Job Purpose To increase Oxfam s programme impact in Pakistan by working closely with country management and programme teams on influencing strategies. Develop new areas of policy research and innovative advocacy & campaigning techniques in the rapidly changing national political shifts and shrinking space for civil society. Provide high quality and responsive social, economic and political analysis. To provide leadership and strategic support on policy advocacy and campaigns across all strategic goals, ensure programme quality on influencing agenda across whole country programme portfolio and lead external representation on Oxfam s development agenda. COMMUNICATION Key Responsibilities and Accountabilities Identifies, commissions and manages high quality evidence-based research; Carries out regular social, economic and political analysis to support new policy and advocacy and campaigning as well programme direction;

2 Makes strategic links between key national issues and relevant regional and global trends and its relevance to country programme; Builds relations within civil society and with high level decision-makers to influence for positive change on development in Pakistan; Makes strategic links with programme work to ensure Oxfam programmes, policy and research work together deliver positive change; Leads long-term strategic planning to achieve influencing impact across whole country programme portfolio; Leads external representation on Oxfam s development agenda and with the CD manages significant high profile external relationships including policymakers, donors and media at country level; Ensure that future programmatic decisions are in line with strategic campaigning / WIN objectives; Decision-making is strategic and operational with high degree of judgement based on problem solving experience and a range of external and internal factors; decisions could have a major impact on public image; Lead Oxfam s policy analysis and advocacy work and work closely with the Media and Communication Manager in finding ways of appropriate dissemination tools; Supports the Country Leadership Team in strategic analysis and prioritization of policy advocacy and campaigning issues; Plan and manage overall Oxfam policy advocacy and communications team and resources to develop a long-term vision and strategy for Oxfam in Pakistan; Responsible for shaping and delivering work, which has a significant impact on Oxfam s public image - at national and international level - and requires sensible judgments and compliance with Oxfam s policy and procedures; Takes initiatives and makes independent decisions and solves problems on new and complex issues, requiring high levels of creative thinking to find best solutions; Requiring comprehensive analysis and interpretation of information from a wide variety of sources as problems encountered are liable to be highly diverse and complex, Develop and implement strategies, operational plans and projects, both stand-alone or part of larger programmes; Provide technical support and advice on policy analysis and advocacy, to Programme Managers in responsibility areas; Excellent understanding/knowledge; the expert would work closely with the Media and Communication Manager in order to develop relevant and appropriate media environment and communication tools; At times of humanitarian crisis, with support from Regional and Global Advisors, responsible for developing and delivering Oxfam s humanitarian response advocacy and communications strategy, action plan and information/activities (including briefing note), in a quickly changing environment, that links humanitarian assistance and protection programming to advocacy, policy, media and communications initiatives; Technical Skills, Experience & Knowledge KEY RESPONSIBILITIES Policy Analysis Support the Country Director and Country Leadership Team in overall external development policy analysis;

3 Keep the CD and CMT informed of policy changes in the Pakistani context and analyze their effects on Oxfam s strategy in Pakistan; Lead on policy and practise related research and analysis and its documentation Advocacy & Campaigns / Programmes Lead independent national advocacy and campaigns work on priority issues where opportunities exist Support all the country programmes in planning and delivering their campaigning and advocacy work and ensure that all programmes plans include influencing objectives. Ensure that all policy analysis, advocacy and campaigning work strongly includes women rights and gender analysis Provide leadership to ensure alignment of country programmes with Oxfam corporate priority campaigns and WIN (Worldwide Influencing Network) and ensure effective harmonisation of planning and management with Oxfam International; Ensure quality of programmes on influencing agenda across country strategy and throughout programme portfolio; Lead development and delivery of priority campaigns ensuring harmonisation with global priority campaigns in collaboration with programme teams; In coordination with the Media and Communication manager develop media and communications strategy across all country programme areas, while ensuring that communication products are sensitive and fair to women and men; Manage strategic pieces of work in partnership with global/regional leads which will help leverage Oxfam's value added as a global organisation in country, including contributing to regional and global campaigns; Draw in Oxfam International and affiliate expertise to support the delivery of Oxfam Pakistan advocacy, campaigning and communications strategy, where appropriate. Develop and implement approaches to monitoring and evaluation/impact assessment of advocacy and campaigning work and ensure effective roll-out. Coordinate the production of briefing papers, policy position and public communication materials. Management of all policy advocacy and campaigns in an emergency response, strategic contribution to management of response including membership of emergency management leadership team; Lead programme management of advocacy focused programmes; Representation Support the CD in leading external representation for Oxfam in Pakistan s development agenda and to advocate to donors on fundraising; Play a leading role in raising Oxfam s profile in country through developing significant relationships with partners, allies, Government, development partners, IFIs, INGOs, UN etc, and the media; Build external networks with OI, local and regional actors to further Oxfam s campaigns strategy and objectives; As relevant, represent Oxfam in Pakistan at regional / global events and programmes; Partnerships Work closely with our strategic partners across all programmes to determine their advocacy and campaigning needs, ensuring that Oxfam advocacy support is aligned to their needs and adds value;

4 Ensure close collaboration with partners and high strategic relevance of our common advocacy positions across whole of programme; Technical Advice, Capacity Building and Learning Provide thought leadership on programme development and influencing agendas across country programme leading on policy/research and campaigning initiatives; Provide specific technical expertise on areas of economic justice, governance and humanitarian advocacy and campaigning; Lead capacity development initiatives to deepen the influencing approaches across the country programme and partners; Support and share key learning through different methods and help to create an environment for innovation; Management Provide strategic leadership and management of the Oxfam programme, across all goals, as a member of the Pakistan Country Management Team; Performance management of Advocacy, Policy, Media and Communications team and matrix management of decentralised policy roles and programme roles with significant policy component; Actively implement Oxfam GB s policies in the recruitment and employment of staff, volunteers, or consultants/service providers; Miscellaneous: Be prepared to undertake other duties related to Oxfam s programme as and when required by the Country Director SKILLS AND COMPETENCE: Highly developed strategic planning skills with ability to influence programme s overall strategies; ; Demonstrable experience of leading, designing and delivering influencing, campaigning and advocacy programmes in Pakistan or elsewhere in Asia; Excellent understanding of power, politics and social change in the context of Pakistan, and broadly in South Asia. A minimum of 7 years of senior management experience at country level; Excellent communication and influencing skills, with experience of external representation strategies, lobbying, networking and advocacy Very strong analytical and conceptual thinking skills; able to understand highly complex issues and translate them into simple, workable actions and plans. Excellent written skills Relevant experience and proven track record in producing and managing high-quality research and policy papers, including managing commissioned researchers and writers and ensuring high standards of delivery Experience of working in highly complex political environments; Experience of programme management;
