2 Strategic Initiatives and Policy The Partnership s Strategic Initiatives and Policy (SIP) team helps set the strategic direction for the workforce system based on research and analysis. The unit is responsible for: Policy Monitor local, state, and federal policy and its impact on the local workforce system LMI Create labor market tools for clients, frontline workers, employers, community colleges, economic development agencies and foundations Initiatives Leverage additional resources to pilot innovative programs and bring best practices to scale 2

4 SIP provides Labor Market Information to the workforce system Where are the Jobs? Industry Deep Dives Quarterly Dashboard Partner-Specific Requests The Partnership provides data for specific demographics, geographies, industries and occupations, etc. and helps others interpret employment statistics and LMI. Answers requests from partners in government, education, foundations, community based organizations, and other workforce boards. 4

8 We were awarded a 3-year, $3 million Workforce Innovation Fund grant Design, implement and test an integrated workforce information system (IWIS) that will: Contain comprehensive and useful program- and client-specific measures Support varied reporting capabilities Provide the information necessary to adequately serve the needs of the program clients Goals for IWIS Improve credential attainment, employment and earnings results for client customers Reduce the challenges of duplicative data entry and create definitional consistency and alignment Allow for improved referral of clients to services, training opportunities and job openings Enhance the information available for data based decision-making, workflow planning, and organizational management Facilitate longitudinal tracking of clients served Illustrate program impact to system stakeholders, funders, elected officials, and the public Create a culture of data sharing & openness Accommodate nuances of different populations with different needs 8

9 WIF structure and partners Implementation study: assess the extent of the changes in client intake, assessment, service referral and job placement taking place during the project period Outcomes study: assess the extent to which gross outcomes for clients have changed during the project period Public agencies will help reporting requirements and data interface with systems DCEO IDES IDHS Social Impact Research Center IWIS Chapin Hall/CJC Engage stakeholders to build consensus on goals, functionality and measures of the IWIS, including the AID intake tools Determine critical data elements and technical requirements of each system that IWIS will interface with other systems Project management of system development & pilot testing 9

10 Delegate agency role in WIF Participate in surveys, interviews or focus groups to provide input on the development of IWIS and AID Serve as a pilot site for early implementation and testing of the IWIS system and/or the AID intake and assessment process Adopt IWIS and the AID intake and assessment process once the systems have been tested and finalized. Participate in the evaluation of the implementation and outcomes of the IWIS and the AID process. 10
