3 Foreword from Gordon Gough, Chair Brain Injury Matters Board Dear Applicant, In 2017 our Board of Directors approved our Strategy On the Right Track which sets out our ambitions until Highlights from that strategy include: Building on services for Children Supporting people in rural areas Working with Criminal justice agencies to develop services to meet the needs of the young people in the prison system Improving the range and access to Sports and Physical Activity projects for teens, young and older adults Working with international partners to develop sports-based rehabilitation activities and best practice guidelines for adults with ABI If you have a passion and energy to help us achieve our objectives and support our vision of a society where those with brain injury can live full and meaningful lives we would be delighted to hear from you. 4 Background Brain Injury Matters (NI) was established in 1999 to help rebuild the lives of children and adults living with Acquired Brain Injury (ABI) to enable them to reach their full potential in family and community life. Today we deliver a range of clinical and creative services for those affected by ABI and their families around Northern Ireland. In 2018 we reached over 400 individuals and family members affected by brain injury living in NI. A considerable number of people with ABI will have executive functioning impairments and experience a greatly reduced capacity to problem solve, plan, organise and make decisions. This can have a major impact on their ability to manage everyday living, educational, employment and inter-personal situations which many people take for granted. Brain Injury Matters (NI) delivers age-appropriate, needs-led support services designed to minimize the impact of acquired brain injury on the person and their wider network and reduce the onset of secondary problems as a result of the initial injury or illness. Our unique selling point is that we are the only organisation in Northern Ireland dedicated to supporting children, adults and their families, offering a range of programmes and activities from birth onwards. Our programmes aim to help individuals achieve self-identified goals, promote age appropriate independence and psychological adjustment, maximise social and educational engagement and improve overall well-being: CHILDREN S SERVICES AGE 0-12 The Children s service offers home based and workshop group support and training, and activities to promote independence, interpersonal skills and development. An online family support forum helps empower and create stronger families. YOUTH & ADULT SERVICES AGE and 18+ A range of community and centre-based services provides group-based health & wellbeing, sports, arts and educational activity for adults and one to one or group support for teenagers and young adults. 2

5 COUNSELLING & TRAINING SERVICES A counselling service offers emotional support to individuals, carers and their families. A training service is available for organisations and professionals working in the field. REBOUND PHYSIO A private physiotherapy clinic offering both neurological and musculoskeletal physiotherapy operates as a social business and is open to all neurological conditions, sports injuries, orthopaedic or back/neck pain referrals. 3

9 Job Description Chief Executive Job Title: Reporting to: Responsible for: Location: Salary: Pension: Holiday entitlement: Duration: Chief Executive, Brain Injury Matters Chair on behalf of the Board Overall leadership and management of the organisation and the effective and efficient provision of a range of services for people affected by Acquired Brain Injury Based in Belfast, with some travel through NI Salary range 50,000-55,000 per annum (salary negotiable subject to relevant experience) 7% with relevant employee contribution as per new legal framework 25 days (plus 11 statutory days) Permanent, subject to funding Key Purpose of the post The person will have outstanding leadership skills and the ability to inspire, strategically lead and motivate a team. The will be able to demonstrate dynamic and articulate leadership with a strong commitment to the values and ethos of the Charity. Reporting to the Chair of Trustees, the CEO will provide leadership and direction for the staff team, working with the Board of Trustees and constantly developing and enhancing opportunities to implement our three year strategy. Overall job purpose: Provide strategic vision and leadership to Brain Injury Matters and help to ensure the long-term sustainability To build meaningful and influential relationships with key health and care organisations across the public and third sectors, ensuring that we have an effective voice for those impacted by ABI Ensure that statutory requirements and charitable purposes are followed and that we deliver the greatest impact for our beneficiaries. 7

10 Take overall responsibility for the Charity s management and administration, supporting the development and delivery of strategic plans, annual operational plans and budgets To maintain and develop the vision and business plan of Rebound Physio ensuring that the subsidiary complements, enhances and extends the activities and outcomes of the Charity. Work with the Chair of the Board to enable Trustees to fulfil their duties and legal and other responsibilities for the proper governance of our Charity, ensuring the board receives advice, recommendations and information in an effective, thorough and timely manner. These roles are distilled into the following areas of responsibility: Strategic leadership Operational management Financial management Income Generation Communications, Marketing and Public Relations (PR) Governance Clinical oversight Strategic leadership Ensure the Charity follows an effective vision and strategy, which is commonly understood by all key stakeholders, including the Board and staff. Oversee the review, development and implementation of strategic business planning through a coordinated and consultative approach. Set the vision and culture for being an effective voice for people impacted by ABI, shaping the internal activities of the Charity. Develop and strengthen the profile and brand reputation in furtherance of both short and long term goals. Influence key stakeholders and opinion shapers, developing appropriate relationships and new opportunities to further the Charity s vision in all aspects of its work (research, engagement and the service delivery). Ensure that voice and lived experience of the people and their families impacted by ABI are always at the heart of the Organisation s work and vision. 8

11 Analyse and anticipate shifts in the external environment with an eye to both the risks and the opportunities for the vision and day-to-day activities of Brain Injury Matters, including the commissioning and provision of health and care services, the population health context of NI, and the wider charity/social enterprise context. Keep abreast of relevant external developments, strategies and legislation, evaluate applicability and implications for Brain Injury Matters and recommend actions. Represent Brain Injury Matters as appropriate in negotiations with funders and other stakeholders regionally and oversee responsibility for funding applications. Liaise and co-operate with statutory bodies to ensure compliance with statutory requirements and implementation of best practice. Liaise and co-operate with relevant partner organisations for future funding opportunities. Operational Management Develop and deliver against effective annual operational plans and budgets (approved by the Board, as required) in the context of Brain Injury Matters strategic plan and vision. Lead an inspirational organisational culture that values and encourages staff to contribute to the vision and ensure that policies and procedures are relevant, fair and consistently and transparently practised. Ensure performance management systems for staff are applied across all staff. Manage quality assurance procedures in relation to service delivery. Oversee and support management in the recruitment and selection of staff and liaise with the Board. Co-ordinate activities to ensure cohesive and effective utilisation of resources. Develop and maintain an environment that attracts, retains and motivates good quality staff, constantly seeking ways to learn and improve performance. Financial Management Act as Chief Account Officer, responsible to the Board of Trustees for the overall financial health of Brain Injury Matters, ensuring the application and adherence to budgets, forecasts and reserves policies, and that appropriate financial control, audit and reporting systems are in place. 9

12 Undertake preparation of budgets, regularly monitoring performance against budgets and analyse variances, ensuring that, where necessary, corrective action is taken on a timely basis. Ensure effective cost control and utilisation of resources to provide cost effective service options whilst maintaining quality of service. Income Generation To develop and implement an income generation strategy that ensures our long term sustainability and growth. To maintain and develop the vision and business plan of Rebound Physio ensuring that the subsidiary achieves its KPIs. To explore the development of new social enterprises and opportunities to enhance unrestricted income through BIM enterprises. To take the lead on identifying, and submitting successful funding applications for competitive tenders, independent trusts/foundations and public sector grants. Develop and maintain a strong profile and relationships with our present and previous funders. Develop our existing partnerships and collaborative work with other like-minded organisations both statutory/non-statutory, to develop our work and opportunities. Communications, Marketing and Public Relations (PR) Represent the Charity with all stakeholders (internal and external) promoting the Charity s aim and objectives through the development of appropriate PR, Marketing and Communication plans. Review internal communication systems to ensure they are meaningful and effective. Champion internal communications throughout the Charity to ensure inclusion, information and empowerment of staff through regular co-ordinated team meetings and briefings. Act as a spokesperson (as appropriate) for the Charity presenting a positive and professional external image of the Organisation. 10

13 Build trust relations with key partners and act as a point of contact for important donors, funders and other key stakeholders. Develop and implement a coherent PR and Marketing Strategy and relevant policies/procedures which utilises a range of communication platforms (including digital and print). Governance Together with the Chair, enable the Board to maintain high standards of governance and to fulfil its role effectively through the provision of transparent briefings and reports, proportionate to their importance. Ensure that the Board receives sufficient and timely information and advice to enable Committee members to make informed decisions. Working with the Board in fulfilling the constitutional, regulatory and legal obligations. To ensure that the major risks to which the Charity is exposed have been reviewed and systems have been established to mitigate these risks. Clinical oversight Oversee the implementation of relevant training and professional supervision to ensure the continuous development of clinical staff to deliver the highest standard of care. Keep abreast of current clinical developments in the field of brain injury to enhance the service offered to our beneficiaries and influence good practice across the wider health and social care sector. Ensure clinical practice complies with Brain Injury Matters policies and code of ethics. Additional duties It is in the nature of the work that tasks and responsibilities are in many circumstances unpredictable and varied. All staff are, therefore expected to undertake work which may not be specifically covered in the job description. These additional duties will normally be compatible with the regular tasks and duties. If the additional responsibility or task becomes a regular or frequent part of the employee s job, it will be included in the job description in consultation with the member of staff. 14 Person Specification Essential Qualifications Hold a third level qualification or equivalent Essential Experience A minimum of 5 years demonstrable experience in leading and motivating teams, inspiring and engaging them to achieve ambitious goals and deliver high-quality work A minimum of 5 years current experience at a senior management level, with experience of reporting directly to a Board or at Director level Financial Management experience. Experience of setting and managing multiple budgets and resources A proven track record of identifying, negotiating and securing funding /new income generation opportunities which has led to the sustainability of the organisation Strong strategic planning, prioritisation and execution skills with the proven ability to manage multiple objectives, competing demands and monitor progress and impact through the development of operational plans Essential Knowledge A detailed understanding of all funding networks and sources of income available to charities and social enterprises An understanding of health and social care An understanding of the key issues relevant to the work of Brain Injury Matters Essential Skills Exceptional written and verbal communication skills, with the ability to distil complex ideas and evidence in ways that inspire and engage diverse range of audiences, including colleagues, senior government staff, academics and policy-makers and media Demonstrate PR/Marketing skills with experience dealing with all sectors of the media Experience of influencing, negotiating, representing and networking with external stakeholders Highly self-motivated, creative and determined with the ability to take initiative and problem solve effectively 12

Write down clearly your personal involvement in any experience you quote. Write I statements e.g. I planned meetings, I managed a budget, I prepared a presentation. It is how you actually carried out a piece of work that the panel will be interested in. The examples you provide should be concise and relevant to the criteria. This is very important as the examples which you provide may be checked out at interview and you may need to be prepared to talk about these in detail if you 13

16 are invited to interview. It is your unique role the panel are interested in, not that of your team or division. If you do not provide sufficient detail, including the appropriate dates needed to meet the eligibility criteria, the selection panel will reject your application.
