There is an expectation that the principles will be applied in a measured and reasonable manner. $80,000 to $90,000 per annum dependant on experience. Position Overview Primary Function of Position Responsibilities The primary purpose of this role is to effectively lead and manage our community facilities and property portfolio for the benefit of our community, within agreed budgets. This is achieved through active portfolio management and the development of management plans (including asset management plans), that deliver the facilities that make Masterton a great place to live, visit and do business Additionally, the role leads the team and manages projects that enhance these facilities for the future. To develop and implement management plans (including asset management plans), that enhance and promote the use of Councils properties and other community facilities. To lead and manage a team that provides a highly professional and responsive service that manages properties and other community facilities providing value for our community. To engage, influence, and work with contractors for the provision of high-quality community facilities and services. To develop and manage projects in conjunction with key community stakeholders that provide positive community outcomes.

2 Budget To manage and operate within agreed budgets, delivering value for Council and the community. To provide high quality advice and guidance to Council and other stakeholders on property and other community facility issues. Quality management plans are developed and implemented to enhance the use of Council properties and facilities, and ensure safe environments are provided. Asset management plans are developed that effectively manage Councils properties and other community facilities to deliver value for the community and deliver agreed levels of service. Community engagement informs development of management plans. Regular review and monitoring of plans identifies opportunities for improved services and facilities. Management plans reflect the strategic direction of Council, and contribute to achievement of our Community Outcomes.

Manage people and resources to deliver consistent results and a responsive and professional service. Continually review and monitor service to support the team to identify opportunities for innovation and continuous improvement. Proactively identify development opportunities for team members that support personal and professional growth. Contract negotiations are approached in a professional manner that delivers a quality outcome for our community. Contracts deliver quality facilities and services and reflect appropriate safety requirements for all properties, e.g. Earthquake prone buildings, asbestos regulations. Contracts are managed and monitored effectively to deliver quality services, e.g. Recreation Centre contract. Regular engagement with contractors promotes quality relationships and identifies opportunities for continuous improvement. Contract management delivery includes cooperating, consulting and coordinating to ensure a safe and healthy environment for all workers. Effective relationships are built and maintained with key community stakeholders to facilitate the delivery of quality community projects, including local iwi. Local networks are maximised to engage with identified community sectors. Effective project management skills enable delivery of community focused facilities, services and projects. Resources are effectively managed to deliver projects on time and within budget, that add value for the community. Positive relationships with other Council teams are developed and enhanced through proactive engagement and liaison. Budgets are developed within agreed timeframes to deliver facilities and services. Projects and the provision of facilities and services are managed within budget.

4 Participate in annual and long term planning. Reporting of workplans, projects and people is delivered within agreed timeframes. Provision of advice and guidance Advice and guidance provided, including by the team, is accurate and consistent, and facilitates positive community support. Quality decision-making is enabled by the provision of appropriate advice and recommendations, in relation to the provision of safe and fit-for-purpose properties and community facilities. Own knowledge is kept up to date to ensure provision of advice is accurate, and in line with legislative requirements and current best practice thinking. Health, Safety and Risk Ensures own and others safety at all times. Complies with policies, procedures and safe systems of work. Reports all incidents/accidents, including near misses, in a timely fashion. Actively participates in the hazard management and identification process. Escalates risk as per the Risk Management Policy. Other Duties Participate in, and lead, projects as required by the Manager Community Facilities & Activities. To act within legal boundaries and the Masterton District Council policies Any other relevant tasks may be undertaken as required by the Manager Community Facilities & Activities. Ensure that all records are maintained accurately and in accordance with legislation and Masterton District Council policy. Provide appropriate information in accordance with the Privacy Act, other relevant legislation and Masterton District Council policy. Person Specification Education, Knowledge and Qualifications Strong contract management and negotiation skills are essential. Demonstrated working knowledge of the provision of community facilities and services is desirable. Knowledge of appropriate legislation, regulations and best practice in relation to buildings, properties and community facilities, including building consent processes as desirable. Community development engagement experience. Ability to develop and implement management plans, including

5 asset management plans. Proven project management skills to deliver projects on time and within budget. Sound financial and budget management skills. Be a strong communicator who can adapt style and delivery to maximise relationships for positive outcomes. Be comfortable engaging and working with a wide range of people, including Councillors, community groups, contractors and service providers. Demonstrated awareness of Tikanga Māori values and tangata whenua. Demonstrated ability to understand relevant information, apply it, and provide quality advice and guidance. Performance Development Review An initial review of performance will be conducted after three months, with a performance development planning session annually thereafter. This is in the context of regular discussions and a no surprises annual review.
