3 MPGs provides foundation for multi-sectoral interventions World Humanitarian Submit 2016 Grand bargain MPGs refer to regular or one-off cash transfers to a household to cover, fully or partially, a set of basic and/or recovery needs that span across different sectors (for instance shelter, food, education and livelihoods) and support protection and solutions outcomes. 5 Feasibility analysis: OCHA led assessment of organizational capacities of Government and Partners, and assessment of acceptance and safety. The feasibility analysis is ongoing with multiple partners contributing to a review of secondary data. The partners assessment has been completed and the report has been circulated. The government s capacity assessment has not been finalized yet

6 Basic Needs Assessment: Save the Children developed a Guidance & Tool, in consultation with 25 organizations including UN, INGOs and donors at the global level Nigeria is the first country where the tool has been piloted; used in 3 LGAs in Borno, i.e. MMC, Jere and Konduga. Data collection was done with WFP and Plan International in May 2017 The report has been finalized and shared publicly in June (also through ReliefWeb). BNA will be used to inform the definition of the Minimum Expenditure Basket, identifying priority needs and related response options It will also contribute to the Nigerian Humanitarian Response Analysis and programming purposes

7 Multi-sector market assessment Led by UNHCR + Save the Children (UNHCR is not a partner of the consortium), but owns the MSMA Compendium Guidance and Toolkit. Market assessment was conducted based on findings of the BNA focused on water, charcoal and core relief items. The key findings will be available by the end of August, and the report will be shared during the second half of September.

8 Payment mechanisms assessment: This component is led by Mercy Corps. The Guidance developed by Mercy Corps was tested in Nigeria from 10 th to 20 th July. The report will be shared mid-august.

9 M&E for MPG: Led by DRC, with the support of the Feinstein International Center at Tufts University. They developed and rolled out the tools to monitor the effectiveness of MPG building on the BNA approach and report of June 2017 The tools include a head of household survey and a focus group discussion template, as well as a key informant interview template. They completed two rounds of piloting in late July / early August: the first in collaboration with the ZOA Refugee Council in Shuwari Village in Old Maiduguri; and the second in collaboration with ACF. All results and findings, as well as the tools will be made available in a report that is due to be out by the end of August / early September.

10 Lessons Learning from the Project Led by CaLP A consultant is being hired to visit Nigeria and compile a lessons learned report on the pilot experience Report will be shared in early January.

11 What the pilot offers to country stakeholders The pilot project provides information and analysis on: Partner and government capacity to implement CTP Basic needs of crisis-affected people Minimum expenditure basket Market functionality and related feasibility of CTP Payment mechanisms and financial service providers Effectiveness of MPG The Guidance & Tools developed and used to collect this data, tailored to the context and replicable in other LGAs Training modules on how to use these tools - Calp Technical support and facilitation will be provide throughout the response analysis phase. Each partner will provide the technical guidance for the data produced by their tool Report of the lessons that have been learned across the entire pilot

12 Response Options Analysis (pilot) Conduct response option analysis by end of September or first week in October A Task Team will be set up among the OISWG to support the ROA process Geographic focus: limited to the 3 LGAs covered by the pilot (MMC, Jere, Konduga) Purpose: identify possible response options based on needs and feasibility Information to be analysed and used: all assessments supported by the Consortium Basic needs assessment (response to be needs-based) Acceptance and safety assessment Organisational capacity assessment (Government and Partners) Cash transfer mechanisms / Financial service providers assessment Multi-sector market assessment Assessment of the effectiveness of MPG in existing programmes

13 The Prospective Task Team Report to the OISWG Which will take findings and recommendations forward to the HRP Mandate: Review findings of the ERC Consortium s assessments Identify possible response options based on needs Make a final selection based on operational feasibility Composition: A presentative of the Task Team will report to OISWG Members of the OISWG Sector representatives Representatives from the CWG Time bound: to start asap and disband once reported to OISWG
