1 Technical Program Officer Integrated Food and Nutrition Location: [Africa] [Burundi] Category: Food Security & Livelihood Purpose of the position The Purpose of this Position is Contribute to achieving WVBs child wellbeing targets in designated cluster through planning, monitoring and implementing Agriculture livelihood food security and community resilience technical program in line with applicable technical approaches and WVB National Office Strategy. Secondly the Resilience and Livelihood technical officer will have technical accountability to oversee programs and also geographical accountability by supervising CCDFs in a specific Area Program Major responsibilities Major Activities End Results Expected Project design, planning and implementation The cluster/ap designs developed in line with the Resilience and Livelihoods national office strategy Cluster/AP Resilience and Livelihoods project activities integrated with other sectors and with the Commune/province development plans (PCDC and PPIA) Ongoing activities under the Cluster Resilience and Livelihoods projects well supervised

2 and monitored accordingly and quality assurance of the Resilience and livelihoods project models Jointly with partners and technical resource persons, Cluster Resilience and Livelihoods projects well implemented Resilience and Livelihoods commune/province Advocacy initiatives initiated Cross cutting themes (Gender, Advocacy, Faith and Development, Environment, DRR and Disability) mainstreamed in Resilience and Livelihoods projects. Child protection integrated and addressed Registered Children and their household participated and benefited from Resilience and Livelihoods program interventions Alignment and quality implementation using business path, business cases and APs /cluster monitoring databases applied,developed and strengthened Capacity building and training Farmers in Lead Farmer Groups and conducting on-farm trainings at demonstration plots to build practical capacities on Agriculture and Livestock improved methods well organized. Community based staff, volunteers and interns mentored and coached in Resilience and Livelihoods Sector Community groups (VSLA, Lead Farmer Group, Marketing groups and Associations) trained and equipped Staff capacity building in Resilience and Livelihoods done. 3 Partnership and networking Partners and other stakeholders in implementation at the communal/ and provincial level identified, engaged and worked together Communal and provincial administration, Churches and other faith based organizations well-coordinated Cluster APs Resilience and Livelihoods and related issues addressed and solved. Market development opportunities and promote Public, Private Partnership (P3) through building horizontal and vertical networking among targeted value chain actors that maximize economic empowerment of Resilience and Livelihoods Opportunities for beneficiaries identified Research, M&E and Documentation All information related to project successes, innovations and promising practices documented and disseminated through appropriate mechanisms. Responsible for capturing child well-being indicators related to Agriculture & food security projects in the cluster Research areas identified, research conducted and learnings documented The Cluster Agriculture & food security project in output & outcome monitoring processes done Project baselines and evaluation of Agriculture & food security projects and interventions processes supported Page 3/7

4 Monthly activity monitoring data, M&E databases to support evidence based monthly report well recorded and updated GIK for his sector supported and GIK good management implemented and Reports for all distributions done in his sector submitted Project management and coordination Monthly DIP developed & shared with all provincial and communal project staff; weekly coordination meeting with FS communal Officers; Budgets management according to plans well done and all expenditures of Resilience and Livelihood projects well monitored Timely information on budgets and financial reports submitted and budget variances explanation for APs projects provided Weekly field supervision missions to all supervised staff; prepare budget and 95 % of planned budget is timely spent; 100% of planed activities implemented Timely, accurate, compliant and quality reports to technical and administrative supervisors (Resilience and Livelihoods Manager, Cluster Manager) produced. Responsible for project assets at AP & cluster office CCDFs( performance and people management) supervised and mentored Cross cutting themes and empowered world views (gender, advocacy, community behavior change, cc and child protection, ) well integrated in food security projects in the cluster

5 Resource Acquisition Projects ideas for viable funding proposals for resource acquisition to support agriculture and food security interventions identified. Resource mobilization through concept papers/proposal writing for fund raising and market them with support offices and other donors developed Proposals ready for review and submission to donors done timely. KNOWLEDGE, SKILLS AND ABILITIES Minimum education, training and experience requirements to qualify for the position: At least Agronomist A1 Ir or bachelor in Community Development; reliable experience in coordinating Production and Food assistance in during humanitarian crisis. Preferred Skills, Knowledge and Experience: At least 3 years of relevant experience working with Non-Governmental Organizations in Food Security Fluency in French and English. Advanced project management skills and good understanding of the project life cycle Good understanding of best practices in food security and community development in emergency response Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets. 6 Excellent supervision skills, including training, mentoring and supporting staff Advanced written and verbal communication skills, including report-writing and formal communication skills. Excellent computer skills, including proficiency in MS Office and Lotus Notes (or another main system such as Microsoft Outlook). Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds. Emotional and spiritual maturity and ability to lead a team of professionals. Knowledge of and adherence to the Red Cross and NGO Code of Conduct. High level of integrity and ability to exhibit exemplary lifestyle as interpreted in specific local cultural context. Ability to work under stressful conditions Impact driven Agreement with World Visions Christian ethos and participation in devotions. Complete Travel and/or Work Environment statements if applicable.
