Exceptions may apply. 37 hours per week Not Suitable for Job Share East Midlands Forensic Services, Forensic Analytical Services Team (F.A.S.T) Derbyshire Force Headquarters Head of FAST This position is offered as a two year Police Staff secondment. The post will service a 3 force collaboration of Derbyshire, Lincolnshire and Nottinghamshire. Normal working days are Monday to Friday but there will be the requirement to work flexibly to meet operational needs. The post holder will be required to attend locations across the 3 force areas. They must hold a current valid driving licence and have access to their own vehicle. Casual mileage allowance will be paid. All successful applicants will be required to submit themselves for drug and alcohol testing in line with the Force's Drug and Alcohol Policy. Please note that, due to the nature of security checks undertaken, applicants must have 3 years' continuous residency in the UK up to the date of the application and Home Office approval for indefinite leave to remain within the UK. Purpose and Description of Role: To manage a newly formed FASTeam Forensic Case Management Unit, responsible for focusing the effective delivery of a high quality and cost effective case management service across all areas served by the East Midlands Special Operations Unit - Forensic Services. To provide specialist advice and knowledge to the EMSOU-FS Management Team and colleagues, in respect of internal and external forensic service provision. Specific Role Responsibilities:- Have overall responsibility for the Human Resource management of the FASTeam Forensic Case Management Unit, including appraisal, performance and attendance monitoring. To line manage a team of Forensic Case Management Officers and Forensic Case Management Assistants, responsible for the screening and authorisation of exhibits for examination by external forensic service providers and/or internal units, ensuring they are trained and competent, enabling them to deliver a high quality service across the 3 force areas. To monitor and review the external forensic services budget (circa 4m), on behalf of the 3 forces, and forensic outcomes, providing financial forecasts and making recommendations to the Management Team, in respect of best practice to help inform decision making and formulate appropriate and robust policies to ensure value for money service delivery. To ensure that the case management function tracks and appraises forensic investigations ensuring that nugatory work is minimised and opportunities for streamlined examinations and reporting are maximised. To develop innovative business processes and ways of working that support streamlined and efficient service delivery meeting internal and external customer needs. To ensure systems of work comply to ISO900:2008 certification and support the extension of scope of accreditation for BSEN ISO7025, working with the ISO Quality Manager to ensure conformance and accreditation in quality standards. To attend major crime strategy meetings, as required, working with other FASTeam specialists, SIO s OIC s, Crime Scene Managers and Co-ordinators, offering specialist advice and guidance in respect of effective forensic examinations and submissions and supporting the production of forensic strategies. To build and maintain professional links with key stakeholders, including external Forensic Providers, CJS, CPS and staff of the EMSOU-FS. To proof check and sign off all staff continuity statements of evidence produced by Forensic Case Management Staff. 2

3 To produce statements of evidence and when requested, attend court for the presentation of such evidence. To liaise with the Forensic Trainer to ensure accurate, up to date and relevant training information and materials are available and to make formal presentations and deliver training in respect of the services provided by the FASTeam. To ensure that all aspects of Health and Safety Legislation are adhered to, including production of risk assessments, COSHH Data Sheets and conforming to the legislation in respect of disposal of waste and hazardous materials. To perform dip sampling and maintain performance databases to evidence effectiveness of the Forensic Case Management Unit and contribution to detection and reduction of crime. To undertake recruitment and selection in accordance with policy as required. To undergo training as required. To attend Regional and National meetings and conferences to ensure the continued progression of the post and the Unit keeping abreast of developments in innovation and technology, to support continued expansion of, and cost effective high quality service delivery. To carry out any other duties reasonable commensurate with the grading and level of responsibility of the post. The successful candidate will be expected to uphold the Force s Values of Performance; Innovation; Responsibility; Respect and Integrity Skills & Experience required:- Essential: A Degree level qualification in Forensic Science, Chemistry/Biology or significant relevant experience within the field of Forensic Science. Significant experience of managing and developing staff. Knowledge and understanding of the business process involved in the investigation of crime within the Police and Criminal Justice System. Knowledge and understanding of Forensic Science processes and how they contribute to crime investigation and detection. Ability to and experience of communicating with people and organisations at all levels, both internally and externally in respect of specialist forensic issues. Experience of developing policies and strategies in respect of forensic issues, being cognisant of legislation and National Guidance, including CPIA, MOPI and Human Tissue Act. Experience of working with external suppliers and managing contracts and budgets. A practical working knowledge and experience of Health and Safety within a forensic environment to include the implementation of COSHH and Risk assessments. 3

4 Administrative experience to include report writing, maintenance of databases and production of statistical analysis. Knowledge of compliance to and working within quality standards, for example ISO900/2008, BSEN ISO Must hold a current valid driving licence. Desirable: Experience of recruitment and selection procedures. A practical knowledge of accredited procedures to include implementation and auditing of systems of work. Experience of using computer systems to include Microsoft, Forensic Case Management police systems. Please use the attached application form to register your interest in this role.
