1 JOB DESCRIPTION Exempt X Non-Exempt Position Title: Planner I, II, and Senior Department: Community Development Section: Planning Reports to: Planning Manager Grade: 32, 33, 34 Position Purpose: Planner I - Performs professional planning duties in the areas of current planning, longrange planning, land development regulations, special projects, code enforcement and assists the general public with zoning compliance. Works under the direction of the Senior Planner or the Planning Manager. Planner II - Performs professional planning duties in the areas of current planning, longrange planning, land development regulations, special projects and code enforcement. The position is responsible for projects of greater complexity and importance than that of the Planner I position. The position generally works independently, under the general direction of the Senior Planner or the Planning Manager. Senior Planner - Performs professional planning duties in the areas of current planning, long-range planning, land development regulations, special projects and code enforcement. The position is primarily responsible for projects of greater complexity and importance than that of the Planner II position. This position works independently and with minimal supervision. The position may provide oversight and direction for the Planner I and Planner II positions. The position reports directly to the Planning Manager. Essential Job Duties: (Generally in order of priority) Planner I: 1. Provides service to the public, answering zoning and development questions and responding to complaints, in a timely, accurate, customer-oriented manner. 2. Reviews development applications and building permits for code compliance. Reviews and approves applications for minor changes to buildings and developed sites. Reviews and approves occupational licenses and home occupation permits. Assists applicants (developers, architects, engineers, etc.) during the review process, offering interpretation and alternative approaches to meet the Town s development standards and solve problems. Acts as project manager, coordinating the development review process, for other divisions and departments. 3. Provides professional counsel and expertise to applicants, the public and decision- -1-

2 making boards offering solutions to planning issues. Writes reports, performs research, and makes public presentations in support of decision-making boards. 4. Performs site inspections of projects under construction to insure code compliance. 5. Maintains and updates maps, plans and planning library as required. 6. Performs other tasks as assigned. 7. Is responsible for complying with all Town of Vail safety and health policies, Planner II: 1. Keeps the department, boards, and Council aware of new developments and new legislation affecting the planning field and develops recommendations regarding such issues. 9. Performs site inspections of projects under construction to insure code compliance. 10. Assists the Planning Manager with the preparation of the Planning Division s annual goals and objectives, work program and budget. 11. Performs other tasks as assigned. 12. Is responsible for complying with all Town of Vail safety and health policies, Challenges: Assures that development proposals are in code compliance. Responds to citizen complaints and inquiries in a timely and professional manner Meets deadlines while handling multiple projects and performing multiple tasks. Coordinates and manages the review of projects with other departments. Direction and Decision Making: Planner I and Planner II report to either the Senior Planner and/or Planning Manager. Senior Planner reports directly to the Planning Manager. Making code interpretations and recommendations to staff members and decisionmaking boards on development proposals, code amendments, code enforcement, and similar issues. Relationships: Works internally with Housing Team, Building Team, Environmental Team, Public Works Department, Fire Department and Town Administration to ensure code compliance and efficient operation of all aspects related to development review. -3-

4 Works externally directly with citizens, applicants, architects, engineers, developers, consultants, vendors, elected and appointed officials, and other governmental agencies on development review and other planning related activities Knowledge and Experience: Planner I BS/BA in urban planning, city planning, urban design, or a closely related field AND a minimum of 6 months of practical experience (internships will be given due consideration); or an equivalent combination of education and experience may be considered. A Master s Degree in urban planning, city planning, urban design, or a closely related field is preferred for the position. Planner II BS/BA in urban planning, city planning, urban design, or a closely related field AND a minimum of 2 years of full-time planning experience (preferably municipal planning experience); or an equivalent combination of education and experience may be considered. A Master s Degree in urban planning, city planning, urban design, or a closely related field is preferred for the position. AICP preferred Senior Planner BS/BA in urban planning, city planning, urban design, or a closely related field AND a minimum of 5 years of full-time planning experience (preferably municipal planning experience); or an equivalent combination of education and experience may be considered. A Master s Degree in urban planning, city planning, urban design, or a closely related field is preferred for the position. AICP preferred Knowledge of principles and practices of urban planning, including current planning, long-range planning, planning law and public administration. Knowledge and comprehension of design principles, construction principles, and TOV municipal codes. Ability to communicate and express ideas clearly and concisely, both orally and in writing, including public speaking to boards and commissions. Ability to establish and maintain effective relationships with Town employees, general public, applicants and other customers. Ability to do research, compile reports, and make recommendations for various applications and other technical issues. Ability to set priorities and manage multiple tasks. Ability to identify new methods and suggest ways to improve effectiveness in performing duties Ability to allocate time effectively. Ability to use a personal computer and software applications. Ability to accurately read site plans, building plans, topographic surveys, and the like. -4-

5 Ability to perform mathematical calculations and analyze numerical and statistical data. Ability to use electronic and online plan review software. Basic knowledge of and experience with Geographic Information Systems (GIS). Job Environment: Primarily indoor office work including several hours each day at a desk, computer and telephone Frequent travel to development sites and exposure to unfavorable weather conditions required. Ability to walk and climb development sites and structures to ensure code compliance. Ability to work in a noisy environment with frequent interruptions.
