possibly the participants will have identified some of the countries in Africa which have some successful experiences in applying ICTs in the management of HR in the public service that can be visited for further learning.
